1. Met with Mr. Robert Michaels, House
Appropriations Committee staff, and briefed him on the construction
the level of Soviet and Warsaw Pact forces
remaining in Czechoslovakia, prisoner reports on the effects of B-52
bombing on North Vietnamese troops and troop morale and the Soviet
helicopter carrier Moskva ASW training exercises in the Ionian Sea.
Mr. Michaels noted in passing that he did not believe the
Chairman had focused on the Director's "status" note on Radio Free
Europe and Radio Liberty but that he will raise the question and return
the letter when it has served its purpose.
2. In response to his call, met with
Mr. Marian Czarnecki and Mrs. Helen Hashagen, House Foreign Affairs
Committee staff, and received from Mr. Czarnecki a detailed itinerary
of Representative Selden's trip beginning next Saturday to Central America.
Mr. Czarnecki also requested on Representative Selden's behalf that
the briefing tomorrow afternoon be rescheduled for 2:30 p.m. and that
the Agency representatives meet with Mr. Czarnecki in the Committee
room a few minutes in advance so that they might go together with him
to Mr. Selden's office for the briefing. I advised that I was sure that
this would cause no difficulty. Mr. Broe and Mr. Brown have been
advised of the change to 2:30 p.m.

3. Met with Mr. Philip Kelleher, House Armed
Services Committee staff, and briefed him on the Soviet helicopter carrier
Moskva ASW training exercises in the Ionian Sea, prisoner reports of
some effects of the B-52 bombing on North Vietnamese forces,
and the level
of the Soviet and Warsaw Pact ground forces remaining in Czechoslovakia.
Mr. Kelleher noted that the Chairman returned to the city early
this morning but that no Committee activities of note are planned for
the week. Mr. Bates will be returning to the city late in the afternoon.
Received from Mr. Kelleher a letter from Representative Paul
G. Rogers to Chairman Rivers enclosing a constituent letter from
concerning the "Garrison allegations" against the Agency
and Governmental control of the Agency. Mr. Kelleher requested our
review and possible preparation of a suggested draft response for
use by the Chairman.

4. In the course of several casual, social 25X1
conversations over the weekend, Senator William Spong (D., Va. ) raised
the question of whether we had provided timely warning of the Soviet
invasion of Czechoslovakia. I said we had certainly alerted the community
to the high state of readiness of Soviet forces but that apparently the
final Kremlin decision to act was taken only a few hours before the
invasion began and was not the kind of thing on which precise intelligence
information could be expected.
5. Jay So-urwine, Senate Internal
Security Subcommittee staff, called to say that the Subcommittee planned
within the next few days to approach one of
Washington, D. C. , a recent State Department
employee. So-urwine would like to give us a chance to ''warn the Sub-

6, William Miller, in the office of Senator
John Sherman Cooper (R., Ky. ), called to say that the Senator planned to
bring up in an early executive session of the full Senate some of the matters
on which we had recently briefed him (dealing with advanced Soviet and
ChiCom weapons programs, etc. ). Miller said the Senator wanted to be
sure that nothing he might say would embarrass us.
I told Mr. Miller that I appreciated his calling us and I would hope
the Senator could deal with the matters he had in mind without referring
to the Agency or to any specific briefings or material personally provided
him by the Agency. Mr. Miller assured me that the Senator did not intend
to mention the Agency at all. I said I hoped the Senator could accomplish
his purposes by simply explaining he "had reliable information" regarding
the matters in question or that "he was reliably informed" that thus and so.
Mr. Miller said he was sure this could be done and in fact the Senator
apparently planned only to state certain propositions as his understanding
and ask if other members of the Senate had contrary information. Miller
said the Senator had no intention of getting the Agency involved in controversy
with other Government departments.
I again thanked Mr. Miller for his courtesy and consideration in
calling us in advance and asked him to convey my appreciation to the Senator.

10. Miss Marguerite Hulbert, in the
office of Representative Philip Burton (D., Calif.), called to ask why
they had not received any copies of the FBIS White Book since 1 August.
After checking with FBIS, advised Miss Hulbert that
the survey sheet they sent back to FBIS had been checked "yes" in
the space indicating they would be willing to give up their copy. She
asked to be put back on distribution and this was done.
11. Miss Mary King, in the office of
Representative George M. Rhodes (D., Pa.), called to request
application forms to send to a constituent prior to a visit to Washington.

13. Obtained from the Senate Preparedness 25X1
Subcommittee a number of copies of the Subcommittee report on "The
Status of U.S. Strategic Power." This is the report which was reviewed
and sanitized by both the Agency and the Department of Defense.
Section Three "The Threat" was rewritten for the Subcommittee by
Mr. Bruce Clarke.

ADDENDUM TO JOURNAL

Monday - 30 September 1968
1. In response to his earlier call
spoke with Mr. Joseph Humphreys, Analyst, Library of Congress, who
is working on a report for a member of Congress concerning the financial
soundness of various Federal staff retirement systems. He was interested
in knowing, among other things, whether the CIA retirement system was
fully funded in the amount of its outstanding liabilities. Mr. Humphreys
appeared to be very reasonable when I explained to him that this informa-
tion is not treated as being within the public domain since it would have
a tendency to reveal information protected by statute from unauthorized
disclosure. I suggested certain language for his report to the effect that
the CIA system is relatively small and, in addition, limits the number
of retirements through 30 June 1974. Mr. Humphreys was very apprecia-
tive of our cooperation. See Note for the File for the suggested language
on the CIA retirement system I gave to him.

