1. lof OSI, called to advise that
Captain Ed Bauser and George Murphy, on the staff of the joint
Committee on Atomic Energy, had been in touch with OSI yesterday
with further reference to the recent ChiCom nuclear test. They
raised the question of our briefing them on the details of this test.
advised them that the essential facts, as they are known
o date, have been made public in the AEC announcement.
This appeared to satisfy Bauser
and Murphy.
2. Met briefly with Ed Braswell, of the Senate
Armed Services Committee, and during the course of our conversation
advised him of the most recent activity with respect to the so-called
Caspian Monster.

2. Spoke to Representative John J.
Rhodes (R. , Ariz. ), who had written to the Director to congratulate
him on his reappointment and also to request information concerning
a ship which was lost in the Red Sea in August of 1968. I noted that
the Director is presently out of town, but that we would call Rhodes'
letter to his attention. In the meantime, we had made all possible
checks on the ship which disappeared in the Red Sea and the appro-
priate Agency officials share the view of the State Department that
the ship sank and has not been interned by one of the Red Sea nations.
I explained that we have no information to suggest the latter, and in
addition, it is simply not logical that the crew of the ship would be
held incommunicado since there is nothing to be gained by such an
act. Rhodes agreed with this view and said he would so inform his
constituent. I told Rhodes that if we should acquire any further infor-
mation, we would be in touch with him. Rhodes said there was no
need for a written reply to his letter.

3. After talking with Bruce Clarke, I gave
Bill Woodruff, on the Senate Appropriations Committee staff, some
information regarding the Soviet Union's defense budget for next year
and statements by Soviet officials concerning it. I pointed out that the
percentage increase in next year's defense budget over last years is in
fact less than the percent increase of last year's budget over the previous
year. The increase in the defense budget for 1969 over 1968 is approxi-
mately six percent and the increase in expenditures allocated for science
is approximately 14 percent. I told Woodruff that our people were doing
a paper on this which would be available in about a week and that we
would be happy to provide him with a copy. Woodruff said this was
precisely what he wanted and thanked me for this interim information.

1. I I Handcarried to William Woodruff,
Senate Appropriations Committee staff, the Director's letter to
Senator Russell dated 23 December regarding a withdrawal from
the reserve.
Also left with Woodruff a paper on the impact of defense
expenditures in the US and USSR. Woodruff thanked me for this
and asked if we could give him any information regarding a com-
parison of last year's Soviet defense budget with their defense
budget for the coming year. I told him I was sure I could get this
and be back in touch with him.
Briefed Woodruff on the Chicom nuclear test of this morning
and informed him that the AEC had made an announcement con-
cerning this Chinese test at noon today. Woodruff was unaware of
the test and the announcement and thanked me for keeping him
informed.
Returned to Mr. Woodruff the notes which he took during
the briefing on the Agency budget on 18 December.
2. I I Handcarried to Robert Michaels, House
Appropriations Committee staff, the Director's letter to the Chairman
dated 23 December regarding a withdrawal from the reserve.
3. Talked with Chris Sylvester and
Miss Pat Byrne, on the staff of Senator Milton R. Young, concernin
the Senator's letter to Mr. Maury on behalf of
Sylvester and Miss Byrne that we had taken a very close look but had
found no opportunity to avail ourselves of 1 ::1 services and 25X1
did not anticipate any such possibility within the foreseeable future.
They expressed their appreciation for our willingness to look into
the matter.
Briefed Mr. Sylvester and Miss Byrne on the Chinese Communist
nuclear test of this morning so that they might pass this information on
to Senator Young. Although not in his office today, Senator Young is
in Washington and is expected to remain here.

4. Received a call from Mr. Ed Bauser,
Executive Director of the staff of the Joint Committee on Atomic
Energy, referring to the call the Committee staff had received this
morning from the JAEIC Secretariat on the Chicom nuclear test.
Bauser wished to double check on when the last previous Chinese
shot took place.
Bauser
thanked me and said that Representative Craig Hosmer had questioned
him regarding a possible announcement of the Chicom test. I relayed
this to who later reported to me that following the JAEIC 25X1
meeting, he informed Bauser regarding the AEC announcement of the
Chinese test. The announcement was made around noontime. According

