3. Met with Mr. Robert Michaels, House Appropriations
Committee staff. Mr. Michaels advised that Chairman Mahon would appreciate
an informal report or comment on chapters three and eight of Stuart Alsop's
book The Center. The Chairman's note to Mr. Michaels did not give an
indication of the Chairman's reaction to the book or the chapters mentioned.
Mr. Michaels also noted that no further action is anticipated in the Defense
Appropriations bill until some time after Labor Day. There is no inkling at
the present time as to when the House Armed Services Committee will complete
action on the authorization bill. Mr. Michaels noted, in addition, that the
Chairman has not yet focused on the Director's letter concerning Radio Free
Europe and Radio Liberty.
I briefed Mr. Michaels on the current situation relating to the USSR-
Czechoslovak talks and the Peking supplied high-speed trawler vessels being
used by Hanoi.

Manpower and Civil Service Subcommittee staff, who advised that Representative
Brasco had not yet availed himself of the opportunity to review the polygraph
questionnaire and advised that Mr. Bray had indicated that they would need
to retain it probably until Mr. Brasco leaves on the recess.
5. I I Met with Mr. Paul Goulding,
Administrative Aide to Senator Claiborne Pell,and advised him for the

to Mr. Goulding for the Senator a translation of a Pravda article of 28 July
concerning Senator Pell and a FBIS print of an Isvestia article of 27 July
which were forwarded as a follow up to Mr. Maury's conversation of yesterday
afternoon with Senator Pell.
6. Met with Mr. William Darden, Senate Armed
Services Committee staff, and briefed him on the current situation in
Czechoslovakia and the Soviet demonstration of amphibious landings near
Alexandria, Egypt in mid-July. Mr. Darden appreciated the briefing.
7. Met with Representative Robert Sikes and
delivered to him a communication forwarded by Mr. Maury. After review
of the cable Mr. Sikes indicated that the item in question "had already been
forwarded" and thanked me for our assistance.

Services Committee staff, to remind him of our continuing interest in
pushing our bill for cost-of-living adjustment for retirees at the earliest
opportunity. Braswell said he had not looked into the matter since the
bill was passed by the House but would do so in the near future and let me
know if any additional backup material or other preparations were necessary
in order to prepare for consideration of the matter by the Senate Committee.

The Senator expressed interest in Soviet propaganda comment on his
recent trip to Czechoslovakia which we promised to provide.
The Senator asked what progress we were making in locating the
whereabouts of whom the Senator had known several years ago
=and whom he wishes to contact. We told him that when
last heard from and we were attempting to verify this
and would let him know the results.

Services Committee staff, and briefed him on the current situation in
Czechoslovakia, Chinese construction of high-speed trawler vessels being
used by Hanoi, and the brief attack against Udorn Air Base.

Manpower and Civil Service Subcommittee staff, and advised him for
the Chairman that the Director and Senator Ervin had had a short
pleasant meeting during the week. Mr. Bray noted that from their point
of view such a meeting, carried on in a friendly fashion, was all to
the good. Mr. Bray advised that Chairman Henderson has cancelled the
Subcommittee meeting scheduled for Wednesday. The meeting will be
rescheduled some time in September. Copy number two of the transcript
of the Director's testimony of 25 June which was being held for Committee
use in executive session was returned to me for safe keeping.
4. Met with Mr. J. R. Blandford, House Armed 25X1
Services Committee staff, who advised that the Committee's time for the
remainder of the week has been pre-empted by an invitation to the Secretary
of Defense to appear on Thursday and a full Committee meeting on Wednesday.
In consequence, consideration of a meeting of the CIA Subcommittee with the
Director will probably be put over until after the recess.
I briefed Mr. Blandford on the situation in Czechoslovakia, high-
speed trawler vessels furnished Hanoi by Peking and the Soviet amphibious
demonstrations in July for senior Egyptian officers. Mr. Blandford showed
particular interest in the last item.

office of Senator Milton Young, bringing him up-to-date on the status

for a contract position, an opening had occurred in a regular
staff position for which appeared qualified and that we
were processing his application for that position. I also told Sylvester
that our personnel people had been in touch with Barner directly
about this and he had been most pleased.

trative details related to the Committee hearing and House passage of

the Katzenbach Commission report to Miss Belk, in the office of Representative
Bill Nichols (D., Ala.).
3. Philip Kelleher, House Armed
Services Committee staff, called to say that Mr. Philbin had not been able
to bring up the bill for cost-of-living adjustment for Agency retirees
yesterday but would try again this morning when Congress convenes.
In addition, we answered several of Mr. Kelleher's specific questions
regarding certain aspects of the bill.
Later in the day, Mr. Kelleher called to say the bill had passed
the House without difficulty.

on allegations. I discussed the sensitivity of
this with Darden and asked that the letter and the attachment be separated
once the Chairman has seen them. Darden said he understood.
I talked with Darden about the House passage of H. R. 18786.
Darden said he was confident that they would get the bill through the Senate
but that the Committee would probably not consider it until their return in
September since no Committee meeting is scheduled for next week.

2. I Messrs. Apple and Davis Powell, IG's
office, discussed the case of an Agency employee, with
Homer Lee Krout, Administrative Assistant to Representative Joel Broyhill
(R., Va. ). Krout thoroughly understood the problem and suggested we
write a short letter to the Congressman stating that which we would like to
convey to Krout said they had found this quite often to be an
effective means of communicating with an employee who will not listen to
the employer. As an aside he stated that his office does not worry about
Agency relations with employees as they have found that the Agency goes
into employee matters much more thoroughly than other Government agencies.
3. Delivered to Bun Bray, House Post Office
and Civil Service Committee staff, a copy of the Agency's standard list of
polygraph questions. It was agreed that this was for their temporary use
with Committee members only and is not to be shown to non-Committee
members. In passing, Bray said he has no idea when they will come up
with a clean bill on S. 1035.

date of the FBIS Daily Report which reported a new aid agreement between
Romania and North Vietnam.

6. After consultation with Mr. Bruce Clarke, I
advised Miss Nelson, on the staff of Senator Stuart Symington, that as
long as references to specific bomber figures were eliminated we could
see no problem in the Senator's making general statements with respect
to the increase or decrease in Soviet bomber production in connection
with the paper we provided the Senator on this subject. I told Miss Nelson
that of course this should be done without any reference to the Agency or the
intelligence community. Miss Nelson thanked me for this assistance and
said this would be most helpful to them if it was necessary for the Senator
to include statements along these lines later on.
7. Accompanied of OSI, to
a briefing of several members of the Senate Preparedness Subcommittee
staff. They were James Kendall, Staff Director, Colonel Glenn Smith,
and Colonel Everett L. Harper. The briefing covered the present status
of Soviet and Chinese nuclear programs and information currently available
on the recent French tests. The meeting went well and was most appreciated
by Subcommittee staff members.
Mr. Kendall gave to me the classified Committee report on "U. S.
Strategic Power" with the request which he had made previously that we
review the threat portions of this report, making changes as necessary in
order to make the report unclassified. Kendall suggested that we be in
touch with Mr. Robert Monahan, in the office of Security Review, OSD,
who will be working on this report from the standpoint of U. S. information.
The report has been passed on to Mr. Bruce Clarke.
8. Talked with Bob Michaels, House Appropriations
Committee staff, who confirmed that the Committee had not imposed a
specific cut on NSA, but had left this decision up to Department of Defense.
In response to my question Michaels said he attached no particular
significance to the fact that this was contrary to past practice.