Friday - 27 September 1968
1. Hand carried to William Woodruff, on the
staff of the Senate Appropriations Committee, a letter from the Director
to the Chairman concerning a withdrawal from the reserves.
Made arrangements through Mr. Woodruff for General Vang
Pao of Laos to have a private meeting with Senator Karl Mundt on
Wednesday, 2 October, at 11:30 a.m.
Provided Woodruff with an updated report on Communist aid
to North Vietnam as requested by Senator Mundt.
2. Met with Mr. Robert Michaels, House
Appropriations Committee staff, and delivered to him a letter from
the Director for the Chairman concerning a withdrawal from the
reserves. In response to Mr. Michaels' request I provided additional
details about the withdrawal for the information of the Chairman. Mr.
Michaels noted in passing that although the Director had met recently
with the Chairman and members of the CIA Subcommittee just before
the Defense Appropriation bill went to the floor the Chairman might
desire a meeting of the Subcommittee with the Director before adjournment
if the schedule of the Subcommittee members will allow. No specific
date is under consideration by the Chairman.
3. Met with Mr. J. R. Blandford, Counsel,
House Armed Services Committee, as a follow up to the Director's
briefing of the CIA Armed Services Subcommittee on 25 September and
discussed with him the DDI paper of 27 September outlining Soviet and
Warsaw Pact forces order of battle. Mr. Blandford appeared to be
completely satisfied with the information provided. The background
paper was retained for safekeeping by the Agency and will be available
after Mr. Blandford's return should he desire further discussion or
information for the Chairman at that time. I also wished Mr. Blandford
bon voyage on his trip tomorrow to the Far East.

4. Met with Mr. Philip Kelleher, House Armed 25X1
Services Committee staff, and discussed with him the Soviet and Warsaw
Pact forces order of battle. Mr. Kelleher was of the opinion the material
presented was responsive to the "variety" of questions attempted during
the Committee briefing. Received back from Mr. Kelleher Manual of
Photogrammetry which had been loaned by office. Mr. 25X1
Kelleher was most appreciative. As a matter of interest Mr. Kelleher
also provided a Reuter's newspaper clipping relating to the "MIG-23."
5. Met with Mr. Marian Czarnecki,
Staff Consultant, House Foreign Affairs Committee, who advised
that Representative Selden would like to meet with us at 2:00 p.m.
Tuesday afternoon for briefing prior to his trip to Latin and Central
America. (See Journal item of 26 September.) This time has been con-
firmed with Mr. Broe and Mr. Brown. Mr. Czarnecki also advised
that a fairly firm itinerary should be worked out by Monday and he will
make it available at that time.
6. Met with Mr. B. Benton Bray,
House Manpower and Civil Service Subcommittee staff, who advised
that Chairman Henderson has not scheduled a meeting of the Subcommittee
for next week.

1. Met with Mrs. Lorene Kimzey,
in the office of Representative Jerry Pettis, and provided a draft
response for the Congressman's use in responding to correspondence

2. Met with Mr. Philip Kelleher,
House Armed Services Committee staff, and advised him that
had talked to our personnel office yesterday and had
declined a tentative offer of contract status, has withdrawn
his application for employment but plans to reactivate it in six months.

Lipscomb and delivered to him an unclassified memorandum dated
26 September entitled "Cuban Military Establishment." This is an
updating of a paper provided Mr. Lipscomb at his request each year

and noted in particular that this paper appears to have a little more
"punch" and to liven up what can be a very dull topic.

4. Met with Mr. Marian Czarnecki, House 25X1
Foreign Affairs Committee staff, who advised that Representative Selden,
Chairman of the Latin American Subcommittee, will be traveling to the
Caribbean area starting on or about 5 October and would appreciate an
Agency briefing prior to the trip. The emphasis of this trip will be placed
on communist and other insurgent activities in the countries to be visited.
Mr. Czarnecki advised that a memorandum has already gone forward to
the Department of State requesting brief papers commenting on communist
and other insurgent activities with particular attention to developments
in the past 12 months and effectiveness of internal security measures
designed to cope with such activities. After discussion Mr. Czarnecki
also suggested it might be well for Mr. Selden to meet with Agency rep-
resentatives for a debriefing upon his return. I advised I would relay
the request and be back in touch tomorrow.

5. Received a call from Mr. Scott
Cohen, in the office of Senator Charles Percy, concerning a possible
employment recommendation by the Senator for a former AID employee.

6. Representative Claude Pepper called
and asked to speak with someone in our "photographic section" to see
about getting "greater distinction" in a photograph. While arrangements
were being made with Mr. Knoche, of NPIC, to have call
Pepper we learned in a subsequent conversation with the Congressman
that he had also been in touch with DIA on the matter. It developed
that Pepper had a friend in New York, a doctor and a scientist, who
is working on a photographic process which he thought would be of
interest to us. Mr. Pepper identified the scientist as

6. Hand carried to Ruth Crayford, on the staff
of Senator Thomas Kuchel, an item on Soviet aid to North Vietnam with
specific reference to the percentage of the annual GNP of the Soviet
Union which it represents. This was a follow up to a request made by
Senator Kuchel following the Director's briefing of the Defense Appropriations
Subcommittee. I explained to Miss Crayford that while the Senator had
expressed interest in comparative figures of US and Soviet aid to Vietnam
our Agency did not maintain data on US activities.
7. Met with William Woodruff, on the staff of
the Senate Appropriations Committee, and filled him in on some of the
details involved in the request from Senator Cooper for a letter from
the Director containing information on the Soviet and Chinese Communist
missile programs. Woodruff was glad to have this background and was
pleased that the matter turned out as it did.

1. Received from Mr. Philip Kelleher,
House Armed Services Committee staff, copies of background material
prepared for Chairman Rivers and Representative Bates for possible
questions during the briefing by the Director tomorrow.

House Post Office and Civil Service Committee staff, who advised
that Chairman Henderson has not scheduled a meeting of the Sub-
committee for this week nor has he requested an agenda for possible
meeting next week. It appears doubtful now that the Chairman will
call any further meetings of the Manpower and Civil Service Subcommittee
during this session.

3. In response to a previous request 25X1
to Mr. Maury, called Tom Keena, Administrative Assistant to Representa-
tive Emilio Q. Daddario (D., Conn.), and provided him with background
information on the Intelligence Digest and its founder, Kenneth DeCourcy.
Mr. Keena was familiar with DeCourcy and said he would need nothing
further.
4. Jay Sourwine, Chief Counsel, Senate
Special Subcommittee on Internal Security, called and asked for any
assistance we could provide on the identity of the 28 Americans who
were in Budapest from 5-9 September to meet with representatives
of the NLF. I told Sourwine that it would be highly unlikely that we
would have this information which is within the jurisdiction of the FBI
and the State Department, but that I would check and let him know.

