Cooperation within the framework of CEMA This material gives a synthesis of the most important problems handled in CEMA and its organs and the consequences for Poland. In 1959, CEMA was engaged mainly in the examination of the recom- mendations which were worked out in the Branch Commissions on topics related to the economic ties between countries of CEMA in the period 1960-1965. In the period reported on, two sessions of CIZIA were held: the Eleventh Session (May 1959) In Tirana and the Twelfth Session (December 1959) in Sofia. At the Eleventh Session, discussions were held and recommendations adopted on the following: a. In addition, at this Session) there was an examination of matters connected with the development of transport/in the countries of CEMA, at which a Polish proposal was accepted regarding the expease of rail transport between East and West, expressed at the number of 10 million tons in 1965. The Twelfth Session of CEMA consisted mainly of CEMA's work in connection with the working out of the most important problems regarding economic ties between the CEMA members, resulting from draft plans of the specific countries up to 1965. The working out of these problems in the specific branch commissions and their e..zLination at the Eleventh and Twelfth Sessions of CEMA made it possible for us to gain a better knowledge of the needs and potentiali- ties of the CEMA members, made clear the practicality of the balances set forth by us for 1961-1965, and revealed the additional possibilities for covering our needs and for increasing our deliveries to the socialist market. The Twelfth Session set forth the basic directions of activities of CEMA for the near future, with special emphasis on problems of coordination of the developmental foundations of the countries up to 1975. 2 ??? These agreements form the basis of recently signed bilateral trade agreement on reciprocal deliveries for 1961-1965. Another important problem for our economy, connected with the initiative of CEMAlis the construction of a cooperative petroleum pipe line by the USSR, Poland, and East Germany. The conclusions worked out by the Power Commission regarding the connecting of the power system of our countries and the exchange of electric power represent an initial condition for carrying out a long term program, which has the purpose of transition to parnllel opera- tion of the system; this will give all of the participating countries considerable savings in installed capacity, because of the possibility of decreasing the necessary reserves in all the countries and the peak loads resulting from lack of uniformity, and the decreasing of losses in the transmission of power. It should be mentioned that Poland was the 1,14f-in-tor in developing this statute and played an active part in editing it. 4. ? Cooperation with CEMA co!..rr:t-riea within the framework of bilateral committees A. Poland - Bulgaria At the second session of the Polish-Bulgarian Commission of Economic Cooperation (April 1959) an agreement was signed on reciprocal deliveries of the most important products for 1961-1965. This agreement calla for the increasing of the value of trade from 151 million rubles in 1958 to 227 million rubles In 1965. Export of machinery is to be increased from 10 million rubles in 1958 to 35 million rubies in 1965. In addition it is planned that deliveries 14111 be made thocamgk to Bulgaria of complete plants, as follows: glass metallurgical plants, a light concrete factory, and fire-resistant materials. At present, trade negotiations are in progress with Bulgaria in connection with the signing of a five- year agreement. B. On the basis of the increased possibilities of increasing bilateral deliveries of commodities in 1961-1965, arrangements were made for the reciprocal deliveries of machinery with a value of about 200 million rubles more than that established at the rd session for each party. As a result of the above, the turnover in products of the machine industry between Poland and Czechoslovakia in the years 1961-1965 will total about 2,300,000,000 rubles, of which 1,400,000,000 rubles will be for deliveries from Czechoslovakia to Poland, and 850,0000000 rubles 4.16.94. deliveries from Poland to Czechoslovakia. 4h( ttl p As a result of the carrying out of resolutions of the teeth session of the Polish-Czechoslovak Committee, on 10 F0.1.iiiary 1960, a long-term trade agreement was signed for the years 1961-1965. During conferences of the fourth session of the Polish-Czechoslovak Committee of Economic Cooperation, an initial examination was made of the problem of coordination of prospective plans of development of the economies of both countries after 1965. After the exchange of views on the subject of the foundations of coordination of the prospective plans, the committee decided to call together a work group composed of experts of the Planning Commissiorsof Poland and Czechoslovakia, for the purpose of initial discussions of problems of economic cooperation and reciprocal deliveries in the fields of raw materials, semi-finished products, and materials. Further examina- tion of these problems will be made at the next meeting of the committee. Within the framework of the Polish-Czechoslovak Transport Commission, tbe objectives and conditions in regard to transshipment in tint Polish ports of Czechoslovak goods and their