1. I Hand carried to Doug Baldwin, on
the staff of Representative William Harrison (R. , Wy. ), materials
prepared by FBIS covering Soviet, Cuban, and Communist Chinese
broadcasting. Mr. Baldwin expressed his appreciation for this
material adding it would be used with discretion and without
attribution to the Agency and FBIS.
2. In checking with Margery Smith,
in the office of Senator Bartlett (D. , Alaska), I learned that Joe
Rothstein, on the staff of Senator-elect Gravel, has established
temporary offices in Senator Bartlett's suites. Mr. Rothstein
was out today but I will make contact with him in the next day or
so.

in the office of Senator Abraham A. Ribicoff (D. , Conn. ), the name of
as the person to whom a constituent,
should write regarding his interest in negotiating a contract as a
specialist in optics.
2. Miss Gladyce Sumida, in the office of
Representative Richard Bolling (D. , Mo. ), called on behalf of a college
student interested in obtaining materials in preparation for a debate on
CIA. I furnished her with the names of several titles which contained
bibliographies and will send her the pamphlet on the Agency. She thanked
us for the help and said this appeared to satisfy the requirement.
3. Returned to Russ Blandford, House Armed
Services Committee staff, a weapon which he had asked us to look over
for him. He was very satisfied with the attention given to this.
4. Briefed Mr. Russ Blandford, House Armed
Services Committee staff, on the following items:

missile patrol boats from the Soviets;
e. ChiCom preparations for another nuclear test;
f. Status of the Pueblo;
g. Fitter deliveries to Bombay;

guarding the Pacific approaches.
Blandford was interested in all of these items and raised a question
about the status of surface to air missiles in North Korea. I told him
I would check on this and be in touch with him.

5. I I Received a call from Edward Bauser,
Executive Director, Joint Committee on Atomic Energy Committee, who
said that Senator Pastore had expressed concern to him about the U. S.
agreement with Romania last Thursday having to do with peaceful uses
of atomic energy. Bauser recalled Mr. Maury's conversation with George
Murphy last week on Romania and he was interested in knowing the status
of that situation. I told him this had quieted down somewhat since Mr. Maury's
conversation with Murphy. Bauser said he was preparing a letter to State or
AEC regarding the Romanian agreement and might be back in touch with us
when this letter was in draft form.
6. Talked to James Kendall, Chief Counsel,
Senate Preparedness Investigation Subcommittee, and made tentative
arrangements for him to visit the Agency for luncheon and briefings next
Tuesday.

1. I I Spoke further with Mrs. Clements,
in the office of Representative Howard Pollock (R., Alaska), concerning
the application of and told her that our people had
identified a position and would be getting in touch with
to determine her interest. Correspondence with the Congressman's
office is not required at this time.
2. I In response to his request, I provided
Mr. Vincent Augliere, on the staff of the Subcommittee on Foreign
Operations and Government Information, a copy of the Senate Preparedness
hearings containing Secretary of State Rusk's response to a question from
Senator Margaret Chase Smith on the subject of CIA involvement in foreign
policy matters. I also provided Mr. Augliere with a copy of the reprint of
the U. S. News and World Report interview with Admiral Raborn. Augliere
said these were just what was needed for his purposes in dealing with a
group of college students who had discussed this subject with him.

House Committee on Un-American Activities, called to ask if I could
obtain for him from FBIS the text of two Radio Havana interviews with
Dave Dellinger. McNamara subsequently informed me that his staff
had found the material they wanted in the FBIS books which they receive
and no further action will be necessary.