2. Delivered to Grace Scott, in the
office of Representative William L. Scott, (R. , Va.), a suggested reply
to concerning traffic congestion within the Agency grounds.
3. Talked to Representative John C. Culver,
(D. , Iowa), concerning the present status of Culver
understood the situation and said he would treat the information as classi-
fied.
1. I I Miss Schrote, in the office of
Representative Donald E. Lukens (R., Ohio), called referencing a "CIA
dispatch" in her possession dated 13 December 1968 and dealing with the
Congressman's experiences in Biafra. The "dispatch" according to
Miss Schrote, said that more information would be forwarded and she
wanted to know whether we had the additional information referred to.
Eventually, it was established that she was referring to an FBIS take of
an AFP story following bombing and strafing raids of a Biafran town
by Nigerian planes. With the aid of FBIS and the Watch Center, the
follow-up report dated 19 December 1968 was located and read to her.
She requested that a copy be sent to their office and this was done.

5. Met with Mr. J. R. Blandford, House Armed 25X1
Services Committee, and received back from him the documents provided
as a follow-on to briefings provided while he was in the Far East.
Mr. Blandford requested comment on a WASHINGTON POST news
item relating to testing of space vehicles. He did not have the item at
the time of our meeting; but when the item was received later, it turned
out to be the Wilson WASHINGTON POST item of 4 December relating to
Soviet testing of maneuverable "satellite inspection" vehicles. I will
close out this item with him tomorrow.
I briefed Mr. Blandford on the following items: Chicom preparation
for a nuclear test; current status of the SS-13 Soviet ICBM; the 18 December
Soviet MRB test; and the construction of surface-to-air sites in Cuba.

Representative Arch Moore (R., W.Va. ), and informed her that our Director
of Personnel has seen twice since I last talked to her, but that
remains adamant that he will not agree to go overseas until he has
received a promotion. I told her that in the circumstances it appears there
will be no solution to this problem before Representative Moore closes his
office. Mrs. Terry understood the situation and said she would pass this
information on to Moore.

6. Mr. William Woodruff and Mr. Robert Michaels,
Senate and House Appropriations Committee staff members, visited the
Agency for budget briefings. Presentations were also made b Carl Duckett,
John Clarke and Also
present from the Agency were Mr. Maury and Tentative plans
were made for a luncheon meeting with for a general overview
of FE activities and a possible visit to Specific questions presented
earlier by both Messrs. Michaels and Woodruff concerning recent withdrawals
from the reserve were fielded to the satisfaction of both individuals. Mr.
Woodruff and Mr. Michaels expressed their appreciation and noted the real
benefit provided for their Chairmen and Committees by such meetings.

8. Office of 25X1
Personnel, called to get a rundown on our meeting last Friday in Senator
Bayh's office to pass on to our recruiter, who was to see 25X1
Senator Bayh soon in Indianapolis at the latter's request (see Memorandum
for the Record). Later, in absence, 25X1
advised that the meeting did not take place and that apparently one aspect of
the Indiana University recruitment situation causing some confusion in
Bayh's mind was whether a smoke bomb or some other type of bomb had been

7. Received the rough draft of a proposed
report on social security and Federal employment to the House Ways
and Means Committee and the Senate Finance Committee dealing with
gaps in Federal staff retirement systems; relationship between Medicare
and Federal employees health benefits program; and annuitants of Federal
staff retirement systems who also qualify for "heavily-weighted" social
security benefits. The dead line for the Agency comments on the draft
report to the Social Security Administration is 20 December, and
O/Personnel, is working on them.

2. I I Met with Mr. William Woodruff, Senate
Appropriations Committee staff, and delivered to him for Senator
Russell a notification of a release from the Agency reserve. Although
not at all critical, Mr. Woodruff indicated that the notice of withdrawal
was one for expenditures worthy of further discussion. It was suggested
to Mr. Woodruff that we would be able to cover the matter in more
detail in the meeting scheduled for Wednesday with him and Mr. Michaels.
Among other items, I briefed Mr. Woodruff with regard to the
preliminary analysis of the 1969 Soviet budget and economic plan. Mr.
Woodruff is appreciative for having this item brought to his attention
and suggested that it would be well if the Agency would update the paper
on the Soviet defense budget that had been previously provided for Sena-
tor Stennis' use. The Office of DD/I has been advised.
Confirmed with Mr. Woodruff the briefings and lunch for
Wednesday, 9 a. m. , here at the Agency.
Briefed Mr. Woodruff on the following items: Moscow ABM
launch sites; Soviet forces remaining in Czechoslovakia; continuing
pressure on the leadership of Czechoslovakia; the lowering of tensions
in Western Europe; North Korea expanding UW forces; Chicom production
of MIG 21's; and the Chicom strategic missile program.

