This study of the East Germ= Ministry for Foreign AffaLrs (here-
after designated the M FA) is based largely on the debriefings of East
German refugees compiled over many years. on definitive information
supplied by East German defectors in spring and suimer 1961, and on
data obtained before and since then arorda a variety of overt sources.
Wherever appropriate, the latest date of information has been indicated
in parentheses following the individual?s job descriptions in the
personnel listings.
As the nature of the NMFA req.?ires. constant personnel shifts be-
tween the headquarters and stations abroad, the personnel listings in
this study will often be outdated or inaccurate. Thus, in order to
facilitate changes in the study and additions of future information,
the study has been organized in the form of a workbook composed of
three parts: a narrative section on the hist.iry, structure, and
operation of the MFA ; an orgy ni,~? breakdo ra of the structure and
personnel of MFA headquarters; and a listing by country of w=A
personnel stationed abroad.
For the most party, the organizational breakdown dep:.cted in the
study is believed to be accurate although some of the subordinate
divisions of the various departments may be incomplete. More frequently
while the structural subordination tmay be accurate, the personnel
assignments within the departments- may be unknown or unclear.
For - purposes of clarity and accuracy, original German tei have
been included along with the English where the translation is not
immediately apparent. In a few cases where a suitable English trans-
lation could not be found, the German term is used exclusively in
place of the English.

Historical Back 9 d With the establishment of the F A in 1949,
a ministry was formed which had. no predecessor or nucleus in the post-
war periods Whereas other ministries had predecessor organizations on
whose personnel and experience they could build, the I'A did not. There
were no personnel with knowledge or experience in the field of foreign
affairs. By resolution of the SED Politbuero, all of the provinces
were required to nominate a number of capable individuals from their
areas for the formation of the A. As these personnel came together,
there proved to be only one person with any significant previous ex-
oerie nce in foreign policy: Gerhardt Kegel a
During the early years of the M FA, little importance was attached
to. it as a ministry. This was a natural consequence of occupation under
the Soviet forces o There was also no question of carrying out an in-
dependent foreign policy. Thust when the ministerial posts were appor-
tioned avsang the various political parties in East GerTmm y (to present
a facade of a broad popular base for the gover a nt) , the MFA was re-
legated to the East German CDU and Georg Der tinges was named the first
Foreign Minister. (Note: Dertinrsnger? was later arrested in 1953 o a
charge of espionage and was succeeded by the present Forei&% Phi. nister,

Likewise, the role of the Foreign Missions (later embassies), which
existed only in the Soviet Bloc cornntries, was very insignificant. The
preoccupation of the SOD regime with Internal matters thus inevitably
stamped the MFA as an installation of little sigYniificance a Withitn
governmental circles it was looked upon as an institution which simply
cost money .but which produced nothings
With the conclusion of the State Treaty between East Germany. and
the Soviet Union in 1955, the East German leadership began to pay greater
attention to questions of foreign policy. However, the MFA proved to be
incapable of carrying out its functions. Criticism increased on the part
of the SEX) Central Committee and around 1957 'there began a great series

ercising greater influence and control over the MMF'A B s work. The Depart-

The Cadre Department is the focal point in the MFA for long-range
personnel planning and for coordination of all cadre questions such as
personnel assignments, recalls and the development of sufficient cadre
reserves. The Cadre Department works closely with representatives of the
Ministry for State Security (MfS) on questions of the security of MFA
personnel. With the reorganization of the MI+'A in 1959, the Cadre De-
partment ?s tasks were reduced primarily to planning and coordination,
and the responsibility for obtaining personnel and developing adequate
Cadre reserves was passed to the individual department chiefs.
The Cadre Department maintains an anticipated cadre plan through 1965
which includes the prospective assignment and development of all per-
sonnel through that date. This plan, based on political evaluations ;of
the individual departments and anticipating the establishment of dip-'
lomatic relations with Western nations, particularly Latin America,
formed the basis for MFA.personnel policy through 1965. It anticipated
an increase in MFA personnel from about 1000 in early 1961 to about 1600
in 1965. Since the erection of the Berlin wall, these plans will probably
have been tempered.