1. I I Called Chairman L. Mendel Rivers, House
Armed Services Committee; Mr. J. Russell Blandford, Chief Counsel,
House Armed Services Committee; Mr. Robert Michaels, Staff Assistant,
House Appropriations Committee; Mr. Edward Braswell, Professional
Staff Member, Senate Armed Services Committee; and Miss Dorothy
Fosdick, Staff Director, Subcommittee on National Security and Inter-
national Operations, to inform each that concern regarding Romania, on
which I briefed them on 22 November, had subsided.
2. I I In the course of the above mentioned
phone conversation with Chairman Rivers, he said that it occurred to him
that the recent hijacking of American aircraft might have been inspired by
Castro as a means of clandestinely obtaining U. S. currency. I said I was
aware of no evidence to this effect but would investigate and confirm.
3. Scott Cohen, on the staff of Senator
Charles H. Percy (R. , Ill. ), called to say that, in connection with his
appointment to the Committee on Government Operations, Senator Percy
has asked Cohen to contact various "foreign policy agencies" to arrange
briefings for his personal staff members so they might become more
knowledgeable in this field. He said the Senator had specifically mentioned
CIA. I suggested to Cohen that he exclude us from this kind of arrangement
for a variety of reasons (which Cohen understood) but added that we still
stood ready to brief the Senator or him on specific situations more within
our area of responsibility. Cohen thanked me and said he agreed completely
with our position. (See Memo for the Record for details).
4. In response to a request from Russ Blandford,
on the staff of the House Armed Services Committee, of
SOD and I picked up a weapon from Blandford so that we might examine it and
assure that it was in operating condition.

International Operations, a copy of the FBIS publication containing the text
of the Brezhnew speech given earlier this month.

Mr. Vincent J. Augliere, on the staff of

the Subcommittee on Foreign Operations and Government Information, called
concerning a request that Chairman Moss had received from a group of
college students who will be debating other colleges. Augliere would like a
reference to an official or authoritative statement which would indicate that
CIA does not interfere in the internal affairs of foreign governments without
the approval of appropriate authority, such as the President, the National
Security Council or the Secretary of State. Augliere felt this was a point
which would come up again and again in student debates and felt it would be
useful to put the matter to rest with an authoritative response if this could
be done. I told him I would look into this and would be in touch with him.
7. Dr. James Lucier, on the staff of Senator 25X1
Strom Thurmond (R. , S. C. ), called and asked if we had any printed material
which contained a description of the official functions of this Agency which
he might pass on to a constituent. I suggested that we provide him with several
copies of the Agency pamphlet. Lucier said this sounded like precisely what he
needed and copies are being sent to him.
8. Received a call from Mr. Herb Ressing who 25X1
identified himself as being with the President's Commission on Pennsylvania
Avenue. He said he was interested in speaking with someone who was most up-
to-date on aerial photography of downtown Washington, D. C. I told Mr. Ressing
this was not a responsibility of CIA and (after checking with Mr. Goodwin)
suggested that he direct his inquiry to the office of Mr. Phil C. Goulding,
Deputy Assistant Secretary in the Office of the Secretary of Defense (Public
Affairs). Mr. Ressing thanked me for this information.

1. I I Met with Chairman L. Mendel Rivers, of House
Armed Services Committee, in his office and briefed him on the conclusions
of the special Watch Committee meeting of 21 November regarding indications
of a possible move against Romania by Warsaw Pact forces. Chairman
Rivers expressed interest and appreciation and asked that he be kept informed
of any further significant developments over the weekend.
In an ensuing chat, Chairman Rivers, who was in a relaxed and
talkative mood, spoke of the high standing of the Agency with his Subcommittee,
his serious concern regarding growing Soviet capabilities and his uncertainty
over Soviet intentions, and the prospects of the Defense Department and the
Intelligence Community under the Nixon Administration. (See Memo for
Record.)
2. I I Briefed Mr. J. Russell Blandford, Chief Counsel, 25X1
House Armed Services Committee, on the conclusions of the special
Watch Committee meeting of 21 November regarding a possible move against

Member of the Senate Armed Services Committee, on the conclusions of the

During our ensuing conversation, Mr. Braswell asked a number of questions
about what was going on in the Communist Bloc. He explained he had not
previously followed these matters closely, but with the departure from the
Subcommittee staff of Mr. William Darden he wished to try to "keep on top
of things" until Congress reconvenes and the Committee staff situation is
clarified.
4. Briefed Robert Michaels, Staff Assistant of House 25X1
Appropriations Committee, on the conclusions of the special Watch Committee