5. Met with Mr. Robert Michaels, House
Appropriations Committee, who had been away from the city for the
last week on Committee business. I delivered to him for Chairman
Mahon, two letters concerning release from the Agency reserve.
The earlier letter concerning statutory increases was commented on
by Mr. Michaels as being in accord with the Committee determination
on this matter. Today's letter relating to certain expenses and
related support costs was immediately questioned by Mr. Michaels.
I related the background in only the most general terms and suggested
that these items could be discussed in more depth in the meeting on
Wednesday with Colonel White, Mr. Clarke, and This
is more than satisfactory to Mr. Michaels.
I briefed Mr. Michaels on several items. Of particular interest
to him were the preliminary analysis of the 1968-69 Soviet budget and
the reduction from 16 to 8 Moscow ABM launch sites. Mr. Michaels
will be interested in discussing the importance of these two items
further when he meets with us on Wednesday. I also briefed Mr.
Michaels on the following items: Soviet forces remaining in Czechoslovakia;
continuing pressure on the leadership of Czechoslovakia; the lowering of
tensions in Western Europe; North Korea expanding UW forces; Chicom
production of MIG 21's; and the Chicom strategic missile program.
Mr. Michaels noted as we were parting, that a press item had
been brought to his attention concerning recent Pravda statements
taking the Chicoms to task on "collaboration with the United States" by
their "handling of preliminary arrangements for the meeting of ambassa-
dors on trade matters in Warsaw and the failure for the first time to
demand withdrawal of the Sixth Fleet and other support for the Taiwan
Government. " Mr. Michaels would be interested in any further informa-
tion available concerning a possible new emphasis in the Sino-Soviet
split.

7. Miss Gwen Luty, in the office of
Representative B. F. Sisk (D., Calif. ), called on behalf of a constituent
whose son was killed in Saigon in April 1968. Later, based upon the
advice of Personnel and Security, I advised that we had no record of
and she said she would call AID. Miss Luty
said she had been referred to us by the Department of State.
8. Spoke further with Mr. Slaton, Social
Security Administration, concerning the CIA Retirement Act and the
meaning of the term "qualifying service. "

2. I I Accompanied I I to meet with
Senator Milton Young (R., N. Dak.) and provided a world roundup briefing
in response to the Senator's request. The Senator had originally expressed
particular interest in the harassment of U. S. shipping in the Philippines,
but after this had been covered he asked a number of questions covering
trouble spots throughout the world.
3. In response to a call from Stephen Lesher, 25X1
in the office of Senator Birch Bayh, and I called on Lesher and 25X1
explained the background of the withdrawal of an Agency recruiter from the
campus of the University of Indiana. Le she r' s main concern was how to
respond to inquiries from the Indiana press, and after checking with Mr. Goodwin
we advised Lesher to refer any press inquiries directly to Mr. Goodwin.
Lesher explained that the Senator was a bit unhappy that the Agency had found
it necessary to withdraw the recruiter after the University administration had
given assurances of protection.

Armed Services Committee, who advised that Representative William Bray
called from Indiana and was "teed off" with the Agency. Mr. Blandford related
that a sit-in was in progress at the University of Indiana involving our recruiter;
a stink bomb was thrown; and our recruiter "took off. " Mr. Bray apparently
commented that he didn't feel that this was the type of person the Agency should
be sending to the University. I advised Mr. Blandford that from the information
he had given me, it would appear that the recruiter was acting in accordance
with long-standing instructions. The Director does not want our people
involved in confrontations between demonstrators and university administrators
and faculty; that they are under instructions to withdraw under such circumstances.
I also advised that I was not familiar with the case in hand but that I would check
it and be back in touch. Mr. Blandford recommended that we contact Mr. Bray
dire ctly.
5. I As a follow-up to call from 25X1
Mr. Blandford (see item 4), I called Miss Gibson, in the office of Representative 25X1
Bray, to say I understood Mr. Bray was concerned about the withdrawal of our
recruiter from the University of Indiana campus and I would be glad to explain
the circumstances. I explained that:
a. In accordance with the request of Mr. Bray's office yesterday,
I had called in Indianapolis around lunchtime and told 25X1
(who was understood to be lunching at that time with President Sutton of
the University) that unless trouble developed we hoped to continue our
on-campus recruiting at least until Friday, 13 December.
b. However our recruiting officer is under firm instructions to
withdraw if his presence on the campus threatens to provoke trouble.
c. Unknown to me at the time of my conversation with 25X1
apparently our recruiter was encountering some difficulties and after
consultation with the Dean of the University in Bloomington decided to
withdraw.
d. Moreover most of the applicants at the University had already
been interviewed and the remainder would be contacted individually at
at an early date.
Miss Gibson commented this was no longer Mr. Bray's district and
she was not up-to-date on the press play the situation was getting in Bloomington.
However she seemed fairly relaxed about the matter and said she would explain
the above to the Congressman.