NSA, who told me the House Appropriations Committee had not imposed
a specific cut on the NSA budget, but had imposed an $85 million blanket
cut on the "Defense agencies. "

further commented that he understands the Senate Appropriations25X1
Committee will make no decision on cuts affecting NSA until they hear from
Secretary Clifford which presumably will not be until after the August recess.
10. Philip Kelleher, House Armed
Services Committee staff, called to ask whether, under the present Agency
cost-of-living adjustment formula for retirees, increases in the cost-of-living
index were computed on a cumulative basis. He asked, for example, whether
if the cost-of-living index increased 2. 8% in one year and only three-tenths
of one percent the next year an increase would be triggered. I confirmed
to him this was the case, pointing out that this increase would be effective
only as of 1 April of the following year.
Mr. Kelleher called later to say he was on the floor where the bill
on our cost-of-living adjustment for retirees was expected to come up and
that the apparent magnitude of the increases it would involve might cause
concern among some of the members. He asked if it was indeed a fact
that under the Civil Service formula, which was being adopted in our
legislation, retirement benefits had increased from $6, 000 to $7, 000
over a brief period of time in certain specific cases. I confirmed this
was the case.
11. I I James Hyde, Bureau of the Budget, 25X1
called to say he was having trouble with our 19 July letter re S. 1418, a bill
"to make several changes in the passport laws presently in force. " In the
letter we had said we did not formally object to the bill but we nevertheless
pointed out that one of its provisions might facilitate Soviet espionage. Hyde
said he was reluctant to send this comment to the White House, and urged that
v take a less equivocal position. I talked with the DD/P and we agreed to
raise it at the Director's meeting on 25 July.

received copies of FBIS material. (See Journal of 17 July). Checked with
FBIS, and corrected the address from 1540 Longworth 25X1
HOB to 2234 Rayburn HOB. She will forward another set of the publications
and change the subscription. Mr. Ellmann was advised.

take.

Appropriations Committee staff, and reviewed with him the Committee
procedures in handling various appropriations items. Mr. Michaels
was most helpful in responding to my questions. In passing he noted
that he had not yet reviewed with the Chairman the Director's letter
relating to Radio Free Europe and Radio Liberty, but that it was on the
agenda as soon as the press of Committee business will allow it. He
advised that the Chairman has reviewed the Director's letter concerning
DIA and had noted it for later consideration.
7. Met with Mr. Philip Kelleher, House 25X1
Armed Services Committee staff, who advised that a request has gone
forward to the Speaker of the House for permission to bring up H. R.
18786 under unanimous consent. With the present House schedule, however,
immediate response is not expected.
8. Met with Mr. Albert Westphal, House 25X1
Foreign Affairs Committee staff, who is interested in being briefed on
the status of the Agency cost-of-living amendment. He advised that
the foreign service amendment to their cost-of-living provision may be
stalemated for the remainder of the session due to the Senate provision
that was tacked on relating to increase of retirement benefits for members
of Congress. Although the members feel that it is a good provision they
appear to be reluctant to vote on it at this time.
9. Colonel Glenn Smith, on the staff of the
Senate Preparedness Investigation Subcommittee, called to say that at
Senator Jackson's request he is preparing the annual report for the Senate
Preparedness Subcommittee on the nuclear safeguards to the Nuclear
Test Ban Treaty. Smith requested a background briefing on the status of
the Soviet and Chinese programs and any information we had to date on the
analysis of debris from the French test. This was arranged for 2:00 p.m.
tomorrow afternoon.
10. In connection with his call on Friday, I 25X1
advised Jay Sourwine, Chief Counsel, Senate Internal Security Subcommittee,
that the name he wished to identify in a FBIS item was that of a 25X1
first name unknown.

of the Joint Committee on Atomic Energy. Mr. George Murphy,
of the Committee staff, sat in. Mr. Conway will be accompanying
AEC Commissioner, Gerald Tape, and Colonel Jack Rosen, of Tape's
staff, to the National Atomic Energy Conference in Novosibirsk later
this month. The briefing was well done and no problems were encountered.
Conway expressed his appreciation to Ifor his time and effort.
2. Jay Sourwine, Chief Counsel, Senate

possible to identify the individual referred to as whose name

yesterday, I spoke with Victor Zafra, Bureau of the Budget, who requested
a copy of the statement of the Deputy Director on H. R. 13705 before the
House Armed Services Committee on 17 July 1968. A copy was sent.
6. Met with Julia Kogut, Administrative
Assistant to Representative J. Irving Whalley (R. , Pa. ), and reviewed the
background of the Agency employment of who is seeking the
Congressman's help in being reemployed by the Agency. Miss Kogut will
attempt to close out the case by writing that they had thoroughly
explored the reemployment possibilities with the Agency without success
and inform her of the overall tight hiring situation in the Government.
Miss Kogut was very understanding.
7. Dropped off in the office. of Representative
Claude Pepper (D. , Fla. ), unclassified biographical information on

1. I Met with Mr. Philip Kelleher,
House Armed Services Committee staff, who advised that the tran-
script of Admiral Taylor's appearance on the Agency cost-of-living
bill will not be returned from the reporter's until some time Friday
afternoon. He requested, however, that I proceed with a draft of the
bill report without awaiting the transcript. The Committee bill
covering the cost-of-living amendment will be filed with the House
along with the Committee report. In consequence, a bill number will
not be available until after filing of the Committee report.
2. I I Met with Representative Glenard
Lipscomb and delivered to him an unclassified document dated 17 July
entitled "The Military Posture of the Soviet Union - Trends Over the
Past Five Years. " Representative Lipscomb was most appreciative
and indicated that he has completed a draft of the paper he has in mind
on this subject and will find our statements most helpful in his final
editing. He assured me again that in any use he makes of the paper,
no attribution will be made to the Agency. On this same subject he
noted he is personally pleased with the fact that at his suggestion the
Appropriations Committee has included a section in the report on the
Defense appropriation bill relating to the Soviet force developments.
3. Mr. John Clarke and met with
Mr. Robert Michaels, House Appropriations Committee staff, and
Mr. William Woodruff, Senate Appropriations Committee staff, in
Mr. Michaels' office prior to today's meeting of the Appropriation
Committee. Mr. Michaels advised that the Chairman and the CIA
Subcommittee had completed mark up of the CIA proposed budget and
provided the necessary details on the findings of the Committee. Mr.
Michaels also advised that the Chairman's letter to the Senate would
not be prepared until after final action by the Committee on the Defense
appropriation bill. (See Mr. Clarke's Memorandum for the Record. )

