Mr. Kirkpatrick said that it was now important that we start moving ahead with firm plans for a scholarship fund. He said the Agency has three scholarships already. Mr. Dulles has offered to contribute toward a fund when one exists, and Mr. Kirk- patrick has reason to believe we would meet with success among other Agency alumni in soliciting support for the fund. 3. Agency Progress Thus Far Toward a Scholarship Program. entioned that the Agency Notice announcing that the STAT Registrar of OTR would provide assistance in pointing out availability of scholarships, student help, etc throughout America has prompted considerable interest in this facility from both CIA employees in Wash- ington and in the field. 4. Activity of Other US Government Agencies in the Scholarship Field. reported on the following: a. A recent Civil Service Commission staff paper discusses the problems encountered by Federal employees in financing college education for their children and the relative availability of scholarship and loan funds. It proposes the creation of a revolving fund for long- term, low interest (protected by term insurance and retirement pay) loans for career government employees. It makes note of the fact that it is very difficult for Government employees in the $10 to $20 thousand a year income range to get scholarship assistance for their children because their income is too high, and existing loan fund plans, though numerous, usually involve a high interest rate and/:o.r a short repayment period. b. Program of the Department of Justice. This Agency has recently instituted a program to administer four scholarships annually of $750 each for the "offspring of career attorneys". It is administered by a three-man committee appointed by the Attorney General. Foreign Service Association Scholarship Program. The American Foreign Service Association administers 62 scholarships of which 31 are for $500 annually paid for out of Association income from membership fees and miscellaneous gifts. Another 31 are financed by bequests, trust funds and foundations. Some of these scholarships are endowed by families, such as the Bentons and the Harrimans and some are from institutions as the New York Times Foundation. Twelve of these scholarships are administered by schools specified by the donor; the others are awarded by the Association's Education Committee. pointed out that two separate panels administer the selec- tion of AFSA scholarship candidates. One panel considers candidates in terms of their scholastic records and other evidence of merit and ranks them accordingly; another entirely separate panel considers only the confidential information as to the financial standing of the parents, which is required as an annex to the application, and ranks the candidates as to need. Final selections are made after consideration of the findings of each of these committees. 5. Mr. Echols mentioned that there were two programs now under way in the Office of Personnel whi ch might well assist in the development of an Agency scholarship program. a. An Agency Organization which will be set up as a voluntary, private association administered by Agency employees. b. The Office.of Personnel is considering the establishment of an Agency Alumni Association which will have the basic purpose of maintaining closer ties between the Agency and its alumni. 6. Mr. Kirkpatrick believed that a scholarship fund could well become an administrative part of the Agency association and the Alumni Association. a. Agency scholarships should be, at least at the outset, for bacclaureate degrees only. b. There should be no strings attached for the candidates, as a commitment to future Agency employment. c. It is a good practice to deposit any scholarship funds with the institution itself rather than disburse directly to the student. SECRET ?