7. Received a call from Mr. Austin
Smith, House Appropriations Committee staff, who requested advice
for Representative Melvin Laird's staff concerning records of Mr.
Laird's travel over the past several years as a member of Congress.
I suggested contact be made with the office of Mr. William Hunt,
Security Officer, DOD, and Miss Jackie Bunn, Congressional Travel
Assistant, Office of the Secretary of State for Legislative Affairs. Mr.
Smith did not feel that we would have records on such travel but was
looking for advice on the proper offices to contact.
8. Received a call from
OS/EAB, who advised that an Agency employee during interview
involving the trials and tribulations of Agency employment had indicated
that she was considering taking her problems to a member of Congress
from Maryland. felt that the individual may well be dissuaded
by current handling of the problems at hand. See Memorandum for the
R ecord.
9. Delivered to the office of Senator Mark O.
Hatfield (R. , Ore. ) a suggested reply to a constituent inquiry, which was
to be used in a college debate, concerning CIA actions in various countries
and the extent to which the Agency is subject to Executive direction.

11. I Mr. Irving Jacobs, Social Security 25X1
Administration, called in connection with the transfer of credit proposal
being sent to the Agency for coordination and said the Agency responses
should be received by 20 December in order to meet their deadlines and
that they would hope that our response would include any suggestions which
we may have and a statement on whether we wish the CIA Retirement Act
to be included in the proposed legislation. The proposed report fron
Social Security is to be in our hands Monday morning.

12. I I Mr. Slaton, of the Social Security
Administration, called and I answered his questions concerning the CIA
Retirement Act, specifically on the payment of interest on refunds and lump
sum payments and appropriations for unfunded liability.
13. Met with Nick Van Nelson, in the office 25X1
of Representative Charles Bennett (D. , Fla. ), in connection with the employment
application of Mr. Van Nelson said he clearly understood our 25X1
position and felt that the letter to Mr. Bennett which I gave him would satisfy
their interest.
15. In the late afternoon, Miss Gibson, in the 25X1
office of Representative Bray, called to say that the Congressman had called in
from Indiana and she had conveyed to him the substance of our explanation of the
University of Indiana recruitment incident (Item 5 above). Miss Gibson quoted
Mr. Bray as saying they are not too happy out there " and he is "very
disappointed" but Miss Gibson said she didn't think there was anything more

1. I At noon today I received a call from Robert 25X1
Keefe, Administrative Assistant to Senator Birch Bayh (D. , Ind. ), who said
Bayh's Washington office had just received a call from their Indianapolis office
registering concern that Agency recruiters on the University of Indiana campus
at Bloomington were about to withdraw from the area in the face of hostile
demonstrations. Keefe explained that President Sutton of the University was
determined to prevent disorder and had publicly committed himself to ensuring
the protection of the CIA recruiters. President Sutton therefore urged that
the Agency recruiters stand firm since for them to withdraw at this stage
would undercut his own position.
I reported the foregoing to I Iwho said there had been some STAT
incidents on the campus aimed at our recruiters but it had been decided they
would finish out the day there and return tomorrow morning as scheduled.
However, if tomorrow there is any threat of serious incidents they will be
instructed to withdraw immediately.
I called Mr. Keefe back and reported the foregoing to him.
At about 1:30 of this Office, received a call from 25X1
Miss Dottie Gibson, Executive Secretary to Representative William Bray
(R. , Ind. ), saying that a close friend of the Congressmen, 25X1
was lunching with President Sutton and was anxious to get in touch with the
Congressman. Bray's office was unable to reach the Congressman, and
Miss Gibson asked if we would call
directly to discuss the matter 25X1
with him. Accordingly, I called Fat the Athletic Club in Indianapolis
(where he and President Sutton were apparently having lunch) at about 2:00
and recapitulated the situation on which he by then seemed to already be up-
to-date. He reiterated a strong recommendation that the Agency hold firm,
and I told him that I understood we plan to continue on-campus recruiting
tomorrow unless serious difficulties arose. He emphasized the University
was "behind the Agency one-thousand percent" and I thanked him warmly for
this report.
The matter was closed out with both Representative Bray's office and
Senator Bayh's office.
2. I spoke with Fran Voorde, of Senator Bayh's 25X1
office, about 3:00 and told her of my above mentioned phone conversation
with which apparently satisfied her. She thanked me and said that 25X1
she would pass this information on to Mr, Keefe who was following the matter
on behalf of Senator Bayh.