11. I I Talked with William Darden, Senate Armed
Services Committee staff, and William Woodruff, Senate Appropriations
Committee staff, regarding our follow up paper for Senator Mansfield on
pay and allowances for Laos tribal forces. (Senator Mansfield had asked
about this at our budget hearing.) On the recommendation of Woodruff
and Darden, the original of this paper was put in the hands of Mr. Stanley
Kimmitt, Senate Majority Secretary, for Senator Mansfield. Copies
of this paper were also delivered to Darden and Woodruff.
12. I I Hand carried to James Kendall, Staff Director
of the Senate Preparedness Subcommittee, a copy of
Mr. Kendall indicated that he would be in touch with us shortly
with a request that we participate in the sanitization of the Subcommittee's
report on "Balance of Strategic Power. " Kendall asked if we worked with
the Department of Defense in matters of this sort and I advised him that we
could. Kendall said he realized that many of the figures would have to be
removed from the report but that he was anxious to have this done in such
a way as to keep the document coherent and meaningful. (Bruce Clarke
has been alerted to this. )
Obtained from the Preparedness Subcommittee advanced copies of
Part 2 of the Subcommittee's hearing on the status of U. S. strategic power.
The hearings are being released tomorrow morning.

attended an executive session of the House Armed Services Committee
at which the Deputy Director testified in behalf of H. R. 13705 (Cost-of-
Living Adjustments for Agency Retirees). A transcript was taken.

Services Committee staff, called about 1430 hours to say he was about to
drop the Agency "retirement cost-of-living adjustments" bill in the hopper
and suggested we give it a final close look. Accordingly, Messrs. Warner
and Miller and Messrs. Maury and separately reviewed the text submitted 25X1
to the Committee. Finding the language in order, we so advised Mr. Kelleher.
Mr. Kelleher also reminded us of his desire to obtain in the next
day or so a simplified explanation of how the gap had developed between
the Civil Service and Agency compensation formulas for retirees. Kelleher
pointed out that some of the Committee members apparently had some
difficulty in understanding the arithmetic involved, and because of the
possibility that the same problem might arise when the bill reaches the
floor, it is important to have in the record a clear and concise explanation
which can be referred to in response to questions.
3. After completion of hearings this morning 25X1
by the House Armed Services Committee, during which testimony was given
by Admiral Taylor and Colonel White on the cost-of-living adjustments to the
Agency retirement authority, received back from the Committee staff the
copies of Admiral Taylor's prepared statement which had been furnished for
the Committee's use. A transcript of the hearing will be available tomorrow
morning for our review prior to publication. Assistance will be provided
the Committee staff in preparation of the Committee report and floor remarks
for use in consideration of the bill before the House of Representatives.

4. Received from the House Committee 25X1
on Post Office and Civil Service the transcript of the testimony of Tuesday,
16 July, before the Subcommittee on Manpower and Civil Service.
Met with Mr. B. Benton Bray who advised that there is some
possibility that the Subcommittee will report on Tuesday a bill to the full
Committee on the enjoyment of constitutional rights by civilian employees
of the Executive Branch. He also noted in passing that the Committee had
found the testimony of Mr. Lawrence Speiser, Director of the Washington
office of the American Civil Liberties Union, very impressive and that serious
comment had been made after Mr. Speiser's presentation by a responsible
member of the Committee that consideration be given to having Mr.
Speiser back together with representatives of NSA and CIA to discuss the
questions used in various personnel questionnaires.
5. Robert A. Geier, Administrative Assistant
to Representative James B. Utt (R., Calif.) called to inquire whether the
Agency could furnish any information on the reported suicide of Captain
Butcher. I informed Geier that through FBISy North Korean news broadcasts
are monitored and that we have received nothing which would indicate that
this report is true. I suggested that since this was strictly a Navy matter
that he get in touch with the Navy.
6. Ed Bunn, Office of Security, called and
said that Mrs. Dorothy Hope, in the office of Representative Sam Steiger
(R., Ariz.), had called GSA to inquire about the status of who is
awaiting assignment by GSA to the Agency guard force. I called Mrs. Hope
and informed her that personnel filling these jobs are subject to security
clearances and that the security investigation should be completed within
30 days. This was acceptable to Mrs. Hope and I subsequently so informed
Ed Bunn.
7. Stephen Ellmann, in the office of 25X1
Representative Sidney R. Yates (D., Ill. ), called to request transcripts of
North Vietnamese and Communist China broadcasts. I made the necessary
arrangements with FBIS and informed Mr. Ellmann that he should receive
the first copy not later than 22 July.

Senator Edward Brooke, and informed her that we have been unable to
make a satisfactory identification of the area of South Vietnam for which
she had requested a map. I suggested that she obtain additional information
from the constituent who had requested the map and then get in touch with
DIA. See Journal of 9 July 1968.
2. I I Mrs. Susan Wagner, in the office
of Representative John Dellenback (R., Ore.), who has previously been
in touch with us for the Congressman concerning the Pueblo, called to
determine if we had any information on the cause of death for the crew
member who lost his life. Apparently his mother, reports
that she received information that he was taken on deck and shot at the
time of boarding. I told Mrs. Wagner that the Department of State had
all information we possess and she said she was meeting with State
Department representatives tomorrow. She also asked if the Agency had
commented on a statement by Senator Stephen Young that the Pueblo was
a CIA ship. I reminded her that the Agency does not engage in public
comment as a matter of normal policy and referred her to the earlier
statements by the Pentagon in late January that the Pueblo was a Naval
ship performing a Naval mission. Mrs. Wagner thanked us for our help.