transport on Polish ships txxlan was set forth in 1959, as a result of which the tonnage of transit goods was increased from 1.8 million tons in 1958 to 2.3 million tons in 1959; the quantity of shipments of Czechoslovak goods by Polish fleets was increased from 400 thousand tons to 650 thousand tons. In addition, special conditions were established regarding transit service on barges, the purpose of which was to attract ?klir to the port of Szczecin. Up to now; an agreement has not been reached on this matter on rate reduc- tion, and the discussions on this matter will be continued. In addition, the Ministry of Shipping and Water Economy has been working on the regulation, on a share-cost basis, of the border river Olv., the Piotrowka, stream, and other streams, and a joint plan of work for 1959-1960 has been set up. Cooperation with Czechoslovakia in this field is being hampered by the lack of properly coordinated accounts between the two countries. In addition, joint instruction is being worked out on an alarm system against floods,which is extremely important for the avoidence of loss caused by unexpected flooding. In the period reported upon, an agreement was also signed on cooperative rescue in coal mining. C. Poland - East Germany An agreement on the theme of reciprocal delivery of goods for 1961- 1965 was concluded within the scope of cooperation of the Planning Commissions of both countries, and forethe basis for the signing, on 29 February 1960, of a trade agreement. Recently, an agreement was made on the creation of a Polish- East German Committee of Economic Cooperation. The existing cooperation in particular fields of the machine industry have not brought any results so far. However, cooperation is being developed in the field of deep-sea fishing, which has involved, among other things, cooperative research work on the North Sea and the Baltic Sea in the field of fish detection, the evajJ2ation of the shools of specific type4 the technique of fishing, and reciprocal size of the aid in the mastery of long-term fishing trips. D. Poland - Rumania The Polish-Rumanian Commission of Economic Cooperation, at its second meeting in December 1959, examined the problems of commodity exchange for 1961-1965. Because the Rumanians havenot yet worked out their five-year plan, many matters have remained open. However, some items which were agreeded upon initially at the first meeting of the commission have been dropped (delivery of a sugar plant to Rumania and freight cars and automatic unloading cars for Poland) and the Rumanians have reduced the compensatory exchange of rolled products to 10 million rubles for each side. E. Poland - Hungary 1J0, Within the framework of the Polish-Hungary Commission of Economic Cooperation, an agreement has been reached on the compensatory exchange, after 1964, of Hungarian aluminum oxide for Polish metallurgical aluminum, at a ratio of 1 ton of aluminum per 4.58 tons of aluminum oxide. In the years 1965-1970, Poland is to obtain from Hungary a total of 250 thousand tons of aluminum oxide (not counting the traditional deliveries in accordance with trade agreements). The Ministries of Foreign Trade are to sign a suitable agreement in this matter, in addition to an agreement on reciprocal deliveries for 1961, 1965. In addition, an agreement has been made on the further growth of reciprocal exchange of products of the machine industry. As a result of the carrying out of the resolutions of the Commission, a Polish-Hungarian Society has been created, with its main office in _ A _ Katowice forthe purpose of exploiting the "Halites:" hard coal supplies, and the first Processing installation at the "Michal" mines is to go Into operation. Main ?roblems of econoMic co ? eration with CEMA countries in l"60. Within the next few weeks, we will complete an important step of the work; that is, the Ministry of Foreign Trade will sigh an agreement on commodity exchange in 1961-1965. In this situation, a general problem, consideration of which will begin this year, is the matter of coordination of 1ong-teri4 economic programs for the period after 1965. According to resolutions of the Twelfth Session of the council this time period is to be the years between 1966 and 1975. Recent Soviet proposals are going in the direction of extending this period to 1980. Regardless of which time period is adopted ultimately, we have before us a complicated series of problems; we are faced with work ce,r for which there is no preetdent, and we do not have the practical experience necessary. For that reason, this work:will require special preparation, great care, and coordination within the country itself, and responsibility in action. At the Thirteenth Session, discussions will be conducted on the organization of work in the organs of the Council, within the/PR:0 of the perspective plan&for the development of the national economy of the member countries. At present specific countries are expressing their views on the subject of the manner of carrying out this work. The Poles have already expressed their point of view on this matter. . 