5. Met with William Darden, on the staff of
the Senate Armed Services Committee, and discussed with him our
proposed response to Senator Cooper's request for intelligence infor-
mation on the Soviet and ChiCom missile programs. Darden took
the matter up immediately with Senator Russell who expressed concern
over our sending such a response. Following a personal meeting with
Senator Russell the Director called Senator Cooper who indicated that
he had reservations about making such a request and indicated that
a response was not necessary. (See Memorandum for the Record for
details.) Bill Darden and Bill Woodruff, Senate Appropriations
Committee staff, were both advised of the disposition of this matter
and Darden said he would in turn inform Senator Russell.
6. Received a call from Edward Bauser,
Deputy Director, Joint Committee on Atomic Energy, regarding the
Finney article in today's New York Times. Bauser was curious
as to how Senator Cooper had gotten classified intelligence information
and expressed concern over the figures used in the article in connection
with projection of ChiCom ICBM production. I assured Bauser that
the SNIE dated 19 September which the Joint Committee had received on
20 September contained the latest information on this subject and he
should disregard Finney's speculation. With respect to Senator Cooper
I merely acknowledged that the Senator could have received this infor-
mation from the Agency.

1. Met with Mr. J. R. Blandford, Counsel,
House Armed Services Committee, who confirmed Mrs. Stockstill's
call of Saturday advising that the Chairman would only be available
for meeting with the CIA Subcommittee on Wednesday morning.
Mr. Blandford indicated that the Chairman understood that Mr. Helms
had a prior commitment at the Air War College, but that no other
time is available for a Subcommittee meeting. I thanked Mr. Blandford
for the Chairman's courtesy in attempting to accomodate the Director's
schedule. Since the time will be limited to approximately two hours
Mr. Blandford suggested emphasis be placed on Soviet and Chinese
weapons systems, Soviet circumlunar missions, forthcoming problems
in South America and any defectors that the Committee should be told
about, has been advised.
2. In response to her request, met
with Mrs. LoreenKimzey, in the office of Representative Jerry L.
Pettis, concerning correspondence received from

Monday - 23 September 1968
5, About 0940 this morning, William Miller,
in the office of Senator John Sherman Cooper, called to say that he had
a letter from the Senator to the Director asking for a written reply to
certain questions regarding the Soviet ABM and ChiCom ICBM systems
by 0900 tomorrow morning, 24 September. A courier was sent to pick
up the letter, and Mr. Duckett drafted a response, coordinated with
Mr. Bruce Clarke.
Called William Darden, Senate Armed Services Committee staff,
to tell him of the above letter from Senator Cooper and that we felt we
could not avoid a response but wanted to be sure that Senator Russell was
promptely informed. Darden was told that a copy of Senator Cooper's
letter, and a copy of our response thereto, would be given him as soon
as available for passing to Senator Russell. Darden agreed with this
procedure.

Ben Mandel, Senate Internal Security
Subcommittee staff, called and requested any FBIS items regarding
the World Communist Conference which will take place in the Soviet
Union this November. (This meeting was mentioned in an article by
Alvin Shuster in the New York Times today.) Mandel said he would
like anything that has been picked up by FBIS over the past three
months and would like to keep the requirement active until the meeting
actually takes place.

1. Messrs. met
with Mr. J. R. Blandford, Counsel, House Armed Services Committee,
and reviewed with him the briefing agenda for the CIA Subcommittee
meeting for Thursday, 26 September 1968. Mr. Blandford was in
complete agreement with the contents and had no additions to add. He
will review it with the Chairman on the Chairman's return tonight or
tomorrow morning.
Received a copy of Mr. Blandford's tentative itinerary of his
Far East trip. It is anticipated at present that he will be accompanied
by an escort officer. Mr. Blandford noted, however, that the escort
officer would not be present at any meetings or briefings with Agency
representatives.
2. Gil LeKander, of Representative
Frank Bow's office, called to say that a visitor at Mr. Bow's office
was anxious to get in touch with a certain Agency officer. We finally
located the Agency officer (whom the visitor asked for in pseudo) and
it turned out that the visitor was a covert contact who was trying to
get in touch with his case officer. We passed the information on to
the case officer and apparently no security problems resulted.
3. Representative Glenard Lipscomb
(R., Calif.) called to ask for an unclassified paper on the Cuban
military situation for use in an upcoming speech he plans for 22
October. I told him we would have something within a week.
4. Met with Mr. Darrell St. Claire,
Chief Clerk of the Senate, who advised that the vacating of the passage
of H. R. 18786 and later final passage during yesterday's session was
the result of a failure to note that delay in consideration had been requested
by a member of the Senate. Later in the day the member who had
requested delay noted his approval of the measure. It was then
routinely called and passed by the Senate.

8. Met with William Woodruff, Senate Appropriations 25X1
Committee staff, and provided him with follow up material to all of
the questions raised at the Director's briefing of the Senate Defense
Appropriations Subcommittee on 9 September. These included an
unclassified statement on Soviet and Chinese Communist military
potential for Senator Russell, a document on the extermination of
Ibos in Biafra for Senator Allott, material for Senator Stennis on
the percentage of Soviet gross national product which was being used
for defense and information on West European communist leaders for
Senator Mundt. An item prepared for Senator Kuchel on Soviet aid
to North Vietnam will be transmitted to the Senator directly as Woodruff
has suggested.
9. Advised Colonel Everett Harper, on the
staff of the Senate Preparedness Investigating Subcommittee, that a
copy of SNIE 13-10-68 had been left in the secure area of the Joint
Committee on Atomic Energy and could be reviewed by appropriate
Preparedness Subcommittee members at their convenience. Harper
expressed interest in seeing this as soon as possible.
Talking further with Harper regarding our concern about several
items in the Subcommittee's report on strategic power. Harper said he
could see our reasons for preferring to avoid references to the lag in
intelligence lead time with respect to technological breakthroughs. He
said my suggestion for dropping the word intelligence from this phrase
was acceptable to him but that he would have to discuss it further
with Jim Kendall.

Accompanied Mr. Carl Duckett to a briefing
of Senators Cooper and Percy. William Miller, of Senator Cooper's
staff, and Scott Cohen, of Senator Percy's staff, were also present.

completes Mr. Michaels's review of Agency documents and classified
files held by him.