Lindjord, staff of the Subcommittee on National Security and International
Operations, on the conclusions of the special Watch Committee meeting
regarding the Warsaw Pact threat to Romania. They said that Senator Henry
Jackson, Chairman of the Subcommittee, would be very much interested in
this but had left last night for the coast. They wondered whether he should
be advised of the situation by phone. I recommended against this,

6. During a chance encounter in the Capitol with
George Murphy, of the Joint Committee on Atomic Energy staff, Murphy
asked about the afternoon press account of the situation regarding Romania.
I filled him in on the highlights (as set forth in the special Watch Committee
report). He then reminded me of his continuing interest in the
cases. (See Memo for the Record. )
7. Louise Ellis, secretary to Philip Kelleher
of the House Armed Services Committee staff, said Mr. Kelleher, who is
out of town, had asked her to query us regarding the Periscope item in the
7 October Newsweek about a secret Soviet shipyard for nuclear submarines,
which was roofed over to escape overhead reconnaissance.
8. I I Judith Spahr, staff of the Subcommittee on
National Security and International Operations, called and requested a copy
of the Brezhnev speech which was given sometime mid- November. FBIS
is sending a copy to us.

1. I I At the suggestion of the Executive Director
I raised with Robert Michaels, Staff Assistant to the House Appropriations
Committee, the possibility that he and William Woodruff, Assistant Chief
Clerk of the Senate Appropriations Committee, might visit Headquarters
around mid-December for a preliminary and informal discussion of our
FY 1970 budget. Mr. Michaels said he thought this was a useful idea,
and it was agreed that upon Mr. Woodruff's return to Washington in about
a week I would call him to set a firm date. Mr. Michaels commented that
on occasion in the past the Bureau of the Budget had not looked favorably
on informal discussions of this kind between Legislative and Executive
representatives, but that in this case he felt there would be no problem.

Special Subcommittee on Internal Security, called to inquire about
allegations in the Drew Pearson article of 19 November concerning
Colonel Omar Torriyos and Colonel Boris Martinez.
6. I Paul Farmer, on the staff of the House
Appropriations Committee, called and asked if we could arrange a
personnel interview for who will be graduating
from and who is interested in
possible Agency employment. Arrangements were made for him to be
interviewed by on 2 December.
7. Doug Baldwin, on the staff of Representative
William Harrison (R., Wyo.), called and asked if we could provide him
with information on the approximate number of hours of external broadcast
time by radios in the Soviet Union, China, and Cuba. He is also interested
in knowing the number of indigenous broadcast hours if that information
is available. I told him I would check on this and be in touch.
8. Met briefly with Dorothy Fosdick, Staff
Director, Senate Subcommittee for National Security and International
Operations. She had just returned from Europe where she accompanied
Senator Jackson to the meeting of the North Atlantic Assembly in Brussels.
She said that from all indications the Senator's address to the Assembly
had been favorably received and given wide coverage. She said she wanted
to thank everyone in the Agency on her own behalf and on behalf of Senator
Jackson for the assistance we had provided. She said Senator Jackson
expects to be in Washington late Wednesday and part of Thursday but she
doubted that time would permit him to get together with us before his
departure for Washington State.

1. I Met with Mr. Philip Kelleher, Counsel,
House Armed Services Committee, and discussed with him the New York
Times Hong Kong news item concerning "Chinese satellite posters. "
Mr. Kelleher asked about the procedures for returning documents
and closing out security clearances on retirement. I advised that I
would take care of these matters for him.
2. Met with Mr. Robert Michaels, House
Appropriations Committee staff, and discussed with him the New York
Times Hong Kong news items relating to "Chinese satellite posters. "I
Mr. Michaels advised that Representative Lipscomb will not be
returning to the city today but is expected back in the office on Monday.
In consequence he had no further information or advice as to Mr. Lipscomb's
desires regarding Agency support or briefings on his European trip next
month. Received from Mr. Michaels a copy of Mr. Lips comb's current
itinerary.
Mr. Michaels also advised with regard to the conversation earlier
in the week concerning Committee staff changes that Mr. Rudy Martin is
leaving the Committee staff.