At the time the NFA was established little import ce; v, as attached
to the. Protocol Department. Tt was looked upon a necessary Institu-
tion but not an Instrument of foreign policy. The protocol re lations
of Czechoslovakia were adopted by the A almost t itholat change. There
was no great pressure at that time to fill the post with a SEP member,
and Count Ferdinand von bra, an NDPD member, was appointed alleLr
because of his. background cad experience. However, as the MFA bard the
only Protocol Department in the entire Fast Ger goVOMMOnt and Party
apparatus, the chief soon gained irnsi&t Into many . government and SPD

Established in 1959, this department was modeled after a similar
department in the Foreign Ministry of the Soviet Union. it is directly
responsible to the State Secretary and occupies a special. position in
the MFA. Personnel for the department are screened very thoroughly and
many special precautions are taken to ensure the physical security, of
the department and the materials it handles.
The role of the department is to channel all important information,
directives and other materials to the appropriate offices and stations
at home and abroad. This includes:
a. directing to stations abroad such matters as resolu-
tions of the SED Central Committee or the Council of
Ministers, directives of the Foreign Minister, the State
Secretary, the MFA Collegium, etc.;
b. directing important information from stations abroad
not only to the appropriate MFA elements, but also to
other East German governmental and Party offices;
c. directing information and materials among MFA offices,
from MFA elements to government and Party offices, and
the reverse.
For example, if the East German Ambassador in Prague had a dis-
cussion with the Indian Ambassador to Prague, the Information Depart-
ment would inform not only the. appropriate MFA elements but also the
Foreign Policy Department of the SED Central Committee. Similarly,
if the Department Near and Middle E.st (3rd Non-European Department)
prepared an evaluation of the situation in Algeria, the Information
Department would direct copies to the SED Central Committee, interested
government elements in Berlin, and appropriate stations abroad.
The work of the Information Department has proved to be very bene-
ficial to the efficient operation of the MFA and has been well received
in government and Party circles. The department is to be expanded in
size.

Interpreter I?rtm?nt (Dolmetscher Abtu)
Formerly subordinate. to Main Department IV, the Press and Information
Department, the Interpreter Department was given its independent role in
the structural reorganization of 1959, It has no capacity for translation
in any uncommon language and maintains contact with free-lance interpreters
for this purpose. The department is responsible for translating diplomatic
notes, documents.and related materials, and also for translating of im-
portant announcements and newspaper articles as required by MFA departments
or .higher governmental echelons. In addition, the department makes-inter-
preters available for conferences or the visit of foreign delegations to
East Germany. For this function; the department.coordinates closely with
the State Secretariat for Higher Education and the Ministry for Public
Education.
All tasks for the Interpreter Department go first to the Department
Chief who apportions them to the department personnel. Aside from language
groups, the department is not divided into sectors or specialty areas. The
chief source of new personnel for the department is the Interpreters In-
stitute of the Karl Marx Urxfversity in Leipzig. Few of the department
personnel are SED members:

Politically the most important responsibility of the Legal Depart-
rent at present is the question of West Berlin. In addition to a number
of Department personnel involved with this question, the department chief
himself also concentrates much of his attention to this task. The West
Berlin question is also coordinated with the Basic Questions Department
and is of such significance that all work on this question is cleared
with the State Secretary and the S} Central Committee.
The Department is responsible for the formulation and completion
of all treaties and agreements which the East German government concludes
with foreign nations. It also. reviews agreements which other ministries
conclude with foreign ministries, firms or persons. The Legal Department
works closely with the Consular Department on questions of a legal .
nature involving East Germans abroad or foreigners in East Germany. It
prepares studies on international law for the.Collegium and higher Party
and government echelons. An example of this was the East German positldn
paper on inter .national law presented after the 1959 Geneva Foreign Minis-
ters Conference.
The department maintains contact with a number of foreign specialists
in international law who prepare opinions and studies on international
law against payment from the department. For such tasks, the attempt is
made to obtain the services primarily of legal experts known and-recog-
nized in the West.

six European Departments and the Consular Department, and is chairman
for the German side of the Combined German/Soviet Commission. His role
on the commission is to represent East German interests in organizational,
technical and material questions dealing with Soviet occupation forces.
The commission meets periodically by previous agreement. Secretary of
the commission is Koenig's Personal Referent. Koenig?s office has a
special government telephone line.

6th European Department - West Gems
This department is divided into specialty areas. It was estab-
lished after the structural reorganization of . 1959 through a resolution
of the Council of Ministers, a move which sigca.ified that West Germany
would henceforth be regarded as a foreign country. Theretofore West
German questions were handled the Department for Basic Questions.
Both departments now work closely together, an such questions as a
German peace treaty and German reunification, the initiative on such
questions usually comes from the Basic Questions Department. All
matters dealing with West Germany-aside from questions of economics
and trade are supposed to be coordinated with this department. Other-
wise D the Department covers West German domestic and foreign affairs
just as the other area departments cover their areas. Theoretically o
.aall governmental measures bearing on West Germany are supposed to be
coordinated with this Department, but in practice this is not yet the

The consular Department is generally looked upon as a.nonpolitid
cal department, that is, one that is not involved in matters of foreigg,
policy and thus not important, This view, although it is not openly
.admitted, is shared by the Cadre Department and, in practice many

The Consular Department communicates directly with the Consulates
abroad-by routine pouch (Routtiepost) without having to coordinate with