Administrative Assistant to Representative F. Edward Hebert, and
returned to her the correspondence received by Mr. Hebert from

6. Met with Mr. Philip Kelleher, House
Armed Services Committee staff, and provided the information he
had requested concerning Soviet aircraft and armor provided the UAR
since the Israeli conflict.

7. Met with Mr. J. R. Blandford, House Armed 25X1
Services Committee staff, and briefed him concerning the Soviet/
West German tension, possible Israeli retaliation against the UAR and
Jordan, Soviet leadership problems resulting from the Czech crisis
and the Pueblo crew press conference.
A meeting was scheduled with Mr. Blandford tomorrow for Messrs.
to review the suggested agenda for the DCI briefing 25X1
of the CIA Subcommittee scheduled for 26 or 27 September.
In meeting with Mr. Blandford he also advised that his present
scheduled date of departure for the Far East is on 28 September. He
is desirous of meeting with Agency personnel in various cities he will
be visiting.
8. Met with Mr. James Wilson, House Science
and Astronautics Committee staff, and briefed him concerning Zond-5,
the Cosmos launchings of 14 and 16 September and the Soviet MRV
test of 11 September. Mr. Wilson indicated that he will be meeting
with Representative Teague and will bring him up to date on these
facts.
9. Talked with Colonel Everett Harper, on the
staff of the Senate Preparedness Subcommittee, and expressed our
concern over several statements in the Subcommittee's draft on
the report of strategic power. Harper could not guarantee that our
objections could be met since these did not relate strictly to matters
of security disclosures. However, he said he would be discussing the
report with Jim Kendall in the next day or two and would raise this
question with him. He said that in any event he would note our concern
over these items in any discussions within the Subcommittee.

and asked that they alert the Senator to the possibility that our retirement
legislation would come up on the floor of the Senate for vote today.

office of Senator Milton Young, and asked that he alert the Senator to
the possibility that our retirement legislation would come up on the

12. Talked with Mr. C. B. Morrison, on the
staff of Senator Ellender. He said that the Senator had been completely
tied up with Committee meetings and he could not as yet predict when
he could meet with us regarding his trip to the Soviet Union. I told
Morrison that we did not want to press the Senator but were merely
following up on the Senator's discussion with the Director.
13. Talked with James Gehrig, Staff
Director and Chief Clerk, Senate Committee on Aeronautical and
Space Sciences, an d told him we would be happy to show Senator
Anderson the photography in which he had expressed interest. I
suggested that Mr. Brandwein accompany us when it was shown to
the Senator so we could be responsive to any questions he might
have.
14. Talked with George Murphy, on the staff
of the Joint Committee on Atomic Energy. I advised him of USIB's
action this morning of approving the SNIE on Chinese missile systems
and told him that I would be bringing a copy as soon as it had been
printed.
Murphy said he was leaving Sunday for the International Atomic
Energy Agency meeting in Vienna.
In connection with his trip Murphy said he would like to
"ask the routine questions" as to whether there was anything new in the
general area of NATO security. He said that he had gotten a "vague
blip" about something in Brussels. He asked that I check on this
and let him know what I find out when I see him tomorrow.

15. Made a long distance call to Lee
Williams, Administrative Assistant to Senator Fulbright, who is
currently with the Senator in Little Rock, Arkansas. I told Williams
the urpose of my call was to alert him to the case of
an Agency employee of five months, who had been selected
for a Fulbright scholarship. I gave Williams some of the details
involving including the fact that her employment with
the Agency was not being advertised since this could possibly
operate against her. I told Williams that the Director was writing
a letter to the Senator on this but that I wanted him to know the
situation immediately. Williams said he could see no problems from
my description of the situation. He asked that I send the letter to
his attention and he would take it up with Senator Fulbright.
16. Eleanor Pelton, in the office of
Representative William E. Minshall, called and requested information
on CIA which she could send to a constituent who is interested in
possible employment. A copy of the professional brochure was sent
to her.
17. Helen Dubino, in the office of
Representative William L. Springer, called and asked if we had
any information she could send to a constituent who wants to know
what courses he should take in college to prepare him for employment
here. A copy of the professional brochure was sent to Miss Dubin?.

1. Met with Mr. John Reddan and Colonel
Labre Garcia, House Special Subcommittee on National Defense Posture
staff, and delivered to them the OER study "Communist and Free World
Support of the Cuban Economy" dated 17 September 1968. Mr. Reddan
expressed the Chairman's appreciation for the report and the timeliness
of its information.

2. Met with Representative Charles Bennett 25X1
and reviewed with him The Scott Report of 19 August which dealt in part
with allegations of use of CIA funds for Negro voter registration drives.
Mr. Bennett was not familiar with the fact that the article had been published
and appreciated our bringing it to his attention.
3. Hand carried to William Woodruff, Senate
Appropriations Committee staff, a paper on free world shipping to North
Vietnam which had been requested by Woodruff on behalf of Senator Mundt.
This is an up dating of material previously provided Sentor Mundt in June
of this year.
I discussed with Woodruff follow up items from the Director's
briefing of the Defense Subcommittee on Monday. Woodruff suggested that
I pull all of these together and then meet with him to discuss how they
would be passed to the Senators concerned. With respect to the item
Bruce Clarke is preparing on Soviet and Chicom strengths Woodruff
agreed that it would be a good idea for Bruce Clarke to discuss a draft
of the paper with him before putting this in final form.
Woodruff commented that he thought the Director's briefing of
the Defense Subcommittee had been extremely good. He commented that
he wished other witnesses before the Subcommittee would be as forthcoming
as the Director in their testimony. He added in this connection that the
Director might run into "repercussions" from the Secretary of Defense
who appeared before the Subcommittee Tuesday and this morning.

him on the current West German/Soviet situation, possible Israeli
retaliation against Egypt, Soviet leadership problems resulting from the
Czechoslovakian takeover, the Pueblo news conference releases and the
Vietnam "sit rep. "
5. Attempted to see Colonel Everett Harper,
on the staff of the Senate Preparedness Subcommittee, regarding discussions
with James Kendall and him on the subject of the Subcommittee's draft
report on strategic power. There are several items in this report
which we would prefer to see changed. I will attempt to get together
with Harper on this again tomorrow.
6 Met with James Gehrig, Staff Director
and Chief Clerk, Senate Committee on Aeronautical and Space Sciences,
and briefed him on In the course of our conversation Gehrig
said it had come to his attention and to the attention of the Chairman that
there was a particularly inte resting piece of photography in existence.
Gehrig said the Chairman would like to have a look at this if someone
could bring it up to show to him. I told Gehrig I would look into this
and let him know.
7. Met with Representative Porter Hardy
and made a tentative date for a leisurely private session with him next
week to get his advice and comment regarding our relationships with the
House Armed Services Subcommittee, etc. , prior to Mr. Hardy's retire-
me nt.