Senator Ernest Hollings (D. , S. C. ) in response to the Senator's request.
The Senator expressed particular interest in the political situation in
South Vietnam and in the outlook for the Paris negotiations. He plans a
brief trip to Kiel in the near future

a general briefing on the European situation and other significant develop-
ments on his return. He was quite receptive to our suggestion of a lunch
at Headquarters with the Director at a time we would agree on on his return
from Europe.
4. In follow-up to our conversation yesterday,
advised Mr. David Muchow, in the Bureau of the Budget, that as far as
we knew we had no outstanding problems with Senator Fulbright concerning
counterinsurgency funds and social science research programs. See Journal
of 14 November.
5. Mr. Irving Jacobs, Social Security
Administration, called and requested an analysis of the benefit provisions
of the CIA Retirement Act. This material was forwarded in the form of
excerpts from the Senate Report on P. L. 88-643. Social Security is getting
together a package on the transfer of credit and minimum guarantees
program which was considered but not acted upon by the House Committees
on Post Office and Civil Service and Ways and Means. Mr. Jacobs was
requested to keep us advised on the progress of the proposal.

7. Met with Bill Darden and. received from him a 25X1
number of classified documents which we had made available to him, including
the transcript of our briefing of the Senate Armed Services Committee on
Friday, January 19, 1968. In view of his appointment to the Court of Military
Appeals, I asked Darden which of the Armed Services staff members we should
use as a point of contact for the balance of this year or until his successor is
named. He suggested we keep in touch with Mr. Braswell, if necessary. He
indicated, however, that Senator Russell might decide to have William Woodruff
of the Senate Appropriations staff as the principal contact with the Agency next
year.
I took this opportunity to raise with Mr. Darden the problem which
would be created for the Agency by the proposed Bureau of the Budget bulletin
calling for submission of department and agency reports on research contractors.
These reports are to be submitted to the Democratic Policy Committee for
Senator Mansfield. He added that the pressure for this information had
originated with the staff of that committee of which Senator Mansfield is
Chairman. Darden said he appreciated our problem and suggested that we
be in touch with Bill Woodruff on this on his return from his present overseas
travel. Darden said Woodruff had done some work on this for the Department

1. I I Talked to Mr. Robert Michaels,
House Appropriations Committee staff, who advised that he has not yet
received any information or advice from Representative Glenard Lipscomb
about his trip to Europe, tentatively planned for departure from Washington
on 18 November. Mr. Michaels does not know whether Representative
Lipscomb will be returning to the city before his departure, and until he
receives advice from Representative Lipscomb, does not know any require-
ment for assistance or briefing during the trip.
2. Miss Eleanor Merrick, in the office of
Representative Lloyd Meeds, called and requested, for a constituent, a
copy of the Gazetteer which is put out by CIA. " After checking, Miss
Merrick was referred to the Army Map Service.
4. The Director's office advised of a call from 25X1
Senator Ernest Hollings (D. , S. C. ) requesting a briefing on Vietnam at
10:45 on 15 November, for which Mr. George Carver, SAVA, was alerted.

5. Spoke with Mr. David Muchow concerning
BOB Circular A-19 requirements for advising on Agency legislative programs.
He appreciated our being in touch with him on this and will be looking forward
to our written report.
Mr. Muchow explained that his specific area within BOB was foreign
affairs legislation and in that connection made reference to his understanding
that Senator Fulbright had been making inquiries concerning the Agency's
funds for counterinsurgency programs or social science research. I told
him that I did not know of any outstanding problems or requirements with
Senator Fulbright in these areas, but that I would be glad to check it further.
Mr. Muchow said he would appreciate this explaining his general interest
in the interests of the Chairman of Senate Foreign Relations. .

(D. , Iowa), and left with him several copies of the Agency unclassified
pamphlet titled "Central Intelligence Agency. " Mr. Affeldt was quite
interested in OSS and CIG and their relation to the present CIA. The
impression was given that Mr. Affeldt or possibly another member of
the staff may be doing a school paper on the Agency and its antecedents.