I called Mr. Charles E. Campbell, Legislative Assistant to Senator Richard B.

construction firm in Vietnam.
7. In connection with a letter from Representative 25X1
Clarence Miller concerning the interest of the Rio Grande College in
recruitment of retiring Agency employees with Ph. D. degrees for their

1. I I Met with Mr. Philip Kelleher, Counsel,
House Armed Services Committee, who is retiring tomorrow from the
Committee and completed with him a Termination Secrecy Agreement.
After some leave, Mr. Kelleher intends to continue to be active in Hill
circles on a management consultant basis.
2. I I met
with Representative Ogden Reid (R. , N. Y.) in response to his request
and updated the information previously provided concerning the Soviet
Union and the Middle East with particular emphasis on Israeli-Jordanian-
UAR affairs.
3. Met with Mr. Frank P. Sanders, House
Appropriations Committee staff, and discussed with him the recent trip
to Europe with Representative Glenard Lipscomb (R. , Calif. ), et. al.
Mr. Sanders advised that from a business point of view, the trip had been
a very good one. He noted that Representative Lipscomb had advised him
that the meeting and briefings by Agency representatives had
been very rewarding. Mr. Sanders noted that in addition to briefings,
our people had apparently been able to field all of the multitude of questions
that Mr. Lipscomb had developed on the trip prior to the meeting. Mr.
Sanders further noted that Mr. Lipscomb rated the meeting a real plus for
him on the trip.
4. Met with Mr. John F. Sullivan,
Administrative Assistant to Senator Daniel B. Brewster (D. , Md.). Mr.
Sullivan advised that he will be joining Senator John Stennis (D. , Miss. )
on his personal staff probably as Legislative Assistant after the beginning
of the new Congress.

Committee staff, that we were unable to identify

Department of Army; that even though I had checked the Military Registry
for him, certain components of Army are free from registering such
personnel. Mr. Preston was most appreciative.
7. Mr. Irving Jacobs, Social Security
Administration, called to report that the transfer of credit proposal from
Federal staff retirement systems to Social Security will be sent to the
Agency, State and CSC for coordination.
8. Messrs. Maury and had a good talk
with Mr. Joseph Blake, Legislative Assistant on the staff of Senator
Gordon Allott R. , Colo. ). Mr. Blake was visiting the Agency as a guest
of of the office of the Executive Director-Comptroller.
We expect to have further contacts with Mr. Blake in the future.
9. Senator Milton Young (R. , N. Dak.) called
and said that, while at Pearl Harbor recently, he discussed with some of
the people there the situation involving Phillipine restrictions on shipping
into the Islands. He asked if we would give him a briefing on this on Friday,
13 December, at 1030 hours. I told him we would be happy to do so. I
contacted who will put together the necessary briefing and also
be prepared to give the Senator a world-wide wrap-up if he desires it.
10. Senator Henry Jackson (D. , Wash.) called from
Seattle and said he would like to see us on Friday morning to discuss a case
of who engaged in a hazardous mission on several occasions. He
said he would bring material with him on the case and we could discuss it
then. It was apparent that Senator Jackson is referring to the case of

5. Called on Senator Claiborne Pell (D. , R. I.) who
discussed his impressions from his recent travels in Eastern Europe. The
Senator said that while at one time he had hoped for the gradual breaking
away of the Eastern European countries from Moscow control, his recent
trip convinced him that this was not going to happen in the foreseeable future,
and that the Soviets would move with force, as they had in Czechoslovakia,
whenever they thought it necessary to retain their essential control. The
Senator speculated that there could be no real relaxation of Soviet control in
Eastern Europe until a more moderate leadership came to power in Moscow,
and that this was "a long way off. "
The Senator said he heard from a reliable source while stopping in
France that deGaulle had been secretly informed 24 hours in advance of the
Soviet move into Czechoslovakia. I said so far as I knew we had no evidence
that would support this story.
Senator Pell spoke of his concern that the U. S. had no advance warning
of the Soviet move. I explained we had good coverage of the Soviet military
posture at the time but only lacked inside information on the political decisions
in the Politburo. Senator Pell said he thought we had "Moscow pretty well
covered by internal agent networks. " I said political intelligence was often
the hardest kind to get--that politicians were fickle and unpredictable people
and nobody knew what they were going to do next. I said that for this reason
the Soviets probably had as much trouble with political intelligence as we
did, and suggested this might explain some of the apparent Soviet blunders
of recent years.
6. Received a call from J. G. Sourwine,
Senate Internal Security Subcommittee, who asked if we knew about
He indicated that he could call
directly but wanted to double check before he made the call. I advised that I
knew of no continuing ties with= that would create any problems for the
Agency but that I would check and be back in touch with him. After contacting
DD/I, and DD/P, I advised Mr. Sourwine that
any inquiry he might make at would not "embarrass" the Agency. Mr.
Sourwine thanked me for checking for him and just indicated that he wanted
to be sure before checking further.

