1. SIGNIFICANCE: THIS IS THE FIRST KNOWN DELIVERY OF SOVIET
MILITARY EQUIPMENT DIRECTLY TO IRAN FROM THE SOVIET UNION.

2. REMARKS: EIGHTEEN BM-21 MULTIPLE ROCKET LAUNCHERS (MRL) ARE ON
FLATCARS AT JOLFA RAILROAD STATION AND YARDS. IN THE PAST,
IRAN HAS RECEIVED SOVIET EQUIPMENT INCLUDING THE BM-21 MRL
THROUGH A THIRD COUNTRY. JOLFA IS THE ONLY RAIL-TO-RAIL
TRANSSHIPMENT POINT BETWEEN THE SOVIET UNION AND IRAN THAT
CHANGES FROM THE BROAD GAUGE OF THE SOVIET UNION TO THE
STANDARD GAUGE OF THE IRANIAN RAILWAY. (SWN)
JOLFA, 85 NM NORTHWEST OF TABPIZ, IS ON THE IRAN-USSR BORDER.