8. Met with Representative William Bates and
briefed him on: (a) the status and implications of the Soviet circumlunar
mission; (b) the possibility of limited Israeli retaliation against Arab provoca-
tion ; (c) possibility of some sort of shake up in Moscow leadership as a
result of the Czech situation; (d) absence of any reliable info regarding
prospects for Pueblo and crew; (e) lack of evidence of any give in North
Vietnamese position in negotiations; (f) status of fighting in Vietnam; (g) Soviet
psychological pressure in West Germany and resulting West German jitters.
Mr. Bates expressed a strong desire for an early meeting of our
House Armed Services Subcommittee, remarking that he might become
Chairman. He said he wouldn't want to start off with the Subcommittee
vulnerable to charges of not keeping on top of Agency activities. Regarding
Germany, Mr. Bates expressed concern about Soviet harrassment of Berlin
and said he hoped the U.S. , having failed to react to the Pueblo and Czech
crises and having restricted bombing over North Vietnam, would at least
make it clear to the Communists that we won't back down on Berlin. He
went on to say that he felt our credibility was even more important than our
force levels and that it was high time we drew a clear line beyond which
we won't be pushed.
Mr. Bates said he hoped for adjournment by 4 October but because
of the situation on the Senate side this was of course uncertain.
9. Briefly summarized to Robert Michaels, House
Appropriations Committee staff, the status of the Soviet circumlunar flight
and mentioned the Soviet psychological pressure on West Germany. Michaels
said that, on the basis of press reports he had seen, it appeared the Soviet
threats to West Germany were most ominous . I said we would keep him
informed of any significant developments.

Armed Services Committee staff, about the prospects of floor consideration
of the Agency's Retirement Act amendments (H. R. 18786). He still feels

to Senator Allen Ellender, concerning the Senator's proposed trip
to the Soviet Union. Morrison provided me with a copy of Ellender's
detailed itine rary and said he would talk with the Senator about contact
with us and let us know the results of his conversation.
6. Met with Mr. Darrell St. Claire,
Chief Clerk of the Senate, and discussed with him the schedule of
business on the floor. Mr. St. Claire indicated that from his infor-
mation the delay in calling H. R. 18786 is a routine courtesy matter.
He feels, however, that it may well be several days before the
Majority Leader will return to this portion of the calendar.
7. Met briefly with Mr. J. R. Blandford,
House Armed Services Committee staff, who advised that he is planning
a trip to the Far East and will desire to meet with Agency representatives
while in the field. The agenda, however, will not be developed until

Western world economic support of Cuba is in coordination and should

Edward G. Biester, Jr., who advised that a daughter of a favorite
constituent, who is on a Rotary Student Exchange program in
has advised her family that two members of the family that she is living
with have been arrested. Mr. Biester will provide the names of the
family in the morning and requested advice for his
guidance in the matter.

and identified himself as a "CIA agent. '' After checking
with the Office of Personnel, I advised Mr. Pfrommer that

Bruce Clarke, George Carver, and Maury, briefed the
Subcommittee on Defense of Senate Appropriations Committee. See Memo

3. Informed Jay Sourwine, Chief Counsel,
Senate Special Subcommittee on Internal Security, that
is in Mexico and as far as we know has no plans to come to the United States,
but that we would alert him should make such plans. Sourwine said
he thought this was the case and that there was little chance of getting
but that he wished to have his request on record.
4. Met with Mr. Robert Michaels, House
Appropriations Committee staff, and confirmed that no interest had been
expressed by the Chairman or members who attended the meeting with the
Director on 6 September concerning the intelligence memorandum relating
to Soviet ballistic missiles and satellites. Mr. Michaels suggested therefore
that the memorandum not be forwarded unless specifically requested. The
Chairman and other members will be fully occupied with foreign aid bill
considerations during the remainder of the week.
I briefed Mr. Michaels on the question of possible Israeli retaliatory
strikes against Egypt or Jordan; the 14 September launch of the Soviet
circumlunar mission and the 11 September MRV test; realignment and
rotation of Chinese fighter units near the North Vietnamese border ;and
rumors of impending changes in Soviet leadership.

1. Bill Woodruff, Senate Appropriations
Committee staff, called to say that the Director's appearance before
the Defense Subcommittee of the Appropriations Committee had been
set for 10:30 a. m. on Monday, 16 September. Secretary Clifford will
appear before the Subcommittee on Tuesday. The briefing will take
place in room S 128 in the Capitol. Staff members present will be
Messrs. Woodruff, Francis Hewitt, and Edmund L. Hartung, of the
Defense Subcommittee staff, and Mr. William Darden of the Senate
Armed Services Committee staff. The briefing will be on an all-source
basis and no transcript will be made.
2. Bob Michaels, on the staff of the House
Appropriations Committee, called our attention to an article on earth
sensing devices which appeared in the Wednesday issue of the Aero
Space Daily. He said he thought we would find the article interesting.
Examination of the article indicates that it discusses the effectiveness
of overhead reconnaissance. This article is being brought to the attention
of the DD/S&T, especially since he may receive questions on it at Monday's
briefing.
3. Mr. Karshman, in the office of
Representative Morris K. Udall (D., Ariz.), called to inquire whether
the Institute of Policy Studies is a CIA organization. I explained that the
Agency does not comment on such matters and the reason why. Karshman
understood the problem and did not push further.

