These tabulations are based on special versions of Center for Dducation Statistics tapes from surveys titled "1984 Fall`Enrol7ment and Ccempliance Report" and "Degrees and Other Formal Awards Conferred Between July 1, 1984 and June 30, 1985." Data on race/ethnicity were collected for the .Office for Civil Rights, U.S.~Deparlnnent of Dducation, and missing. racial/ethnic data were not imputed in the computer files released originally from these surveys. Data fnan these new tapes are suitable for use in. trend studies, and supercecie prelimina~.y data published in the 1987 Digest of Education Statistics and other publications. The tabulations are prefaced by a description of survey methodology, imputation procedure, and definitions of racial/ethnic groups . This report-does not include interpretations or highlights, nor does it include trend?data. A bulletin providing highlights and~a brief.analyss of these data wrill follow shortly, and a trend report with racial/ethnic'. data fr+can 1980 to 1986 is planned for release in the fall of 1988.' Hill Scanner D . v~itener 202)-357-6593 (202) 357-6854 Racial/Ethnic Data for 1984 Fall F~zrollment and Earned Degree Recipients for academic Year 1984-85 Methodoloay Zhe Center for Dducation Statistics has collected racial/ethnic data for the Office for Civil Rights since 1976 as part of its Higher Dducation General Information Survey (HDGIS) system. Stictveys were sent to the universe of 3,379 higher education institutions in the United States and its territories. The tables in this report, however, include institutions f.n the 50 States and the District of Columbia only (including the U.S. Service Schools), and exclude the outlying areas (American Samoa, Guam, Northern Mariana Islands, Puerto Rico, the Virgin Islands, and the Trust Territories of the Pacific Islands). For the 1984 Fall Enrol]snent survey, 94 percent (3,176) of all colleges and universities respoa~ded, of Which 108 provided only ~ ~Al racial/ethnic data. In addition, 169 institutioa~s did not respond to the swcvey and 34 new institutions provided no data. Missing racial/ethnic data were imputed for 264 institutions (108 partial reports and 156 of the 169 no~irespondents). Data for 13 of the nanrespondent institutions were not imputed because imitations were based on previous responses arui none were available from these institutions; the number of students in these schools was small (5,865) and would rat significantly affect the Overall statistics in the tables. For the survey of DecJrees and Other Fbnnal Awards Conferred Between July 1, 1984 and June 30, 1985, 90 percent (3,019) of;all colleges and universities (3,379 less the 42 schools which are nanciegree granting) responded. Field of study data were imputed for the 623 institutions that did rat respo~~d or partially respoa~dect. Fourteen new institutions did not respond and imputations were not done for them because the ncanber of degrees awarded by these schools was small (2,374). In general, the imputation procedure used for both survey files was based aa~ an average of previous years' responses for each noz~respondent institution. Percent distributions of racial/ethnic data for each relevant line on the survey fo~ns were averaged for all previous years, responses since 1976.* This average percent distribution by race/ethnicity was applied to the reported/iaq~uted total column and the result rounded to whole ncanbers. Detailed descriptions of the imputation procedure, nonrespo~uiing institutions, and imputation ratios for each data .item an the survey forms are available by contacting the author. *Previous years' responses taken into accx~t includes Fall Enrol]n~ent: 1976, 1978, 1980, and 1982; Degrees and Other Formal Awards Confeizeds 1976-77, 1978-79, 1980-81, and 1982-83. Therefore, the generated totals based on race/ethnicity--,,. in the attached report may be slightly different than the total enrolment. and degrees not based on racial/ethnic sia~naries, because of the lack of -. ;. racial/ethnic data for the few institutions new to the HDGIS universe. ~- Z'he following five racial/ethnic categories were utilized in the survey: Black IJon-Hispanic American Indian or Alaskan Native Asian or Pacific Islander Hispanic mite Nan Hispanic In addition, ncnresident aliens, i.e., those members of the aforsmentiahed groups who have. not been admitted to the ZAlited States for peanar~t. ' residence, ware separately identified as a sixth category in the survey,_, The nonresident aliens were not to be reported in the racial/ethnic groups listed above. _ The definitions for the categories an the survey forms ware:,,~ Nonresident Alien: A person who is not a citizen or national of the United States and who is in .this ovuntry an a temporary basis and does not have the right to z~nain ind?finitely. Resident aliens, who are not citizens or nationals of the United States and who have been lawfully admitted for peunanent residence (and who hold alien r+egiatratian receipt cards--Form I-551/155) are to be reported in the appropriate racial/ethnic categories along with United States citizen8. Black, non-Hispanic: A person having origins in any of the black racial groups of Africa (except those of Hispanic origin). American Indian or Alaskan Native: A person having origins in any of the original peoples of North America, and who maintains cultural identification through tribal affiliati~ or orntmuiity recvgnitian. Asian or Pacific Islander: A person having origins in any of the original peoples of the Far East, Southeast Asia, the Indian S~bc.`ontinent, or the Pacific Islands.