5. Met with Mr. Charles Johnson, Staff
Director, House Post Office and Civil Service Committee, who advised
that the President's Committee on Executive Compensation will not be
reporting to the President on executive pay levels until some time after
1 December and that the substance of the report will not be available
until the report is submitted.
6. I Charles Kirbow, on the staff of the Senate
Armed Services Committee, called to say that he and Senator James B.
Pearson (R. , Kansas) would. he leaving Friday night on a trip that would
include Athens, Turkey, Cyprus, Jordan, Tel Aviv, Syria, and the UAR.
Kirbow said he and the Senator would like to have an Agency briefing
before their departure and suggested that it be set for four o'clock on
Friday. Kirbow called later in the day to inform us that it had become
necessary for Senator Pearson to cancel the trip, therefore, the briefing
would not be necessary.

Space Committee, to the likelihood of a Soviet circumlunar shot on Sunday. I
indicated that we expected this to be an unmanned attempt and did not anticipate
anything spectacular at this time.
2. Met separately with Mr. J. R. Blandford and Mr. 25X1
Philip Kelleher, House Armed Services Committee staff, and Mr. Robert
Michaels, House Appropriations Committee staff, and briefed them on the
withdrawal of Soviet forces from Czechoslovakia, the 7 November Soviet under-
ground nuclear test, the projected Soviet unmanned circumlunar flight on 10
November and Cosmos 251 capability and instrumentation.
3. Met with Mr. Frank Sanders, House Appropriatior25X1
Committee staff, who advised that the tentative itinerary and final scheduling of
Representative Glenard Lipscomb's trip to Europe would be forwarded during the
day to Mr. Robert Michaels. Although a visit to Radio Free Europe in Munich had
been originally scheduled, that visit has now been cancelled. Representative
Lipscomb will be traveling with Representatives John Rhodes and Burt Talcott.
All three will be accompanied by their wives.
4. Met with Mr. James Wilson, House Science and 25X1
Astronautics Committee staff, and briefed him on the projected Soviet unmanned
circumlunar flight and Cosmos 251 capability and instrumentation.

William Bates, of the House Armed Services Committee, who is departing
for Europe this evening where he will attend the North Atlantic Assembly
meeting in Brussels. He spoke of the possibility that some of his group
would also visit Oslo and Copenhagen, and that he personally hoped to stop
briefly at several other European capitals, however, his itinerary is presently
uncertain. We briefed Mr. Bates on the following recent developments which
had occurred since we last talked with him:

2. Called on William Darden, Chief of Staff,
Senate Armed Services Committee, to deliver a letter from the Director
congratulating him on his appointment to the Court of Military Appeals
and thanking him for past cooperation with the Agency. In discussing the
future of our Subcommittee, Mr. Darden said he thought Senator Russell,
while relinquishing the chairmanship of the Armed Services Committee,
would retain his membership and that in any event Senator Russell would not
favor including on the Subcommittee Senator Sam Ervin who is next in
seniority. Mr. Darden said he would expect that the vacancy on the Agency
Appropriations Subcommittee would be filled by Senator Allen Ellender.
Darden had no information on his own replacement on the Armed Services
Committee staff, but speculated that Senator Russell, as new chairman of
our Appropriations Subcommittee, might wish to hold joint sessions of our
Armed Services and Appropriations Subcommittees and look to William
Woodruff, Assistant Chief Clerk of Senate Appropriations Committee, to
handle the staff work for both Subcommittees.
3. Delivered to Miss Dorothy Fosdick
and Colonel Haaken Lindjord, Senate Subcommittee on National Security
and International Operations staff, a French and German translation of
Senator Jackson's address to be given before the North Atlantic Assembly
and discussed the translations with them. Both Miss Fosdick and Colonel
Lindjord were very pleased with the phraseology used in both translations
and expressed appreciation on behalf of the Senator for the excellence of the
work and the timely return of the translations to them.
4. As a follow up to yesterday's conversation, met 25X1
with Mr. Vincent Augliere, Staff Director, House Government Information
and Foreign Operations Subcommittee, and reviewed with him for the record

agreed that the Airgram should not be forwarded by the Department with
the other material requested by the Committee relating to the 25X1
(See Journal items of 5 and 6 November. ) Mr. Augliere noted in 25X1
passing that the Department files in question are under review by the Committee
staff in preparation for a Committee trip to Indonesia after Thanksgiving.
Mr. Augliere also noted that it would not be necessary for the Department to
note that the document had been omitted in transmittal of the file to the
Committee.

