SUBJECT: SSCI Staff Update on the New Office Building, Moscow
1. On 10 October 1986
Office of Security updated SSCI staffers Ed Levine and aim
Martin on the current status of the physical security
analysis of the New Office Building (NOB) in Moscow. Both
staffers have been briefed previously and Martin has visited
the NOB. They will leave for Moscow in a few days which was
the reason for the briefing.
2.I (summarized the most important finds to date
and explained the exploitation of them which is planned
starting in November. 0 mentioned the Congressional
requirements which have been placed on the DCI for security
analysis of the building and recommendations for
modifications if necessary. He observed and the staffers
agreed that while his input is essential the Foreign
Building Office (FBO) at State is a better focal point for
that kind of reporting. outlined the staffing
increases which are planned to meet the Congressional
deadlines. He added that from now on only the best
qualified people will be selected for the security teams.
3. said that we need to enhance the physical
security at the NOB indicating the reasons for that. In
response to a question from the staffers he said that the
support from State in this regard was good. Levine and
Martin indicated an interest in walking around the NOB to
see for themselves what was going on gave them
some practical tips for doing so and said he wou d like to
talk with them when they returned.
4.I asked for their support in helping to reduce
the number of briefings we give to Senate Committees.
Levine said that the SSCI can be of the most help if they
are contacted about Senate briefin s and they are held under
the provisions of S. Res. 400. said that he had
recently briefed Ambassador Hartman on this and he promised
to support the Agency efforts.