request that be made available to the Senate Internal
Security Subcommittee and informed him that the House Committee on
Un-American Activities had put in the first bid for Sourwine
accepted this although he was displeased and subsequently called Mr.

Donald J. Riegle (R. , Mich. ), called to let me know that the Congressman
had interviewed and wanted the Agency to know that he has
no way of knowing whether information is of any consequence.

1. I Hand carried to Senator Ellender's 25X1
office an FBIS item commenting on the Senator's visit to the Soviet
Union.
2. I Met with William Woodruff, on the staff of 25X1
the Senate Committee on Appropriations, and left with him a letter from
the Director to Senator Richard B. Russell covering a withdrawal from
the reserves.
I left with Woodruff an FBIS item containing an Izvestia comment on
remarks made by Senator Russell during the secret session of the Senate
on the Sentinel program as the record of that session was subsequently
released. Woodruff was very interested in this item and said he planned
to bring it to Senator Russell's attention. (This had to do with Senator
Russell's remark that if there were a nuclear holocaust and no one was
left but Adam and Eve, he hoped they would be Americans and not Russians. )
Mr. Woodruff said he was confident that Senator Russell would follow
precedent and appoint Senators McClellan and Ellender, next ranking
members of the Defense Subcommittee, to the vacancies created by the
retirement of Senators Hayden and Hill.
I advised Mr. Woodruff that a review of our Library staff situation
indicated there would be no openings in the foreseeable future, therefore,
it appeared an interview would serve no useful purpose at this 25X1
time. Woodruff thanked me for looking into this and said this was what he
wanted to know.
3. Hand carried to Colonel Haaken Lindjord,
on the staff of the Senate Subcommittee on National Security and Inter-
national Operations, an FBIS item containing Soviet comments on Senator
Jackson's address at the North Atlantic Assembly Meeting.

5. I Received a call from Mrs.
Pat Hutchinson, Assistant to Representative John J. Rhodes (R. ,
The son of a close friend of Representative Rhodes, a

is doing a master's degree thesis on U. S. policy considera-
tions and activities in Laos and would like a briefing by CIA, if possible.
After discussion Mrs. Hutchinson agreed that such a briefing by CIA
would not be appropriate. She will put in contact with the
Desk Officer in the Department of State. No further action is required
on this matter.
6. Talked to Lt. Col. Ben Outlaw, who called
for Jack Stempler, Assistant to the Secretary of Defense for Legisla-
tive Affairs, concerning Agency clearance procedures for members of
Congress. He was particularly interested in whether Representative
Melvin Laird (R. , Wis.) sat on any committees which are provided
special briefings by the DCI. I confirmed for him that we do not "clear"
congressmen and that Representative Laird, as a member of the
Defense Subcommittee of House Appropriations, has been present at
briefings by the DCI. I further advised that Mr. Laird, however, is
not a member of the special CIA Subcommittee.
7. Met with Mr. J. R. Blandford, House Armed
Services Committee, and in response to his query, briefed him on the
North Korean surface-to-air missile system utilizing the Omemo-
randum of 5 December together with the map attached of the North
Korean SAM sites. The memorandum and attached map were returned
to the Agency.

House Foreign Affairs Committee, and advised him
about whom he had inquired earlier, has been
approved for employment in the GS-4 level. Mr. Crawford was most
appreciative.
9. Met with Mr. John Reddan, Counsel,
Hardy Subcommittee for Special Investigations, who advised that the
Subcommittee will be holding follow up hearings as a result of the
survey trip to the RIO Pact and ANZUS Pact countries. Hearings are
tentatively set for the 19th but will not involve the Agency. It is not
anticipated at this time that any further support or assistance by the
Agency will be required.