met with Mr. Robert Michaels, House Appropriations Committee,
in response to his request and discussed with him in general terms the
availability within the intelligence community of information concerning
new Soviet aircraft, and in particular Foxbat, which has been developed
by the Agency. Additionally Mr. Michaels is interested in the extent
to which such information is made available to Navy and Air Force
contractors. The meeting was cut short by a call from the Chairman.
Mr. Michaels appeared satisfied with the discussion and will probably
look to the military for any further guidance on this subject required for
the Chairman.
2. I I Received from Mrs. Barbara
Wells, House Post Office and Civil Service Committee staff, copies
of the transcripts of the appearance of Representative Spark Matsunaga
on 10 July and Mr. John F. Griner, President, AFGE, on 11 July.
Also attended a portion of this morning's hearings and listened to the
testimony of Dr. Nate T. Wolkomir, President of the National Federation
of Federal Employees. A copy of Dr. Wolkomir's statement is available
and a copy of the transcript will be received on Monday.
3. Met with Mr. Philip Kelleher, House
Armed Services Committee staff, who confirmed Mr. Philbin's advice of
yesterday that the Subcommittee hearing is being scheduled for Tuesday
morning at a time to be determined to hear Agency witnesses on H. R.
13705. Mr. Kelleher also advised, however, that since the full Committee
will be scheduled to meet on Wednesday that it might be well to hear
the Agency witnesses on H. R. 13705 on Wednesday as well. He requested
that I be in touch with him the first thing on Monday.

tive J. Erving Whalley (R., Pa.) that we had received his inquiry concerning
possible reemployment of and that we were pulling the facts 25X1
together and would hope to have a report to them the first of next week. The
courtesy of this interim report was appreciated, 25X1
7. Passed to Katherine Nelson, on the staff of
Senator Stuart Symington, the original of the classified paper on Soviet
bomber programs, which had been prepared at the Senator's request and
which Mr. Duckett did not have an opportunity to take up with the Senator
at the meeting this morning. Miss Nelson raised several questions
regarding the classification of some of the items. I told her I would look
into this and be back in touch with her.
8. At his request I met with Mr. Robert
O'Regan, in the office of Representative Dante Fascell. O'Regan wanted
to talk to me about a letter Fascell had received from
who is interested in finding someone who might partially
defray the expenses of a trip to Europe by performing services of a non-
legal nature. He asked Mr. Fascell if he would furnish him the name and
address of a CIA person whom he might contact in Washington. I explained
to O'Regan that I was quite sure we were not interested in this but that I
would like to check on

9. Met with Bill Woodruff, Senate Appropriations 25X1
Committee staff, who indicated that it appeared that the only time they
could schedule our budget hearing would be next Tuesday at 10:00 a. m.
Woodruff is aware of the Director's commitment from 12:30 to 3:00 p.m.
but said they would have to work around that if necessary. He said he
would be talking with Senator Russell tomorrow regarding our hearing
and other matters and would let me know as soon as he had something
definite.
In response to my query as to what the Director might expect
by way of questions next week, Woodruff said the Director would
definitely be queried regarding what he could do in his capacity as
Director of Central Intelligence with regard to the overall budget
of the intelligence community. Woodruff said this had come up, at least
indirectly, in their meeting with this morning on the 25X1
DIA budget. Woodruff also discussed a number of other matters,
including prospects for our Committee structure next year. (See Memorandum

Met with Mr. Robert Michaels,
House Appropriations Committee staff, and at his request scheduled
a meeting for Mr. Duckett for tomorrow morning. This is a follow up
to earlier questions relating to Agency external research contracts.
A time for the meeting will be scheduled tomorrow morning. During
the conversation Mr. Michaels noted that the Chairman has not yet
focused on mark up of the Agency appropriation.
Briefed Mr. Michaels for the Chairman on the new (B Class)
Soviet attack submarine and the current internal situation in Czecho-
slovakia.
2. Messrs. Maury and~met
with Mr. Philip Kelleher, and later with Mr. J. R. Blandford, House
Armed Services Committee staff, and ascertained that the scheduling
of the military procurement bill and the conference report on the
military construction bill for consideration on the floor of the House
today should clear the decks for meeting of the Philbin Subcommittee
on Tuesday for hearings on H. R. 13705.
3. Messrs. Maury and met 25X1
with Representative Philip Philbin and reviewed in part the background
on H. R. 13705. Mr. Philbin appeared to have the Agency interest in
this bill in the front of his mind and indicated that he feels the Committee
will be able to hear this matter next week, probably Tuesday morning.
He noted that there is no problem, in his judgment, within the Committee
and advised that if uncertainty in scheduling the hearings caused problems
for the Director that presentation before the Committee could well be
made by the Director's designee. Mr. Maury thanked him for his
courtesy and noted that the Director did desire to be present if
scheduling of the hearing will allow.

4. Hand carried to Bill Darden, on the staff of 25X1
the Senate Armed Services Committee, data prepared by OSR on Soviet
bomber aircraft programs. This was prepared in response to a request
from Senator Symington to Darden. I advised Darden that Senator Symington
had been in touch with Carl Duckett and had asked Carl to meet with him
tomorrow morning. Mr. Duckett will take the data sheet with him to the
meeting with the Senator. Darden said this was entirely agreeable with
him.
In connection with the Symington item I advised Darden that the
Director was most anxious that the Agency not become involved in debates
on the Hill over various issues such as the Oprogram where intel- 25X1
ligence information might be involved. We naturally want to be responsive
to requests from our Subcommittee members such as those from Senator
Symington and Senator Jackson, but the Director has asked that Mr. Darden
keep Senator Russell informed of these requests. Darden said he appreciated
the Director's position on this and would be happy to inform Senator
Russell.
5. Met with Mr. William Woodruff, Senate 25X1
Appropriations Committee staff,
Mr. Woodruff said that he and Bill Darden were anxious to get
together with John Clarke on Tuesday morning to have a staff meeting
on the Agency's budget with a view to having the Director up for a budget
hearing later next week. I advised Woodruff that the Director would be
leaving the country on Thursday but was available on Tuesday morning
or on Wednesday for this. I indicated that from our standpoint Wednesday
would be a preferable date. Woodruff said he would check with Senator
Russell on this and be back in touch with us. Woodruff mentioned in
passing that he would prefer to have this meeting limited to members of
the Appropriations Subcommittee but could see problems in trying to
accomplish this.

with Mr. B. Benton Bray, House Manpower and Civil Service Subcommittee
staff, who advised that hearings on S. 1035 and H. R. 17760 will be
concluded at noon on Wednesday, 17 July. Organizations that had requested
a chance to appear after that date are being advised to submit statements
for the record. He noted in passing that the principal union witness that
appeared this morning felt that in his opinion national security agencies
should be excluded from the legislation.
Received back from Mr. Bray a classified document which
had been furnished for inclusion in the transcript file.