I talked with the Committee Staff Director, Mr. Vincent Augliere, who is
in agreement that the Airgram should be removed from the file before the
file is released to his Committee investigator. A meeting is scheduled for
tomorrow with Mr. Augliere who will review a copy of the document for
the record."
7. Phyllis Green, in the office of
Senator Gaylord Nelson (D., Wis.), asked if I could help locate a personal
friend of hers who has recently returned to Washington. I contacted
who will call Miss Green directly.

6. I Met with Kenneth Sprankle, Clerk and
Staff Director, House Appropriations Committee, provided a list of
security clearances on members of the Committee staff and discussed with
him some of the procedures involved in staff clearances. Mr. Sprankle
expressed his appreciation for the listing and advised it was something
he has needed for some time. Mr. Sprankle indicated the listing provided
completely satisfies his present needs as far as Agency assistance is
concerned.

a call he had received from Ed Masters, State Department. It appears that
Norman Cornish, of the Moss Subcommittee of House Government Operations
Committee staff, has requested a file 25X1
This file contains an airgram which quotes extensively from 25X1
a classified CIA report. 0 said before indicating to the State Department 25X1
that we had no objection to this document being made available to the Sub-
committee, he wanted to check this matter with us. It was agreed that this
Office would discuss this further with Alex Schnee, State Department
Congressional Relations staff.
8. Hand carried to Colonel Lindjord, staff of the
Subcommittee on National Security and International Operations, a blind
memo prepared by OCI entitled The Decision to Invade Czechoslovakia:
The Role of the Soviet Military Leaders. " This was made available to
Lindjord in connection with the work he and Dorothy Fosdick are doing for
Senator Jackson in connection with his participation in the North Atlantic
Assembly meeting in Brussels. Lindjord took this occasion to ask if I would
check on the accuracy of a statement which they were planning to use in
Senator Jackson's remarks to the effect that Soviet military personnel were
present in both Egypt and Syria. I told Lindjord that

I told Woodruff that we had made this available to other members of our
Subcommittees in both the House and the Senate who are participants at
the North Atlantic Assembly meeting in Brussels and we thought Senator
Mundt who will also be a participant, would be interested in it. Woodruff
was most interested in the document and said he was certain that Senator
Mundt would want to study it before his departure. He said Senator Mundt
liked to have material of this sort which was not generally available elsewhere.

Services Committee staff, and gave him three copies of the study "The
Response of the NATO Countries to the Invasion of Czechoslovakia" for
use by Chairman Rivers, Representative Bates and Representative Arends.
I also briefed Mr. Kelleher concerning the Soyuz III mission, the projected
manned Soviet lunar mission and the status of withdrawal of Soviet troops
from Czechoslovakia. Mr. Kelleher raised the general question of the
suicide of Admiral Luedke and the question of security in NATO, but made no
specific request for information for the Committee at this time.
2. I I Met with Mr. Robert Michaels, House Appropriations
Committee staff, and provided the study The Response of the NATO Countries
to the Invasion of Czechoslovakia" for the Chairman and members of the
Subcommittee. Also delivered to Mr. Michaels, for the Chairman, a letter
from the Director concerning withdrawal from the reserves. Briefed Mr.
Michaels on the Soyuz III mission, the projected Soviet manned lunar mission
and the status of withdrawal of Soviet troops from Czechoslovakia.
3. Met with Mr. Garner Cline, House Immigration
and Naturalization Subcommittee staff, and delivered a memorandum
biographic sketch concerning Mr. Cline
indicated that Representative Rodino has not yet approved the itinerary for
travel to Europe but hopes that he will have it during the day tomorrow or
Wednesday. See Journal items of 15 and 22 October.
4. Met with Miss Ann Lown, in the office
of Representative William H. Bates, and received from her an office note
relating to the case of who believes that her stepson

