Blood Donor Day for NPIC personnel will be Wednesday, 30 October 1963. It is requested that you circulate the attached list to your employees and return it, completed, to the Personnel Branch, Adminis- trative Staff no later than 25 October 1963. 2. All CIA employees donating blood will be issued a number by the Personnel Branch to be given instead of their names to the Red Cross Representative. Navy Yard Annex TIME: 0930 to 1530 AUGUST 1963 The American Red Cross Bloodmobile will again visit the Navy Yard on 22 August 1963. As in the past, it will be acting as the De- partment of Defense's blood collecting agency. The Columbia Encyclopedia defines blood- letting as ". . . the purposeful removal of blood from the body for curative purposes." This definition could easily apply to the modern practice of blood transfusion. In reality, how- ever, the reasoning behind each of these tech- niques is far apart. In medieval times, the letting of blood was practiced for most illnesses. The ancients had some fanciful notions about, and crude methods for, blood letting. Their indis- criminate practice of the process resulted in the pitiful wasting of rivers of the miraculous life fluid. The ebb and flow of scientific thought over the centuries has resulted in another kind of "removal of blood . . . for curative purposes." It is blood transfusion, but it takes blood from the body for vastly different reasons. There is no waste of the precious fluid. The taking of blood today is not to save the donor from some imagined evil in his body, but to serve a fellow-man from a scientifically detected failure in time of sickness. Under the DOD Blood Donor Procurement Program, you, your spouse, dependent children, parents and parents-in-law are entitled to free blood replacement any place in the United States. Further, other relatives are entitled to blood replace- ment under certain circumstances. Most hospitals charge for their services to administer the blood and this is quite proper. But under this DOD program no charge for thd blood itself is made. Donations may be made by anyone aged 18 through 59 years who is in good health and weighs a minimum of 110 pounds. Those from 18 to 21 years of age may give blood, provided they have parental consent. Persons 18 to 21 who are in the armed forces or are married do not need the consent of their parents. Ample time off will be afforded to participate in the program. Normally, the max- imum excusal time shall not exceed four hours.