Security when he is available. After checking with WH I learned
that is in Mexico and has no plans to come to the United States.
Sourwine was not available to receive this information and I shall give
it to him next week.

8. Spoke with Mrs. Shia Green, in the office 25X1
of Representative Charles S. Joelson (D., N.J.), who requested a subscription
for the FBIS White Book for a college in the Congressman's district. She
was referred to the Project Expediting Service in the Library of Congress
with the understanding that the college could subscribe to the Daily Reports
through that facility, possibly for a fee. Mrs. Green thanked us for this
information.
9. The Office of Congressional Liaison,
Department of Interior was informed, in connection with the referral of
Representative Frank Stubblefield to the Agency, that the Army Map
Service and not this Agency is the source of the gazetteers in question
in the event they get similar inquiries in the future.

10. Miss Hutchinson, in the office of Senator
Harrison A. Williams, Jr. (D., N.J.), called on behalf of
who is enrolling in Howard University and is interested in a part-time
position. Arrangements for a personnel interview were made with
Personnel, for later in the afternoon between 3:00 and 3:30 p.m.
11. Spoke with Sharon Powers, in the office
of Representative William Fitts Ryan (D., N.Y.), who requested a subscrip-
tion to the FBIS White Book on behalf of an organization known as "War
Peace Reports." I informed Miss Powers that the publication is available
in New York City through the Library of Congress' Depository program,
and while we would be pleased to make a copy available to the Congressman
for his use, we are currently printing only a limited number of copies.
She appeared to fully appreciate our situation and felt she could close out
the request and would contact us in the event of any difficulty.
12. Messrs. met with
Representative Glenn Lipscomb as a follow up to the Director's briefing
of 6 September and briefed the Congressman on the armed forces and
personnel strength of the Warsaw Pact nations and left with Mr. Lipscomb
an unclassified listing of the Pact forces. The meeting was most cordial
and provided the information desired by Mr. Lipscomb.
At Mr. Lipscomb's request met later with Mr.
Robert Michaels, House Appropriations Committee staff, and reviewed
with him the material covered in the meeting with Mr. Lipscomb. A
copy of the unclassified breakdown of the Warsaw Pact forces was left with
Mr. Michaels. The classified documentation used in the briefing was
returned to OCI for retention. Mr. Michaels provided two copies of
Chairman Mahon's letter to the Chairman of the Senate Committee on
Appropriations outlining the appropriations for the CIA for Fiscal Year
1969 as provided by the House of Representatives. One copy is for Agency
record. It was requested that the second copy be forwarded through Agency
channels to the Bureau of the Budget.

and briefed them on the 11 September Soviet MRV test, the current Israeli
situation and the Pueblo crew press conference. Later in the day I also
called Mr. Kelleher and briefed him on the latest press information
concerning the Pueblo crew prison camp conditions.
14. Informed Jay Sourwine, Senate Internal
Security Subcommittee staff, that the most recent information on Boris
Skvirsky indicated he served as Soviet Ambassador to Afganistan in the
later 1930s. I said the fact that we had no subsequent information suggested
that Skvirsky was either deceased or no longer in public life.

1. Spoke with Mr. Ed Braswell, Senate 25X1
Armed Services Committee staff, about the prospects for floor consideration
of the Agency's Retirement Act Amendments. H. R. 18786 is on the Senate
calendar as Order No. 1489. He said the bill was passed over yesterday
as a result of a routine request to permit further study by a Member, but
that he foresees no problem and would expect it to be acted upon no later
than next week.
2. Met with Mrs. Marty Harding,
Administrative Assistant to Representative Frank Stubblefield (D. , Ky.),
in connection with the request to the Agency on behalf of Murray State
University for certain gazetteers. After explaining the situation to
Mrs. Harding and giving her information on where the material may be
obtained, she withdrew the request from the Agency and the Congressman's
letter was returned to her. She was most cooperative.

3. Handcarried to William Darden, Senate Armed 25X1
Services Committee staff, classified and unclassified material on Soviet
strategic forces prepared by Bruce Clarke in response to a request from
Darden on behalf of Senator Jackson. The unclassified material covering
Soviet ICBMs, submarines and bombers contained no specific numbers. In
looking at the unclassified statement, Darden commented he was sure the
Secretary of Defense had used some numbers in his posture briefings. I
told Darden we could check on this if he wished but that we did not normally
make it a point to keep a close check on unclassified materials in these
areas. I also indicated that should Senator Jackson wish we would be happy
to have Bruce Clarke come up and discuss these areas with him personally.

staff, called to say that Senator Russell would like the Director to present
an intelligence briefing to the Defense Appropriations Subcommittee next
Monday or Wednesday. Woodruff said they were particularly interested in
Soviet and Chinese Communist strategic offensive and defensive weapons
systems. He said they preferred to have Secretary Clifford appear on
Monday and the Director on Wednesday in two-hour briefing sessions but
indicated he would like to know the Director's availability on both Monday
and Wednesday for scheduling purposes. After checking with the Director,
I advised Woodruff that the Director was available on either date and that
we would proceed on the basis that it would be Wednesday unless he advised
us to the contrary. Woodruff said he would be back in touch with us later
today or tomorrow morning.
7. Mr. Frank Fortune, in the office of
Representative Thaddeus J. Dulski, called to say that the Congressman's
office had been queried about "Who's Who in CIA" and would like some
background guidance for a response. I explained to Mr. Fortune that we
had examined this publication and found it highly inaccurate, misleading and
obviously intended to serve the Communist purpose of exaggerating the Agency's
size and scope and of casting suspicion on all elements of American
representation abroad.

debate on the Defense appropriations bill, Representative Glenard Lips comb's
office rescheduled the briefing for Mr. Lipscomb on the breakdown on
the Warsaw Pact forces. The briefing is now scheduled for Friday morning,
the time to be confirmed first thing on Friday morning.

I discussed with Senator Young the situation leading up to the Soviet
invasion of Czechoslovakia and the role of the Agency in providing the policy-
makers with intelligence on this situation. Senator Young expressed no
concern over this whatsoever. The Senator said that if Senator Russell did
not ask for a briefing of the CIA Subcommittee within the next few weeks,
he would like to arrange for a private briefing. I told the Senator we would,
of course, be happy to do this at his pleasure. He said he would let us know.

a former military detailee to the Agency who suffered a heart attack
while on detail and who apparently was separated from the military without
disability benefits. I explained to Couvillion that as a detailee was
never an Agency employee and would have to seek any benefits from the
Veterans Administration or the military. Couvillion understood the situation
and will explore the case further with the Veterans Administration.

