The SSG members had thought the report bland, lacking in specificity. However, their bosses saidthis was fine for this point in the process. went on to add that the draft was not impressive enough and lacked a message. suggestions for change were supplemented by the attached paper which pulled together SSG comments. Verbal suggestions were that, since the purpose of the interim reports was to let the committee know NAPA's opinions on personnel changes that did not need to be delayed, why not move this up front? He also suggested that some of the information we termed 'tentative conclusions' was really more observations. Wortman thought these were both good points and agreed to the reformatting and retitling. also asked that, since there had been a great deal of emphasis on getting the NAPA project the space and security clearances needed, the report might note this had been done. Wortman said it had been done efficiently, and would be appropriate to include as a status report item. Equal Employment Data A bigger concern to the IC staff -- especially General Counsel was that reference to the EEO data might lead to requests for discovery in class action suits against the agencies. Now, the data is collected separately, and there is no public reference to community-wide data in this area. Since the NAPA report will be very public, this could ?rovide outsiders "insight beyond what they now have access to." emphasized that the request was not that we modify what we do, only that the language in the May report not be so specific. suggested that it could be revised to say that NAPA would "analyze each agency's EEO profile" without saying the precise steps for doing this. This was acceptable. Other points discussed If NAPA could get the report to ICS so they could get it to the DCI on April 25, this would provide him more time to look at it, if he desired. This better coincides with his visits to ICS. Agreed. Wortman noted that he wanted to look at/discuss some budget issues in terms of mission.