10 . In order to axstulm clarify the problems and the economic ties, the period of coordination work should be gradually extended. In the first stage of work, recipreal informa- tion should be given regarding the tempo and directions of developments adopted by the specific countries. Special attention should be given in this stage of the work to the development of the raw material base and the raw material branches of Industry, particularly: the fuel and power base, ferrous and nonferrous metallurgy, and the development of the chemical industry. On the basis of data, regarding the development of the raw material branches of industry, in the next stage the problem of the development oilmachine industry should be worked out, going in the direction of assuring the national economy of machines, and the resulting specializa- tion and cooperation in production, and also the problem of transport, etc. Parallel with the conducting of this work in the organs of the council, the committee plans to carry out, within the framework of bi-lateral committees of economic cooperation, work on the topic of the most important problems of economic ties in the perspective plan. This means the necessity of transfering the work of all the organs of cooperation(which up to this time hag been engaged with the problems of coordination of plans, specialization, and reciprocal deliveries, for the period up to 1965) to the topic of the following economic period, after 1965. Parallel with the above objectives, we intend, further, on a bilateral basis, to develop cooperation in the direction of expansion of reciprocal economic ties, in relation to the five-year agreements which are now being signed. The following three factors should be influential in the increasing of reciprocal trade in the period 1961-1965, beyond the established agreement: 1. Some decisions regarding cooperation in the period after 1965 can influence, to some degree, the reciprocal deliveries of this five- year period; 2. the current activity of the committees of cooperation should lead to further broadening of specialization, especially in the processing industry; 3. the current trade activity wh+eh is acting in the direction of eliminating shortages and the sale of announced surpluses. We understand that the annual agreement.;will take into considera- tion all of these factors. Section 11 Problems of Cooperation With the Socialist Countries of Asia The economic relations between Poland and the Chinese People's Republic, the Korean Peoples Democratic Republic, the Democratic Republic of Vietnam, and the Mongolian People's Republic are based on trade agreements concluded with these countries; the agreement with China has been concluded for the period up to 1962, and the agreements with the other countries have been concluded for the period up to 1960. The committee of cooperation is occupied only with scientific and technical cooperation with those countries for which cooperation is carried out in a small area, and the sessions of the commission are yith long carried out sporadically time lapses. We do not conduct technical cooperation with the Mongolian People's Republic. It is necessary to stress the slight bilateral interest in the development of scientific and technical cooperation, which is hampered by the great pheradm+sts which divide our countries. Cooperation With the Yugoslav Republic In 1959, economic, scientific, and technical cooperation with Yugoslavia was continued. In the past year, economic cooperation was carried out for the purpose of realizing the long-term trade agreements, which were signed in the pl'(&?eriod. At the end of 1959, 1-.11gs Third Session of the Polish-Yugoslav Ccemmittee of Economic Comeration took: place, at which time it was decided to call together a joint commission for the purpose of preparing a plan for a long-term Polish-Yugoslav agreement on commodity exchange and further economic cooperation in the years 1961-1965, Which is to be concluded in 1960. The Poles have expressed interest in the import of aluminum oxide, zinc concentrates, be4h wood cellulose, and also equipment for the food industry, apparatus and equipment for the chemical industry, and factory cranes. The carrying out of the above program of economic cooperation for 1960 involvets vawtalae major difficulties. The communications branch has also taken an active part in the scientific and technical work of international organizations such as the UIP, CCITT, CCIR, and UPU; an example of this is the participation of our representatives in two very important conferences: the confer- ence of UIT Representatives and the Administrative Radio Communica- tion Conference. The result of the conference was a change in the International Telecommunications Convention, Buenos Aires, 1952. The new convention will go into effect as of 1 January 1961. The following is a general evaluation of cooperation with inter- national organizations: a positive evaluation can be given in general in cooperation with international organizations of the socialist coun- tries. Special emphasis dhould be given to the constantly developing cooperation within the framework of the Organization of Cooperation of Socialist Countries - the OWL. In evaluating, in general, cooperation with organizations such as the UIP, the UPU, the CCITT, and the CCIR, one should stress the, good organization of worirk and the pleasant atmosphere and the good will shown to the Polish delegation. Polish representatives fulfilled responsible functions -within the scope of the organization, and our participation in this field will increase from year to year.