(D., Ky.) requesting the transmittal of certain gazetteers to George V.

thoughts about the reported Soviet MIRV tests which has been running in the

reports of possible news announcement by the North Korean news
agency on Sunday concerning the Pueblo and its crew. I pointed out
that this was based on a statement of North Korea's official news
agency that it will triple its usual output Sunday because of "important
reports." Mr. Kelleher thanked me for the information and suggested
that I mention the item to Mr. Blandford on Monday.

2. Met with Mr. Labre Garcia, Hardy
Committee staff, who advised that the Committee will be doing further
work during the remainder of the session relating to the Rio Pact and
Latin America. Mr. Garcia requested that such information as can be
made available, of whatever classification, concerning economic assistance
to Cuba and trade with Cuba,
be provided for background use by the
Committee. The Chairman has not yet determined whether hearings will
be held on U.S. defense posture in the Americas. I advised him that I
would relay the Chairman's request and be back in touch with the Committee
the first of the week.
3. As a follow-up to the Tuesday
briefing of Representative Charles E. Chamberlain (R., Mich.), I met
with Mr. Robert McFadden, Administrative Assistant to Representative
Chamberlain, and provided verbal response to questions that were left
unanswered in the earlier meeting. See Memorandum for the Record.
Mr. McFadden thanked me very much and indicated that he felt that
responses provided were adequate for Mr. Chamberlain's needs.
4. Met with Mr. Gene Hegarty, Adminis-
trative Assistant to Representative Daniel J. Flood (D., Pa.), and delivered
the Director's letter concerning former Agency employee
Mr. Hegarty reviewed the letter which seemed to be completely satisfactory
for their purposes and he commented that the Agency apparently has done
all that can be expected under the circumstances.

Counsel, House Legislative Counsel Office, and gave him copies of forms to

6. Accompanied Mr. Bruce Clarke to a meeting with 25X1
Senator Stuart Symington. This was in response to the Senator's request to
the Director that we send someone up to see him who could discuss Soviet
bomber production. For the first 30 minutes of our one hour session with
Senator Symington, the Senator talked about the development of his present
position in opposition to a $12 billion item in the Defense appropriation bill
for U.S. heavy bombers. He then talked with Mr. Clarke about the present
status of Soviet heavy bomber production. On several occasions the Senator
pressed Mr. Clarke for his opinion concerning this item in the Defense
appropriation. Mr. Clarke avoided taking a position in the matter saying
that this was a question to be answered by a Senator and not by him in his
capacity as an intelligence officer. The Senator accepted this response and
said he did not wish to press Mr. Clarke or to embarrass him. Clarke has
very good rapport with the Senator who was most appreciative of his assistance.
He asked him to update the figures we had provided him in July on Soviet
aircraft production and we agreed to do so. The updated list is to be returned
to the Senator on Monday.
7. Talked with several people in the Department
of Defense Legislative Liaison Office and in DIA concerning congressional
presentations generally but with specific reference to the appearance of
Secretary Clifford and other Defense witnesses before the House Defense
Appropriations Committee next Tuesday. I indicated that we were most anxious
that the details of these briefings be well coordinated between the Department
of Defense and ourselves. DIA, indicated that they had been in
touch with
of the Agency in the presentation
of the material for the DOD representatives meetings with Mr. Mahon today and
would be in touch with us again prior to the Tuesday briefing.

1. Met with Mr. James Wilson, House Science
and Astronautics Committee staff, and brought him up-to-date on Soviet
space activities during the later part of August. Mr. Wilson advised
that Representative Olin E. Teague, Chairman, Subcommittee on Manned
Space Flight, would not be returning to the city for another week and in
consequence he would have no occasion before that time to relay the infor-
mation to him. Mr. Wilson noted in passing that their Committee staff is
fortunate in that the individual members, from the Staff Director down,
enjoy bipartisan support from the Committee members and that regardless
of any possible changes that might result from the November elections little
change would be anticipated in the staff structure of the Committee.
In meeting briefly with the Executive Director and Chief Counsel
of the Committee, Mr. Charles F. Ducander, it was also learned, Mr. W.
H. Boone, the Chief Technical Consultant of the Committee, has retired and
taken a position with Comsat.
Z. Met with Mr. John R. Blandford, Chief
Counsel, House Armed Services Committee, who advised that the scheduling
of a meeting between the Director and the CIA Subcommittee would be raised
with the Chairman now that the conference on the Defense authorization bill
has been completed. Mr. Blandford noted in passing that there has been
strong criticism within the Committee of the role of intelligence in the
Czechoslovakian take-over. This criticism is directed primarily at DLA and
is his opinion will be causing problems for that agency.
I met later with Chairman Rivers in response to his request. The
Chairman indicated that he had been advised that "Russians had been picked
up in the Ashau Valley" and asked if we had any word on it.

Mr. Rivers also inquired whether any confirmation has been received
of the news reports concerning the Pueblo. I advised that to date we have
no confirmation on these reports. Mr. Rivers once again requested that he
be kept advised concerning the Pueblo and its crew.

1. Met with George Murphy, Joint Committee on
Atomic Energy staff, to discuss several outstanding items. I briefed him
on the position of the intelligence community with respect to the recent Soviet
test
In connection with the Fred Hoffman article which appeared in the
3 September 1968 issue of the Star on the lag in the Red Chinese missile
program, I indicated that this appeared to be a rehash of the program.
Nevertheless, Murphy has prepared a letter, signed by John Conway, Staff
Director of the Joint Committee, asking us, for the record, what our latest
estimates are in this field.
In connection with his prior request, I provided Murphy with a
translation of articles which appeared in a 30 July 1968 issue of the Danish
newspaper B. T. concerning NATO documents allegedly found on a dump in
Denmark.
In response to another prior request, I provided Murphy with
information on Andrey Sakharov whose statements appeared in a recent
issue of the New York Times,
Z. Met with James Kendall, Senate Preparedness
Investigating Subcommittee staff, who expressed his deep appreciation for the
assistance provided the Subcommittee in reviewing and sanitizing certain
portions of the report on "U.S. Strategic Power. IT In this connection, Kendall
said that they had accepted all of our suggested changes on the threat portion
of the paper. He said he felt they were very constructive. He said they had
not adopted all of our suggestions with respect to other parts. Kendall did not
have the document before him at the time but said that if Bruce Clarke had
strong feelings on any of these other areas, he would be happy to discuss them
with him. Kendall will be out of the city for approximately a week and said,
therefore, there was no urgency on this.