5. Met with Miss Dorothy Fosdick, Senate
Subcommittee on National Security and International Operations staff, and
received from her two copies of the Senator's speech to be given before the
North Atlantic Assembly Defense Subcommittee. The copies were delivered
to F- I FBIS, for a French and German translation.
6. Met with Mr. Albert Westphal, Staff 25X1
Consultant, House Foreign Affairs Committee, and received from him the
draft agenda and tentative listing of Committee personnel who will be traveling
on the Far East study mission leaving Washington on or about 11 November.
7. Talked with Miss Milrae Jensen, Staff
Assistant, Senate Foreign Relations Committee staff, and received from
her the current listing of Senate personnel who will be traveling as delegates
to the North Atlantic Assembly meeting in Brussels. Later in the day I also
talked with Philip Billings, Staff Consultant, House Foreign Affairs
Committee, and received from him the list of delegates from the House of
Representatives to the North Atlantic Assembly.
8. In response to his query, advised Mr.
Stephen Jones, in the office of Representative Paul Findley, that no
additional information concerning a possible address for is
available. Mr. Jones thanked me for our efforts and indicated he will
contact the Department of State since Mr. Findley will be traveling in part
under the Department's auspices on his trip to Europe next week.

10. Hand carried to Bill Darden, on the staff of the 25X1
Senate Armed Services Committee, a copy of the Intelligence Memorandum
on The Response of the NATO Countries to the Invasion of Czechoslovakia. "
I told Darden that this document would be of considerable interest to Senator
John Stennis and to Senator Henry Jackson especially in connection with their
participation in the North Atlantic Assembly meeting this month. Darden
said he was sure that it would be of interest to them and to the staff people
who are preparing material for them. In discussing the distribution of this
publication, Darden thought it best to limit it to members of the CIA Sub-
committees unless other members become aware of its existence and requested
it. Copies then were given to Dorothy Fosdick for Senator Jackson and
William Spell for Senator Stennis.
11. I I Ben Gilleas, on the staff of the Senate Preparedness 25X1
Subcommittee, advised that he was joining the group of staff members who
will be accompanying Senator Stennis on his trip to Europe. This delegation
departs from Washington tomorrow. 25X1

1. I and I met with 25X1
Miss Dorothy Fosdick and Colonel Haaken Lindjord, Senate Subcommittee
on National Security and International Operations staff, and updated the
briefings previously given on the Warsaw Pact military situation and
general conditions in Eastern Europe, Finland, the Middle East situation
and the Sino/Soviet border, presentation was warmly received 25X1
by Miss Fosdick and Colonel Lindjord. After the briefing Miss Fosdick
advised that the Senator's North Atlantic Assembly speech will be
finalized during the day on Monday and can be forwarded to us during the
afternoon. She also advised that the Senator would appreciate a German
and a French translation of the speech for his use. It would be appreciated
if the translations could be returned by Friday noon to allow time for
necessary reproduction prior to the Senator's departure on Saturday.

if possible the address of Mr. Jones indicated that Representative 25X1

Executive Assistant to Representative L. Mendel Rivers, a personal
letter from Admiral Taylor.
5. I I Met with Mr. Robert Michaels, House
Appropriations Committee staff, and discussed briefly with him the
subject of Committee security clearances, and staff activities during
the period until Congress reconvenes. See Memorandum for the
Record.
6. Jim McDonald, in the Office of Special Projects,
DD/S&T, called to alert us to a potential problem involving tax assessment
of the property of one of the contractors. According to McDonald, a 25X1
local tax official in Connecticut mi ht be in touch with Senator Ribicoff and/
or Rep. Monagan on this problem.
We will attempt,
however, to flag OSD Legislative Affairs to the possibility of interest in
this.

the office of Senator John Stennis (D., Miss.), concerning a letter from
to the Senator forwarded for our information. STAT
claims the Agency may be persecuting him because he refused to work
for the Agency in 1959 and 1962. There is no Agency record on STAT

Mrs. Pence said that they would not want
a report from the Agency but had sent letter to us simply STAT
because they felt we would want to know of his allegations.