7. Talked with Senator Kuchel and advised him 25X1
that Mr. Donovan had some thoughts about the Pueblo matter and would
be happy to meet with the Senator in Washington next Thursday. This
appeared to be satisfactory to the Senator at the time. Later in the day
he called, however, and said he was planning to take some time off the
latter part of next week and asked that we hold off on making any arrange-
ments with Donovan until he has an opportunity to check back with us
early next week.
The Senator expressed frustration over the fact that the Senate
was not really working and said to "tell the boss" that he was becoming
increasingly convinced that the Congress would have to recess for the
political conventions and return in September.
8. Barbara Rathe, in the office of Representativ. 25X1
previously arranged by this office for
Hale Boggs (D. , La. ),called regarding appointments which had been

I. I I Received from the field
a personal and apparently sensitive message for Representative
Robert L. F. Sikes (D. , Fla. ). Per the Director's instructions, I hand-
carried the message to Mr. Sikes and arranged for transmission of his
response through the same channel.
Met with Representative H. R. Gross
and provided him with figures on Agency supergrades in response to his
request at the 25 June 1968 Agency presentation before the Henderson
Subcommittee on S. 1035 (Constitutional Rights of Federal Employees).
Mr. Gross was appreciative, but made a point of stating that he "would not
forget" the fact that some years ago the Agency had refused to respond to
a similar request. During our 30 minute conversation, Mr. Gross spoke
with considerable feeling about what he feels are the faults of the Executive
Branch from the standpoint of both security and efficiency. He described
the handling of the F] case by the State Department as "dis raceful. "
He also expressed some concern about the handling of then case. In
response to my question he said he couldn't predict the outcome of the
hearings on S. 1035, but he personally could not agree with some of
Senator Ervin's views.
3. Met with Mr. Bun Bray, House
Manpower and Civil Service Subcommittee staff, and gave him the figures
on Agency supergrade personnel which I had previously explained to
Representative H. R. Gross of the Subcommittee.
4. Received from Miss Elsie Thorton,

Other points covered included the following: (a) Senator Jackson's keen
interest in the recent developments in Soviet diplomatic, political and
disarmament strategy. I told him the Agency was concentrating on this
problem and we would be glad to make available to him any conclusions
we develop. (b) Jackson plans to get together some Kremlinologists such
as Phil Mosely, Tom Wolff r,nd Alice Shieh to discuss possible Soviet
concepts on disarmament in informal fashion in the near future and
might like to have an Agency representative join them. (c) Jackson
feels there is little we can do to influence Senator Ervin's position on
S. 1035. We briefed Senator Jackson on current items including: (a) new
Soviet attack submarine (B Class) appearing in the Far East; (o) Soviet
troops remaining in Czechoslovakia; (c) status of Czech-Soviet relations;
and (d) Soviets deploying mobile missile launchers on the Chinese border.
6, Mr. Houston advised that he had been in touch
with Jim Donovan with regard to Senator Kuchel's interest in the Pueblo
crew. Donovan said he would be glad to talk to the Senator and could
meet with him in Washington next Thursday. We will pass this information
to the Senator.
7.. At his request, met with Mr. William Darden,
Senate Armed Services Committee staff, who said that Senator Symington's
office had been in touch with him requesting additional data on the production
and deployment of various Soviet aircraft. Darden asked if we would pull
this information together and return it to him or provide it to Senator
Symington directly.

9, Charles Kirbow, on the staff of the Senate 25X1
Armed Services Committee, said that Senator Pearson plans to travel to
the Middle East leaving on or about 12 August and will probably ask the
Agency for a background briefing prior to his departure. Kirbow said that
it is quite likely Senator Griffin will make this trip with Senator Pearson.
Kirbow plans to accompany Senator Pearson and will be in touch with us when
he has had an opportunity to discuss this further with Senator Pearson.

Attended a hearing of the House Subcommittee
on Manpower and Civil Service at which Representative Spark Matsunaga
(D., Hawaii) appeared as a witness, and picked up a copy of the prepared
statement. Matsunaga followed his prepared statement verbatim and in the
question and answer period did not appear to be very familiar with the bill
which he had introduced. Representative Charles Wilson (D., Calif) asked
if the purpose of this bill could not better be handled administratively in view
of its complexity and the difficulty of writing language which would not be too
rigid. Matsunaga stated he felt legislation was necessary.
11. I I Met with Mr. B. Benton Bray, House
Manpower and Civil Service Subcommittee staff, and received from him
the final two copies of the Director's testimony of 25 June for safe keeping
by the Agency. It will be necessary to return all copies to the Subcommittee
for use by the members in executive session on mark up of "constitutional
rights" legislation. The executive session is tentatively scheduled for
Wednesday, 17 July. Mr. Bray will call when the transcripts are desired.
Mr. Bray advised that in the judgment of Committee members the
fact that only one member of Congress, Representative Spark Matsunaga,
had appeared to testify on S. 1035, provided a demonstrable measure of the
lack of interest in this legislation by the members of the House of
Representatives.
12,. I I Met with Representative Frank T. Bow and
reviewed with him the Director's letter of 8 July concerning Radio Free
Europe and Radio Liberty. He was pleased with the information provided
and noted that it has been his judgment that there should have been a way
for us to continue this worthwhile activity. He was quite complimentary
in observations of Mr. Helms' conduct of his office and asked that his best
wishes be transmitted to the Director. Representative Bow returned the
letter for our retention.
13.. The scheduled meeting of Mr. Duckett 25X1
with Mr. Robert Michaels, House Appropriations Committee staff, was
cancelled due to a meeting of the Appropriations Committee for mark up of the
Defense procurement bill. Mr. Michaels advised that it will probably be
some two weeks or so before he will be able to reschedule the meeting.

14, Met with Mr. James Wilson, House Science
and Astronautics Committee, and briefed him concerning a possible Soviet
space event later this month. He inquired whether the Chairman, Repre-
sentative Teague, or other senior members of the Committee had been
advised. I answered that they had not and discussed with him the general
procedures that have been followed in keeping with Representative Teague's
expressed wishes that he or other appropriate staff members be kept advised
except for events of major importance.
15. Received a request from Senator
Brewster's office on the status of the application of

before the Committee. He was unable to provide any further definition
on Committee hearings on H. R. 13705, which is tentatively scheduled for

current internal situation in Czechoslovakia and the new (B Class) Soviet
attack submarine.

National Security and International Operations, translations of the speech by
Chairman of the USSR Council of Ministers, Aleksei Kosygin at the ceremony
of signing a nuclear weapons nonproliferation treaty and the Nine Point
Memorandum on disarmament proposals announced by Kosygin on 1 July.
I will forward to her in the morning the text of the report delivered by STAT
Andrei Gromyko to the Supreme Soviet which was also requested.