10. Met with Mr. Charles Johnson,
Staff Director, House Post Office and Civil Service Committee, who
advised that the Committee has not seen the Kappel report and has
little more information about it than has been seen in the Jerry Klutz
column. In consequence, he is not able to discuss it with any authority.
He noted that it is somewhat surprising that the Committee and the
people at the Civil Service Commission did not consult with the Post
Office Committee members since much of the executive pay positioning
in the 1964 Pay Act was the result of Committee rather than Civil
Service Commission thinking. In passing, Mr. Johnson noted that
should the Kappel report downgrade the relative standing of executive
positions such as the DCI, the Administrator of Veterans Administra-
tion or the Comptroller-General, appropriate corrections would have
to be made by the Committee through new legislation.
11. I Met with Mr. James Wilson, House Science
and Astronautics Committee, and briefed him on the following items:
Soviet preparation for flight test of their largest space booster;
doubtful moon shots by the Soviets by December; and, Soviet demonstra-
tion of fly-by-rendezvous techniques. Also discussed briefly with Mr.
Wilson, the George Wilson WASHINGTON POST item of 4 December.
It was indicated that George Wilson enjoys a high professional reputa-
tion with the Science and Astronautics Committee. He has been found to
be most cooperative and competent in his dealings with the Committee.
12. I Bud Myers, in the office of
Representative Andrew Jacobs, (D. , Ind. ), called to inquire if there
is a public law prohibiting discussion of CIA. He said that an Indiana
college professor had been in touch with them because students at an
Indiana university had challenged an Agency recruiter to debate and he had
told themthat he could not debate because of such a law. I told Myers
I felt there had been a misunderstanding as there is no such law
although it is standard Agency practice not to comment on Agency
affairs for reasons which are apparent. I also referred him to the
National Security Act of 1947 creating the Agency and the section which
requires the Director to protect intelligence sources and methods.
Myers said this would be more than adequate for his purposes.

Representative Dave T. Martin (R. , Nebr. ), concerning a request for
information about the Agency from a constituent, I
noted that had also written to the Agency and that we had
responded directly to her. I furnished a copy of this correspondence to
Miss Heitz who thanked me and said they would respond simply by noting
that the Agency had informed them of our response.

of Senator Abraham A. Ribicoff (D. , Conn. ), and suggested that they furnish
the name of directly to the constituent who is interested (b)(6)
in exploring possible contract work in the field of optics with the Agency rather STAT
than trying to carry on negotiations through the Senator's office. Miss Rodgers
said she would do this and would be in touch if any further information is
necessary.
3. Donald R. Sarff, in the office of Senator 25X1
Moss (D. , Utah), called with regard to a constituent inquiry about Government
agencies which might be interested in a contract translations service. I told
Sarff that in view of the Utah location of the service I was doubtful that it
could be of service to the Agency but suggested that he send a copy of the
letter to us and I would determine if there is any interest.
5. Spoke with Mr. John Slaton, Social 25X1
Security Administration, who was interested in several portions of the
CIA Retirement Act. I explained these portions to him and sent him a copy
of P,L.88-643. Mr. Slaton's inquiry is related to the transfer of credit proposal
now being drafted. (See Journal item of 15 November. )

Legislative Director to Senator Gaylord Nelson (D., Wis.), concerning
a letter to The writer of that letter is interested in 25X1
obtaining Agency employment which is made clear in letter to 25X1
the Senator which also should have been referred to as. Cherkasky recognizes
Agency opportunities to use are virtually nonexistant 25X1
and the Senator's responsibility was merely to see that the request got into
appropriate hands. Personnel will prepare an appropriate response.

2. Miss Carol Tuchmann, Legislative
Assistant to Representative Ogden Reid (R. , N. Y. ), called and requested
updating of information on the Soviet Union and the Middle East. A
meeting with Mr. Reid was scheduled tentatively for 10:00 a. m.

3. and I paid a courtesy call on Senator 25X1
Birch Bayh (D. , Ind. ). We congratulated the Senator on his electoral victory
and told him we would be happy to set up a briefing to bring him up-to-date
on developments which had occurred while he was away from Washington
during the campaign and the election. He said he would appreciate this
and asked a few general questions about the Soviet space program and
about conditions, particularly the military situation, in Vietnam. I
covered these matters in very general terms and said we would be glad
to produce an expert for a more detailed presentation at his convenience.
He said he would particularly like to hear from Mr. Carver regarding Vietnam
at some later date.
4. John Lofton, on the staff of the Republican25X1
Congressional Committee, called and requested a subscription for the
Committee's use of the FBIS Area Books in lieu of the White Book they are
now receiving. I reminded him of the holddown procedures applicable to these
official use only publications which I had discussed with him previously and
he said they would be glad to receive these reports under these conditions.

