1. SIGNIFICANCE: CONSTRUCTION ACTIVITY AT TWO SOLID MOTOR
FACILITIES INDICATES THAT THE SOVIETS MAY BE
DEVELOPING A NEW SOLID-PROPELLANT STRATEGIC MISSILE. (SWN)
2. REMARKS: ON A NEW LARGE FABRICATION-TYPE BUILDING 25X1
A POSSIBLE NEW BAY CHARGER LINE WERE UNDER CONSTRUCTION IN
THE NEW EXPANSION AREA AT KAMENSK-SHAKHTINSKIY SOLID MOTOR
PRODUCTION PLANT. BAY CHARGERS ARE USED TO MOVE ROCKET MOTORS
BETWEEN VARIOUS BUILDINGS ON A PRODUCTION LINE. CONSTRUCTION
WAS ALSO CONTINUING ON THE POSSIBLE NEW SUBSURFACE
CASNG/CURING PIT, FIRST IDENTIFIED ON IMAGERY ON ~~X1
.^.BOVE GROUND STEAMLINES WERE ALSO BEING INSTALLED IN THE 25X1
AREA. (SWN)

SIMILAR CONSTRUCTION ACTIVITY HAS ALSO BEEN IN PROGRESS AT
PAVLOGRAD SOLID MOTOR PRODUCTION PLANT SINCE LATE 1983. A
LARGE FABRICATION-TYPE BUILDING, SIMILAR IN DESIGN BUT SMALLER
THAN THE NEW STRUCTURE AT KAMENSK-SHAKHTINSKIY, AND A PROBABLE
NEW BAY CHARGER LINE ARE UNDER CONSTRUCTION IN THE NEW
EXPANSION AREA. (SWN)
BOTH PRODUCTION FACILITIES HAVE BEEN AND ARE CURRENTLY INVOLVED
IN VARIOUS PHASES OF STRATEGIC ROCKET MOTOR PRODUCTION TO
INCLUDE?THE SS-X-24 AND THE SS-X-25. SINCE CONSTRUCTION AT
BOTH FACILITIES IS STILL IN THE EARLY STAGES, IT IS DIFFICULT
TO'DETERMINE THE INTENDED FUNCTION OF THE NEW A THER
FACILITY. (SWN)