3. Met with Ed Braswell and William Darden,
Senate Armed Services Committee staff, and expressed to them our
appreciation for their efforts on our behalf on our retirement bill
(H.R. 18786).
4. Bob Michaels, House Appropriations Committee
staff, called and said Chairman Mahon would like to have the Director meet
with Representatives Bow, Lipscomb and himself tomorrow morning at
10:00 A. M. It developed that Mahon is interested in having a preliminary
session with the Director prior to briefings of the Defense Appropriations
Subcommittee by the Director, General Wheeler, Mr. Nitze and Secretary
Clifford, next Tuesday. Michaels said the primary emphasis would be
on the East European situation but indicated other areas,such as the situation
in China regarding their nuclear energy programs,would be taken up. The
Director agreed to meet with this group.
5. Mary Hughes, in the office of Representative
L. Mendel Rivers (D., S. Car.), called on behalf of a constituent who is
seeking employment in Europe. I informed Miss Hughes that the Agency does
not hire people with the promise that they would be assigned overseas. She
said she would pass this on to the constituent and would be back in touch if
he desires to pursue it further.
6. Mr. Nelson, in the office of Senator
Roman L. Hruska (R., Neb.), called on behalf of the Senator and requested
an estimate of the amount of money and material which the Soviets are
supplying to North Vietnam. Hruska requested the information for use in
a speech on the floor which he was to make shortly. After checking with
George Allen, and Admiral Taylor, I passed on the unclassified
figure of "in excess of $1 billion." A subsequent check of the Congressional
Record shows that Hruska did not use the figure.
7. Mrs. Weber, in the office of Senator Jack
Miller (R., Iowa), called to request background information on the Agency
for a constituent. A copy of the Agency's pamphlet was sent to her.

8. Ed Braswell, Senate Armed Services
Committee staff, called prior to going into executive session with the
Committee on H. R. 18786 on several technical questions which were answered
to his satisfaction. I said I would stand by in the interest of being of further
assistance.
Later, following Committee approval of the bill, Mr. Braswell
called to review certain figures which he intended to include in the Committee
report which he hoped to file within the hour. I expressed what I believed
would be our strong reservations against including in a public report the
number of individuals involved in the initial increases pointing out the
statutory proscription on reporting Agency personnel figures, the precedent
established in publishing even partial numbers, and the outside possibilities
of extrapolating more meaningful conclusions on the basis of the limited
information to be reported. Braswell said he would eliminate the personnel
figures if we objected. Later, I advised Braswell that while Colonel White
appreciated what he was trying to accomplish he would appreciate eliminating
the figures from the report if at all possible. As an alternative and to
indicate the extremely small number of individuals involved, I suggested
making reference to the statutory limitations on the number of retirements
under the CIA Retirement Act which he accepted.
9. Mr. Peter Masley, Administrative
Assistant to Representative Hervey G. Machen (D., Md.), said he had
been contacted by the Prince George's sheriff's office in connection with
an eviction action for nonpayment of rent. The sheriff's office had reported
that neighbors believed the tenant, who has not been seen for several months,
was a CIA employee. If the eviction notice is enforced the tenant's furniture
will be deposited in the street and probably stolen. The lease for a artment

he would like to have someone brief him on the situation. He was also interested
in whether there had been any change in the situation in China as might be

3. Mr. Ed Braswell, Senate Armed 25X1
Services Committee staff, called and said he was scheduling H. R. 18786
(CIA Retirement Act, cost-of-living adjustments) for early Committee
consideration. At his request I met with him to review the bill and
material previously given to him. Braswell said that there would not be
a hearing or witnesses called on the bill. We charted out the categories
of retirees to be affected by the bill and I will provide him with cost
figures according to this breakdown. He also requested the per annum
outgo in dollars from the Fund which will be furnished. He foresees no
problems whatsoever in connection with the bill although the Chairman may
question its retroactivity to 1 January 1967. Braswell said that the support
for the effective date of 1 January 1967 is very strong.
4. Met with Mr. Philip Kelleher, Counsel, House 25X1
Armed Services Committee, and briefed him on the current situation reports
regarding Czechoslovakia and Romania.

Secretary, House Armed Services Committee, and received from her several
Agency documents which had been held by Mr. Blandford. See Memorandum

6. Met with Mr. B. Benton Bray,
House Manpower and Civil Service Subcommittee Staff, who advised
that he has not discussed S. 1035 with Chairman Henderson since before
the recess. He noted that no action on the measure by the Subcommittee
is scheduled at present. He suggested that I meet with him later in the
week when he will have had time to review the matter with the Chairman.
7. Met with Mr. Robert Michaels, Staff
Assistant, House Appropriations Committee, and reviewed with him
the Minshall correspondence relating to intelligence reporting and the
Soviet takeover in Czechoslovakia. I also brought Mr. Michaels up-to-
date on the current situation reports regarding Czechoslovakia and
Romania.

met with Representative Charles Chamberlain (R. , Mich.) and his
Administrative Assistant, Mr. Robert McFadden, in response to Representative
Chamberlain's request of earlier in the day and provided a limited briefing
on shipping into Cambodia. Representative Chamberlain's prime area of
interest related to shipment of POL and other supplies up the Mekong River
to Cambodia and the availability of rail and pipeline facilities from the coast
to Phnom Penh. The classification level of the various items discussed was
specified during the meeting. Follow up will be required to provide information
on four questions raised by Mr. Chamberlain during the meeting. Response
will be prepared by DD/I. See OER Memorandum for the Record.
