the Chief of Engineers and Office of the Chief Signal"Officer, Department
of the Army for assistance in respect to drafting; long range regulations

received from the Office of the Chief of Engineers but no reply from the

1. This office ecansiders the accY~~i.sition of a real estate leasehold
interest for the united States an individual, self-contained action for each
lease. much leases becor-e a.n obligati an of the United States to the owner in
the .full amount under the terms of th.e leasse., and as sucYi, became the basis
for budget requirements.
2. Out~;ranting land for agricultural purp:~ses when such will not inter-
fere w9.th planned use, is a separate procedure. Any monetary benefits accruing
from. the-outgranting progran are, thereiore, separate, and funds so generated
must, under current regulations, revert to the Treasury of the United States
and not accrue to any United Mates agency currently usinf; the area, as a
credit to the funds allocated such service for pa3~rrent of rental on the basic lease..
3. While the level of rental,, according to a~;~raisals as of l July 1955,
has been determ:~ned, policies, procedures and riethods for thc~ contemplated out-
leasing program .are still under study. It follows, therefore, that FY 56 rentals
w1~ll not be affected by any ou.tleasing ;grogram and funds due for rentals of land
should be made av`ailab~e to the Ji~tri ct Engineer, Okina-~ra Engineer District in
the. amount requested. ;It is planned that probler:~s presented in the basic letter
vrill be resolved during FY 57.

structures but would not permit construction of additions or new struct+ires. FBIS
would not perma.t electric power to be brought into the antenna field;

1. Headquarters, Ryukyus Command, has interpreted Department of
the Army publication, "Logistics Policies and Procedures" (Classified),
dated Au3ust 1953, as categorizing Foreign Broadcast Information Service
as Department of the Array personnel for all intent and purposes. This
interpretation is bpsed on paragraph 3j, Section IV, page 42 of above
publication.
2. Based on this interpretation. Fi~IS is of the opinion that per-
sonnel of their organization should not be charged the ten per cent ~],o~)
service charge on commissary purchases, as required by your message MK

3. Request this headquarters be advised which policy applies to
FBIS personnel.

With reference to your memorandum 22 October, we have
asked the Legal Counsel to try to get legislation author-
izing permanent residence visas for deserving employees after
eight years of service.
I think that array other steps furthering the efforts
of our alien employees to get U. S. citizenship can be
taken only after we have got this foot in the door.
I wish to reemphasize that-this privilege will not be
extended indiscriminately even if we are successful iri
securing the legislation.

1. It is requested that the Officer-in-Charge of Ishikavra Special,
Service Beach, Officer's Section, be notified that all FBIS non-
Okinawan employees are considered to be in officer status and are
therefore authorized to use all facilities at Ichikawa Beach.
2. In view of the fact that a list of all FBIS employees would .
?be a classified document, it is further requested that FBIS personnel
be identified, by an employment card which ee.ch employee carries.
3. FBIS dependent children have no .specific identification card
and~.it is requested that identification be made through adults
accompanying such groups.

Thank you for Sour letter of 25 January 1951,
concerning the installation of a 500 RW medium wave
transmitter on Okinawa, and forwarding the informs].
agreement of 19 December 1950, which had been worked out
between representatives of the Department of State and
those of this agency.
This agreement is accepted as a basis for the
installation of the 500 RW transmitter, and it is under-
stood that after a period of successful operation the
strength of the transmitter may be increased to 1000 RW
by mutual agreement.

Nay dear General Smith:
Following various meetings between representatives of the
Central Intelligence Agency and the Department of State, an
informal understanding was reached concerning the proposed
installation of a 500 KW medium wave transmitter at Okuma,
Okinawa. The details of this understanding are attached and,
with your approval, would serve as a formal memoranda of
agreement.
This installation would implement Section 17b of NSC 13/3
of May 6, 1949.
The Department of State would expect to increase the 500
KW_transmitter to 1,000 KW after a period of successful operation
had demonstrated that it could be so increased without interfer-
ence to all existing facilities and provided the Department of
Defense and the Central Intelligence Agency concurred at that
time. For your information, I am enclosing also a copy of ~
letter of this date to the Secretary of Defense seeking his
concurrence in the installation of this transmitter on Okinawa.
The Department is anxious to proceed as rapidly as possible
with the proposed installation and would be grateful to receive
an acknowledgment that the agreement meets with your approval.