1. I I Nancy Sargent, in the office of Senator
Edward Brooke, called to request a map of Ben Tranh for a constituent. After
checking with the Map Library and ascertaining tnat there are 14 places in
South Vietnam carrying this name, I so informed Miss Sargent and told her
we would endeavor to determine which of the 14 sites have been the locale of
fighting during the recent weeks. If we are successful in this we will then
be able to furnish her the map which she wants.
2. At his suggestion I called Representative
Glenard Lipscomb from the floor and reviewed with him the Director's
letter of 8 July concerning Radio Free Europe and Radio Liberty. I
refreshed Representative Lipscomb's memory as to the amount of
funding for FY 1968 and 1969 and was able to respond to other minor
questions relating to the activities. Representative Lipscomb appreciated
the Director's advice. He returned the letter for our retention.
3. Was unable to meet with Representative
Frank Bow during the day. In addition to office matters, he had a doctor's
appointment during the afternoon. I will call again in the morning for
a possible noon meeting with him tomorrow.
4. Met with Mr. B. Benton Bray, House 25X1
Manpower and Civil Service Subcommittee staff, and received from him
two copies of the Director's testimony of 25 June. The remaining two
copies of the transcript are being utilized by Mr. Bray and Mr. Paul
L. Woodard, of the Senate Subcommittee on Constitutional Rights.
Mr. Bray advised that the hearing schedule of the Subcommittee
is being extended to next Tuesday to hear union representatives. The
Committee will hear various members of Congress tomorrow and union
representatives on Thursday as well as next Tuesday. He noted that it was
the general Committee feeling that Senator Ervin had not been responsive
to questions posed, particularly by Representatives Hamilton, White
and Brasco and that later conversations with members of the press indi-
cated that the Senator's failure to respond to questions by the Subcommittee
had not gone unnoticed by them.

Service Committee, who advised that with the extension of hearings into
next week there is some possibility that S. 1035/H. R. 17760 may not be
reported from the Subcommittee. The next executive meeting of the
Subcommittee will be scheduled for Thursday, 18 July, and if the Sub-
committee is not preparing to report a bill at that time or if a quorum
of the Subcommittee is not present, little time will remain after that
date for any further Subcommittee action.
6. Met with Representative William Bates, and
briefed him on several items of current intelligence interest: Soviet
preparations for a possible circumlunar mission; Soviet helicopter
development; Soviet SST program; and extension of low altitude coverage
of Soviet air defense system.

10. and I attended the hearing
of the Henderson Subcommittee of House Post Office & Civil Service
Committee re S. 1035 and H. R. 17760 (Constitutional Rights of Federal
Employees). Senator Ervin, testifying before the Subcommittee, made
a number of references to the Agency including allegations that (a) the
Agency considered itself "above the law;" (b) the Agency is wrong in
claiming it had never had a chance to present its case when the bill was
under consideration by the Senate--in fact Agency representatives called
on Senator Ervin and other senators and staff members, but were unwilling
to accept an invitation to appear in open session.
11. I I and I talked with Mr.
Bun Bray and other staff members of the Henderson Subcommittee following
Senator Ervin's testimony. The concensus was that Senator Ervin had shown
considerable confusion and indecision about precisely what his bill meant,
and as a result most of the Subcommittee, and several press representatives
present, were becoming disenchanted with the Ervin version.
12. and I met with Philip Kelleher, 25X1
House Armed Services Committee staff, who renewed his assurances he
would press hard for our appearance before the Philbin Subcommittee sometime
next week regarding H. R. 13705 (Cost-of-Living Adjustment for Retirees).
13. Called at the office of Senator Milton Young and
in his absence explained to his Administrative Assistant, Mr. Sylvester,
that application for employment with Air America
seems to be moving along and will probably get favorable action provided
passes the necessary routine tests.
14. Arranged through Miss Peggy McDonald,
in the office of Senator Henry M. Jackson, for OSR, to brief
the Senator at 3:30 on 10 July as a follow up to the Senator's questions regarding
Soviet ICBM deployment.

1. I Attempted to meet with Representatives 25X1
Bow and Lipscomb, but both are away from their offices until tomorrowv.
Appointments will be made with them in the morning to meet during the
day.
2. Met with Mr. B. Benton Bray, House
Manpower and Civil Service Subcommittee staff, who advised that the
transcript of the Director's meeting with the Subcommittee will be
needed through the day tomorrow when Senator Ervin will be appearing
again before the Subcommittee. He confirmed that the Subcommittee
will be meeting Tuesday, Wednesday and Thursday of this week to
hear witnesses on S. 1035 and H. R. 17760. He noted that it is the
Chairman's desire to report a bill from the Subcommittee to the full
Post Office and Civil Service Committee upon completion of the
hearings and that the reported bill will probably contain some of the
"filler material" from the Ervin bill, the Henderson "responsibility
provisions" and specific exemption of the security agencies together
with a Presidential type authority for exemption in the interest of
national security. The bill would not authorize the establishment of an
outside review board. Mr. Bray also noted that the reporting of a
bill from the Subcommittee would provide ammunition for use in the
House if S. 1035 was resubmitted in the Senate as a rider to another
bill,which was suggested earlier by Senator Ervin.
3. Met with Mr. Philip Kelleher, Counsel,
House Armed Services Committee, and briefed him on the deployment
of the Soviet SS-9 ICBM, USSR-Pakistan arms negotiations, continu-
ation of Soviet troops in Czechoslovakia and Soviet use of the submarine
base at Sayda Bay. Mr. Kelleher advised that the Committee report
on the military procurement bill had been completed, the bill would be
before the Rules Committee tomorrow and on the floor later this week.
He also advised that he will now be scheduling hearing on the cost-of-
living amendment to the Agency retirement bill with Representative
Philbin for Tuesday or possibly Wednesday of next week.

5. Met with Mr. Robert L. Michaels, House
Appropriations Committee staff, and scheduled a meeting for 10:00
a. m. with Mr. Carl Duckett. This is in response to Mr. Michaels'
request of last week for further discussion of external research
contracts relating to analysis of new Soviet aircraft.
Delivered to Mr. Michaels the Director's letter to the Chairman
concerning Radio Free Europe and Radio Liberty. Mr. Michaels
observed that some question had been noted about the possible use of
TV in appropriate areas and inquired whether any studies have been
made on this subject.
Briefed Mr. Michaels on the deployment of the Soviet SS-9
ICBM, USSR-Pakistan arms negotiations, continuation of Soviet
troops in Czechoslovakia and Soviet use of the submarine base at

8. By way of follow up to conversations with
Mr. John Merriam of his staff, I met with Senator Thomas Kuchel
and discussed the Donovan /Pueblo matter. (See Memorandum for
the Record for details. ) We are to contact Donovan and be back
in touch with Senator Kuchel.
9. Advised David Lovenheim, Administrative
Assistant to Representative Frank Horton, that the Agency employee he
had contacted us about has resigned from the Agency on his own initiative.
Mr. Lovenheim appreciated our advising him of this in the event he
should hear something about this situation in the future.
10. Hand carried to Bill Darden, Senate Armed
Services Committee staff, a letter from the Director to Senator Russell
on the subject of Radio Liberty and Radio Free Europe.
Mr. Darden inquired into the situation in the House with respect
to our retirement legislation. I told him that the House Committee had
indicated that our bill would be the next item of business when the armed
services military procurement bill is acted upon by the House. Darden
said that if the House acts within a resonable period of time he believes
the bill can be gotten through the Senate. We discussed the problems
of updating retirement legislation generally and I pointed out that as
Darden knew personnel legislation of this character requires periodic
updating on a continuing basis and added that it will be necessary for
us to approach our Committees next year on the other amendments
which were dropped from the bill this year.
Darden and I discussed S. 1035 and the fact that Senator Ervin
will be appearing before Mr. Henderson's House Subcommittee tomorrow.
Mr. Darden recalled Senator Symington's request of a year ago for
information concerning the following Soviet aircraft: the Bear, the Bison,
the Badger and the Blinder. Darden said that Senator Russell had asked
for similar information on the IL-28 including the date of the first prototype.
Mr. Clarke provided this information to Darden directly later in the day.

