The attached memorandum to Judge Clark is in response to his request to the DDCI for concurrence to a Terms of Reference for the SIG(Space) Manned Space Station Working Group. 2. After considerable deliberation, the Working Group approved a Terms of Reference at its 28 January 1983 meeting. A few days later, a unilateral change of one sentence was made in the approved TOR by the Working Group Chairman at the request of Gil Rye of the NSC Staff. We and a number of other Working Group members expressed our disapproval of the change and our displeasure with its post-meeting unilateral genesis. 3. In spite of this, Gil Rye, without any coordination with the Working Group, took the revised TOR to the NSC where Judge Clark sent it to members of the SIG(Space) for concurrence. 4. We feel the procedure used is inappropriate and the TOR as circulated by Judge Clark does not represent the wishes of the Working Group. The problem is that some members feel that the changed wording constrains it to address the policy issues only in terms of the four scenario options and that this will not produce the best, most balanced product. 5. The alternative wording provided represents a compromise between the original, more negative wording and the revision Judge Clark circulated. The attachment to this memorandum shows the original text. 6. At this point, DoD, OSTP and probably State are sending responses to the Judge Clark memorandum which note this nonconcurrence because of the unilateral change and express their satisfaction with the previously published Working Group approved version of the TOR. They also feel that the elevation of the matter to the SIG is inappropriate and are incorporating some form of statement to that effect. We believe all would concur in our alternative wording as proposed. The Working Group will be chaired by NASA and will include representatives from DoD, DOC, DCI, DOS and ACDA. In September 1983, the Working Group will report to the IG Space and, if necessary, the SIG (Space) on the results of its review of the issues and its recommendations. These results and recommenda- tions should help to guide the resolution of any national policy issues affecting a U.S.G. decision to develop a permanently based, manned Space Station as proposed by NASA. The-Working Grou will not produce a decision paper which contains recom- mended options or programmatic profiles for proceeding with a Space Station. The papers produced by the Working Group will not be distributed outside the Executive Branch without approval of SIG (Space). In order to assess the policy issues in a balanced fashion, the Working Group will be provided four example scenarios representing possible approaches for the continuation of this nation's space program. This background paper will be written by NASA to estab- lish a reasonable understanding for the Working Group. These example scenarios are: o Space Shuttle and Unmanned Satellites o'. Space Shuttle and Unmanned Platforms o Space Shuttle and an Evolutionary/Incrementally -? At the request of the DDCI, we have reviewed the Terms of Reference for the SIG(Space) Manned Space Station Working Group as forwarded by your 16 February 1983 memorandum. Because these Terms of Reference contain changes made subsequent to the last (28 January) meeting of the Working Group and objected to by some of the members, we do not concur in them. The attachment highlights by underlining the changed concluding sentence in the second paragraph. 2. As an alternative to the changed wording, we offer the following as a compromise between the original Working Group language and the forwarded Terms of Reference: "The Working Group will produce a summary paper that assesses the issues using appropriate scenarios for continuation of the nation's manned space program as background, but will not recommend a singular option or a singular programmatic profile for proceeding with a Space Station." 3. We also suggest that in the future, all correspondence from the Working Group to the SIG(Space) or IG(Space) be approved by the members and sent by the Chairman. We feel that such correspondence should normally be addressed to the IG(Space) for its coordination before being presented to the SIG(Space).
