DIRECTOR OF CENTRAL INTELLIGENCE DIRECTIVE
CRITICAL INTELLIGENCE PROBLEMS COMMITTEE
(Effective 6 April 1983)
Pursuant to the provisions of Section 102, the National Security Act of 1947, and
Executive Order 12333, there is established a Critical Intelligence Problems
Committee.
1. Mission
The mission of the Critical Intelligence Problems Committee (CIPC) is to
examine those critical intelligence problems that are referred to the Committee by the
Director of Central Intelligence or the Deputy Director of Central Intelligence and to
recommend specific remedies, including the restructuring of collection, processing,
and production efforts within existing resources, or through new initiatives requiring
reprogramming or supplemental funding actions.
2. Functions
Under the general guidance of the Deputy Director of Central Intelligence, the
Committee will conduct timely, in-depth examinations of specific critical intelligence
problems to identify:
a. the specific intelligence requirements and shortfalls associated with the
critical intelligence problem under review;
b. current and programmed collection, processing, and production resources
directed against the critical intelligence problem;
c. options for adjustments in collection, processing, and production efforts
which could be accomplished within existing resources, and the associated
impact such adjustments would have on the Intelligence Community's
ability to respond to other priority intelligence needs; and
d. recommendations for new initiatives which could increase collection,
processing, and production efforts against the critical intelligence problem,
noting which options would require reprogramming or supplemental
funding actions.
3. Responsibilities of the Intelligence Community
Upon request of the Committee Chairman, Intelligence Community components
shall, within established security safeguards, provide information or materials perti-
nent to the Committee's mission and functions.
Intelligence Community components will identify critical intelligence problems
for consideration by the DCI or DDCI and possible referral to the Critical Intelligence
Problems Committee, via the Director, Intelligence Community Staff.

4. Composition and Organization
The Committee Chairman will be appointed by the Director of Central
Intelligence.
The Committee shall be comprised of representatives designated by Intelligence
Community principals.
With the approval of the DCI, the Committee Chairman may invite representa-
tives of other US Government entities with national security interests to participate as
appropriate.
The Committee will be supported by the Intelligence Community Staff.

Critical Intelligence Problems Committee
MISSION AND FUNCTIONS
The Critical Intelligence Problems Committee (CIPC) is organized
as a standing senior interagency committee for the purpose of focusing
Intelligence Community attention and expertise on high-interest,
cross-disciplinary intelligence problems. The Committee is supported
by an Executive Secretariat and a small permanent staff provided by
the Intelligence Community Staff.
Mission
The mission of the CIPC is to examine critical intelligence
problems that are referred to the Committee by the DCI and DDCI and
provide timely assessments and specific recommendations for improve-
ments in the overall performance of NFIP systems, activities and
programs, to include collection, processing, production, reporting,
dissemination and analysis.
Functions
Under the general guidance of the DDCI and D/ICS, the Committee
will conduct timely, in-depth examinations of specific critical
intelligence probems to identify:
-- the specific intelligence requirements and shortfalls
associated with the critical intelligence problem
under review;
-- current and programmed resources directed against the
critical intelligence problem;
-- options for adjustments which could be accomplished within
existing and/or programmed resources, and the associated
impact such adjustments would have on the Intelligence
Community's ability to respond to other priority intelli-
gence needs; and
-- recommendations for new initiatives which could increase
Community efforts and resources against the critical
intelligence problem, noting which options would require
reprogramming or supplemental funding actions.