1. I Talked with Colonel James Brower,
OSD, Legislative Liaison, regarding the security review of the testi-
mony of DOD witnesses before the Senate Preparedness Subcommittee,
particularly the testimony of General Wheeler, Dr. Foster and Dr.
Entnoven. I suggested to Colonel Brower that in their review of such
testimony they should refer to this Agency any matters of particular
intelligence significance and, even more importantly, references to what
the Director did or did not say to the Subcommittee. Colonel Brower
agreed that this was a very valid point and said he would take the matter
up with the Director of Security Review. This office is with the
Assistant Secretary of Defense for Public Affairs (Mr. Goulding).
2. I After talking with I I of OSI, I
advised George Murphy, on the staff of the Joint Committee on Atomic
Energy, that as indicated in the press, the French were indeed making
preparations for nuclear testing.
3. Hand carried to Robert Michaels, House
Appropriations Committee staff, an unclassified paper prepared by OSR
on the military posture of the Soviet Union over the past five years.
4. Scott Cohen, on the staff of Senator
Charles Percy, called and mentioned an ABC background paper which
the Senator had received containing some material by
Cohen said he assumed that
this information was available to us but was sending it for our information
in any event. I thanked Mr. Cohen for his thoughtfulness.
5. Hand carried to Mr. William Sullivan,
in the office of Representative Glenard Lipscomb, a copy of an interview
with Wilfred Burchett, by Edith Rebecca Lenart, that appeared in the
Far Eastern Review. This was provided in response to a request by Mr.

6. Spoke with Miss Frances Henderson, 25X1
Administrative Assistant to Senator Clifford P. Case (R., N.J.), and advised
that was being advised by letter that we will be able 25X1
to enter him on duty on 5 August 1968. Miss Henderson was pleased to hear
of this development and would appreciate an appropriate letter.
7. Spoke with Mr. R. V. Mrozinski, 25X1
National Aeronautics and Space Council, concernin the proposed invitees
to the 16 July 1968 briefing by f CIA. I gave him the 25X1
names of the three of the total of eight staff members of congressional
committees on whom we had no record of a security clearance.
Mr. Mrozinski requested that we attempt to obtain an appropriate security
clearance for these three and that failing this he would scrub them from the
list of invitees. In this connection he said he would hold off on issuing the
invitations until 9 July.
I discussed the various problems raised by this
request and
Mr. Mrozinski's 3 July 1968 letter to Mr. Maury with OSI, 25X1
and it was agreed that we would wait for his advice before taking any
further action.
8. Spoke with Frank Tsutras, Administrative25X1
Assistant to Re presentative James Kee (D., W.Va. ), and based upon the advice
of the Office of Personnel, advised him that we had been in touch with 25X1
concerning her trip to Washington, D.C., for preemployment 25X1
processing and that the Agency would be bearing the travel expenses.
Mr. Tsutras thanked us for our fast response to their inquiry. Appropriate
correspondence is being prepared by Personnel.

1. I I met with Mr.
Robert Michaels, House Appropriations Committee staff, and reviewed
with him the Fiscal Year 67 Agency personnel attrition data. This was
a follow up to questions raised by Representative Lipscomb during the
Director's briefing of 24 June. Also briefed Mr. Michaels in general
terms on an area of information received from
Mr. Michaels advised that it would be appreciated if the Agency
response outlining the current Soviet military posture which was requested
in the meeting of 24 June could be provided by Friday. The Director of
OER has been advised.
2. I I met
with Mr. Harris of the Post Office and Civil Service Manpower Sub-
committee and talked to Mr. Bray by telephone. The Subcommittee
staff will be doing further work in preparation for Senator Ervin's appear-
ance next week. In consequence, the copies of the transcript of the
Director's testimony will be retained over the holiday and possibly over
the weekend by the Subcommittee staff. In passing, Mr. Harris advised
that all members of the House of Representatives who had evidenced an
interest in the S. 1035 hearings had been invited to appear. So far,
responses have been received only from Representatives John Moss,
Spark Matsunaga and Nick Galifianakis.
Received from Mrs. Elsie Thorton a copy of the transcript of
the testimony of Senator Ervin for Agency use. Senator Ervin will be
continuing his testimony in all probability during the week of 8 July on
a date and time to be scheduled.
3. Darrell St. Claire, Chief Clerk,
of the Senate, visited the Agency for a luncheon. Present were Messrs.
Maury, Warner, The Director spoke with Mr. St.
Claire briefly before the luncheon.

Mr. David Martin, on the staff of Senator Thomas Dodd, and refreshed
his memory on information we had given him

7. Met with Mr. Ed Braswell, Senate Armec25X1
Services Committee staff, and reviewed Section 8 of H. R. 13705, percentage
increases, number of annuitants involved, and cost estimates and gave him
supporting materials. I also mentioned the provision in H.R. 16903, the Foreign
Service Annuity Adjustment Act, which will be considered on the House floor
next week pointing out that it had passed the Senate and that it carries a provision
relating to a possible drop in the Consumer Price Index. Mr. Braswell said
the absence of such a provision in the Agency's legislation would not be a concern
to the Committee. In line with the Chairman's letter of 25 April 1968, he felt
there would be no problem in getting the proposal out of Committee following
House approval.

Met with Representative Claude Pepper (D., Fla.)
and reviewed with him certain material relating to the Cuban exile 25X1
This was in connection with Mr. Pepper's specific request when 25X1
Messrs. Maury and Miller met with him on 6 June for information on plans
of the Cuban emigre groups for the Republican Convention in Miami. It was
again stressed that information of this type was forwarded to the Federal
Bureau of Investigation in connection with its internal security responsibilities.
I left him memorandum on the subject prepared by 25X1
WH Division. Mr. Pepper appeared to be sincerely grateful that we had
remembered this specific request, indicated that the information was most
helpful and assured me that he would treat the information as confidential
and would not attribute it to the Agency.