Conditions relating to the State Department Jade Project and
its interference to FBID/CIA monitoring operations on Okinawa
agreed upon by CIA and Department representatives.
1, The effective field of the Jade station in the direction
of the FBID monitoring station will be reduced by means of a
suitable directional antenna system so as not to exceed a value
of 223 millivolts per meter (unattenuated) at one mile from the
center of the antenna array for a transmitter power of 500 kilo-
. watts. The value of 223 millivolts is to be determined by field
strength measuring procedures set forth in the Federal Communi-
cations Commissions latest Standards of Good Engineering Prac-
tice. This signal strength is believed to be of such a magni-
tude as not to affect adversely the operation of the FBID moni-
toring station, with following conditions complied with.
2. tTpon completion of the Jade installation and in connection
with the antenna tuning and radiation determining processes
necessarily apart of the project, a series of "radial" measure-
ments should be made on a bearing from the Jade site to the
FBID site for the entire distance thereof. These measurements
will be taken i.n accordance with the applicable procedures
specified in the FCC~s Standards of Gvod Engineering Practice.
These measurements will be of great value in determining the
effectiveness radiated field i.n the direction of the FBID site.
3. VOA will cooperate fully in maintaining their stations
radiation within the limits required, and will obtain such en-
gineering counsel and install such automatic egz~ipment as may
be found necessary to insure compliance with this condition.
lr.. VOA will, if proven necessary by investigations, place
underground all power and communications lines in the immediate
vicinity of the Jade antenna system ixi order to eliminate re-
radiation.
5. VOA will, insofar as is possible, follow the recommenda-
tions of FBID 3.n selection of operating freag~aencies for the
Jade site transmitters.
6. The Jade transmitter, antenna and associated coupling
assemblies will be designed, manufactured, installed and ad-
justed i.n accordance with the best commercial broadcast engineer-
ing practices, and every precaution will be taken in the design
and tuning of this equipment to prevent and eliminate harmonics
and spurious radiations.
7. Insofar as is possibl?, VOA will, before construction of
the Jade installation, furnish FBID for study a copy of the
design and pertinent calculations on the medium wave directional

the coupling circuits, transmission lines, and phasing gear,
and consult from time to time.
g. Upon compldtion of the Jade installation, FBID will be
Furnished a copy of any "Proof of Performance" or similar
reports which may have been obtained during the course of
adjusting the antenna system.
9. VOA will furnish FBID twelve refection filters of the
type described in the RCA Engineering Report #CM-32-9, the
filters to have the characteristics shown in figures 6, 7 and
8 of that report and constructed per drawings KRL-4850019
through KRL-/.x$50072 and TRIr/~.650109 of that report.
10. Appropriate procedures, and liaison will be established
by CIA and VOA to fulfill the above conditions.

In the recent past, there has been a series of meetings between
representatives of the Department of Defense, the Central Intelligence
Agency and the Department of Stat? regarding a proposed installation
of radio broadcasting facilities at Okuma on the island of Okinawa.
The facilities would be installed and operated under the auspices of
the Department of State as part of its international information
program. This proposal would implement section 17b of NSC 13/3 of
May 6, 1949.
Discussions have been held not only in Okinawa and Tokyo, but
also in ~Iashington where the matter of possible technical interfer-
ence with existing transmitting and receiving facilities on Okinawa
was given especial consideration. On the basis of the technical
studies and advice offered, the Department is satisfied that the
operation of a 500 RW medium wave transmitter at Okinawa will have
no consequential effect on existing transmitting and receiving
facilities in Okinawa.
Okuma, on the northwest coast of Okinawa, is unusually well
located to permit coverage of Japan, China, north of the Yangtze
including Manchuria, and Borgia. Tt not only meets our technical
requirements but also provides security and morale advantages not
found elsewhere in the eastern area.
As part of this communication, there are enclosed a copy of a
letter of this date to the Director of the Central Intelligence
Agency enclosing for his approval an informal memorandum of agree-
ment for operation of this facility, and a memorandum from the
representatives of the Department of State in the field, dated
October 23, 1950, a copy of which has already been made available
to the Commander-in-Chief for 'the Far East and to the Ryukyua Ca~n-
mand. The informal memorandum of agreement with CIA sets forth
the conditions which the Department of State will observe in its
operation of the facility, and the memorandum of October 23 is
included to provide more detailed information and observations on
the background of the proposed project, It will be observed from

the latter communication that it was proposed originally to install
a 150 RW transmitter in Okuma, whereas the discussions in Washington
were premised upon the installation of a 500 KW transmitter. This
change arose as the result of a further study by the Department of
State which indicated that a 500 gGJ transmitter seemed necessary to
cover the target area iimnediately.
The Department of State would expect to increase the 500 HG1
transmitter to 1,000 HW after a period of successful operation has
demonstrated that it could be so increased without interference to
all existing facilities and provided the Department of Defense and
the Central Intelligence Agency concurred at that time.
This present request for the concurrence of the Department of
Defense to the proposed installation at Okuma complements our recent
suggestion, to which the Department of Defense has already expressed
its accord, for a similar installation at Camo Wallace, San Fernando
la Union, in the Philippines. It is part of the general plan author-
ized by the National Security Council and the Congress to provide
broadcasting coverage to the Asiatic area.
