At the 22 December 1981 Board meeting, the DOC! announced that with the promulgation of Executive Order 12333, there is a commitmant to review and revise, al appropriate, the DC! directives structure. He also invited you to make your views known to the Executive Secretary. 2. As a part of that process, the attached drafts, which have been approved by the DOC! for circulation, are sutmitted for your comments. I request your specific views on these DCI directives and will welcome your general comments on the whole review process. I am proceeding on the basis that formal consideration will be required only if we embark on radical or other controversial courses. You will note that the attached drafts are based entirely or the provisions of 12333 and the DCI's memorandum of 9 March 1981 (Attachment to NFIC-1.1/1) STAT 3. I request your views on the attached drafts by close of business, 19 January 1982. Mission The NFIB will serve as the senior Intelligence Community advisory instrumentality to the Director of Central Intelligence (DCI) on substantive national intelligence topics. 2. Functions The NM will advise the DCI on: a. Production, review, and coordination of national foreign intelligence. b. Interagency exchanges of foreign intelligence information. c. Arrangements with foreign governments on intelligence matters. d. Protection of intelligence sources and methods. e. Activities of common concern. f. Such othcr natters as may be referred to it by the DCI. 3. Composition and Organization The NF113 will be chaired by the DCI or his designated representative. The NFIB will be composed of senior representatives of Intelligence Comnunity organizations involved mainly in the collection, processing, and analysis of intelligence. ? Senior representatives of the Department of Defense special reconnaissance programs will attend as members when programs under their purview are considered by NF1B; they may attend other NF1B sessions as observers.