7. Received a call from Mrs. Giolito, on the
staff of Representative Richard White asking for any information which
we had on the which has its offices 25X1
in Washington. I suggested at the outset that this was a type of inquiry
which should be directed to the FBI. Mrs. Giolito said they were con-
tacting the Bureau but would also like any information which the Agency
might have. A check was made with the Office of Security on the organ-
ization and its Chairman, I subsequently called Mrs. 25X1
Giolito back and advised that as previously indicated, the FBI was the
source for information on any U. S. organization, but that she might
also want to check with the House Committee onUn.-American Activities. Mrs.
Giolito seemed to appreciate this and did not press the matter further.
8. Talked with Mr. Benny Kass, on the
staff of the Senate Judiciary Subcommittee on Administrative Practices
and Procedures, concerning the status of administration Ombudsman
legislation pending before that Subcommittee(S. 1195 and S. 3123). Mr.
Kass indicated that he did not expect action on either of these bills in this
Congress, especially S. 1195. He added, however, that if a review of
S. 3123 created any concern on our part we should contact the Subcommittee
and provide them with suggested language which could be utilized in any
subsequent Subcommittee report to alleviate our concern.
9. Mr. Ernest Lewis, on the ~Desk, DDP,
called and requested our assistance in obtaining campaign poster material
from the office of Senator Robert Kennedy. (This is in response to a
question from ) I told Lewis that I would look into
this and be in touch with him.
10. In response to his request, met with
Mr. David Martin, on the staff of Senator Thomas Dodd, and received
from him a memorandum requesting any information we had on
Mr. Martin was also interested in the effectiveness
of police utilization of a water cannon and yellow dye against the students in
Buenos Aires. I told Martin I would look into these items and be in touch
with him.

Subcommittee two advance copies of the sanitized testimony of General
Wheeler, Dr. Foster and Dr. Enthoven, constituting Part One of the
Subcommittee's hearings on the status of U. S. stragetic power. A copy
has been made available to Mr. Bruce Clarke.
14. Attempted to reach Senator Kuchel or Mr.
John Merriam on the subject of Jim Donnovan and the Pueblo crew.
Neither the Senator nor Merriam were available.
15. I I Met with Representative Bates and Mr. Russ
Blandford, House Armed Services Committee, and briefed them on
(a) personnel of an Agency proprietary involved in some smuggling activity
in Southeast Asia; (b) the fact that the Seaboard plane forced down by the
Soviets in the Kuriles was apparently off course, and that we expected the
matter to be settled amicably in the near future; (c) informa-
tion on Warsaw Pact concepts of pre-emptive strikes; (d) Egyptian based
TU-16 surveillance of 6th Fleet exercises in the Mediterranean; (e) Soviet
underground nuclear test at Azgir.
16. Messrs. Warner, l and I
attended the Henderson Subcommittee hearing on S. 1035 (Constitutional
Rights of Federal Employees) at which Senator Ervin testified.
Later, we discussed the S. 1035 situation with Mr. Bun Bray,
of the Henderson Subcommittee staff.

17. Talked briefly with Representative
Edward Derwinski, a member of the Henderson Subcommittee, and
offered to fill him in on some statistics regarding termination of Agency
employees as a result of personal suitability and security reviews.
Mr. Derwinski, who was pressed for time, said he would prefer to
go into this further next week.
18. Called Senator Henry M. Jackson
to offer to come over and try to clarify some confusion regarding
the figures on Soviet ICBM deployment which had come up in yesterday's
hearing before the Senate Subcommittees. The Senator said he would
like to get together for this purpose next week, and would particularly
appreciate our providing him not only with the figures contained in our
own estimates, but also figures which had been made public, such as
those put out by Secretary McNamara about six months ago.

1. I I In response to his telephone request,
returned four copies of the transcript of the Director's testimony of
25 June before the House Manpower and Civil Service Subcommittee.
The Committee members and staff are preparing themselves for the
appearance of Senator Ervin as a witness before the Committee at
10:00 a. m. on Tuesday, 2 July. I also provided two copies of the Senate
floor discussion of 29 August 1967 concerning S. 1035 for Mr. Bray's
use.
2. I I Met with Mrs. Barbara Wells,
House Post Office and Civil Service Committee, and reviewed with her
the procedure for receiving copies of the transcript of hearings on S. 1035
and H. R. 17760. Mrs. Wells advised that the Agency will be billed by
at the conclusion of the hearings.
3. Met with Mr. Charles Johnson,
Staff Director and Chief Counsel, House Post Office and Civil Service
Committee. Mr. Johnson noted that the press reports concerning Rep-
resentative Dulski's bill to insulate the Post Office Department from
personnel cuts are in error insofar as they indicate that other agencies
other than Post Office are covered under the bill. The future of that
bill is a matter of concern between the Postmaster General and the Chair-
man of House Ways and Means Committee. With Mr. Macy out of the
country, progress on the supergrade bill has slowed down but Mr.
Johnson is now hopeful of getting it moving again next week.
4. Met with Mr. Robert Michaels, House
Appropriations Committee staff, as a follow up to a discussion of last
week concerning information on selected intelligence collection and
analysis programs. As a result of information provided the Committee
this morning, Mr. Michaels posed an additional question on this subject.

Discussed briefly with Mr. Michaels a current intelligence item
relating to equipment of Soviet troops on the Sino-Soviet border.

5. Received a call from Mr. James Kendall,
Senate Preparedness Subcommittee staff, who requested the Agency's
evaluation of the Chinese ICBM development story that appeared in this
morning's Post. I advised Mr. Kendall that the story was
and that would be by later in the morning to discuss it
6. George Murphy, on the staff of the Joint
Committee on Atomic Energy, called expressing interest in today's Post
article indicating that, according to Communist sources, Communist
China has developed its first ICBM. I told Murphy that this did not
change the situation as far as we were concerned and therefore it did
not change the information provided him by Mr. Brandwein and
on this subject. I made clear to Murphy the distinction between having an
ICBM, being able to test it and having the capability to deploy ICBMs. This
appeared to satisfy Murphy, who said in view of past developments he
wanted to be certain that we had no new information on this.

7. James Kendall, on the staff of Senate 25X1
Preparedness Subcommittee, called in connection with the Washington
Post article indicating that according to Communist sources Communist
China has developed an ICBM. I discussed this with Mr. Kendall in the
morning and in view of his interest and the fact that Senator Stennis was
attending a CIA Subcommittee meeting where this was being discussed,
I arranged for Mr. David Brandwein to brief Mr. Kendall and Colonel
Everett Harper in the afternoon.
Mr. Brandwein and of FMSAC, briefed Kendall and 25X1
Harper on the status of the Chinese Communist ICBM program with graphics.
Kendall was quite satisfied with the information given him and expressed
appreciation for our promptness in arranging this briefing.