Mr. Lofton, referring to the recent article in the Baltimore Sun on
the FBIS operation, expressed his opinion that we would probably prefer not
to have the FBIS operations publicized. I agreed with him in general, pointing
out some of the problems.

5. and I paid a courtesy call on Senator-
elect Marlow W. Cook (R. , Ky.) explaining to him that any time he wanted
to hear something about the Agency and its functions, or get a substantive
briefing on some matters within the Agency's jurisdiction, we would be glad
to set up something . We also said we would be happy to have him visit
the building for lunch sometime. He said he appreciated our offer and would
take advantage of it after he gets settled in Washington in January. He
expressed no particular knowledge or interest regarding the Agency but
did remark that our image was not particularly good. We said we realized
this and thought it was due to some fairly wide misconceptions regarding
our mission and functions, which we would be glad to explain to him at his
convenience. He said this would be fine.
7. Hand carried to William Woodruff on the Senate
Appropriations Committee staff, a paper prepared by OER on the agreements
between the Soviet Union and India for the purchase of Soviet aircraft and
submarines. Woodruff said this was precisely what Senator Milton Young
wanted.

Services Committee staff, in response to his question of yesterday and

concerning maintenance of peace in the Middle East. Mr. Blandford
noted in passing that Chairman Rivers returned to the city this afternoon,
but had not yet talked with him.
I briefed Mr. Blandfordon the following items: Israeli response to
Arab provocations, Soviet weaponry in Mongolia, and Soviet recall of
ambassadors for discussion prior to the December meeting of the Supreme
Soviet.

4. Met with Mr. Robert Michaels, House
Appropriations Committee staff, and scheduled with him a joint briefing
with William Woodruff, of the Senate Appropriations Committee staff,
on Wednesday, 18 December. Mr. Michaels requested that I reconfirm
the date with him a few days in advance.
Discussed with Mr. Michaels in somewhat more detail the General
Accounting Office report to the Congress of 14 November concerning
military airlift contracts in support of Vietnamese operations. Mr. Houston
has been advised. Also discussed with him the Wilson column in this
morning's Post relating to Soviet Cosmos satellites.
Mr. Michaels noted in passing that he had mentioned to the Chairman
the Director's availability for briefing if desired while the Chairman is in the
city.
I briefed Mr. Michaels on today's Bulletin items relating to Soviet
statements concerning peace in the Middle East, Israeli response to Arab
provocations, Soviet weaponry in Mongolia and Soviet recall of ambassadors
for discussion prior to the December meeting of the Supreme Soviet.
5. Met with Mr. Joseph E. Winslow, House Post 25X1
Office and Civil Service Committee staff, who advised that he is in the process
of drafting the Subcommittee report on position classification standards. Mr.
Winslow advised that his present outline does not include any information of any
meeting with CIA or classification standards and systems employed within the
Agency. The Committee draft should be finished sometime after the first of
the year. Mr. Winslow foresees no problems or questions on the final handling
of the report of concern to the Agency.

1. I I Spoke with Mr. Lewis Andrews,
in the office of Representative Thomas J. Meskill (R., Conn.), and told
him that we could be of no help for a graduate student constituent who
is shopping for Federal employment in lieu of being drafted for military
service. Andrews expected this response but felt he had to make the
inquiry anyway. This call was initially received by an Agency telephone
operator who referred it to Office of Security.
2. I James Kendall, Chief Counsel, Senate Sub-
committee on Preparedness Investigation, visited the Agency for lunch
and a briefing. He was briefed by Mr. George Carver (SAVA) on the
current situation in Vietnam and by Mr. Bruce Clarke (D/SR) on the
Czech crisis and the current status of Warsaw Pact Forces. Messrs
Maury, were also present.
3. Talked to Jay Sourwine, Chief Counsel,
Senate Internal Security Subcommittee, concerning the plans for S. 2988
in the next Congress. Sourwine said that he thought the bill as marked up
in the Subcommittee, which has not yet been printed, will be introduced
early in the session and if we have any thoughts with regard to it we should
get in touch with Senator Eastland before the end of the year.
4. Delivered to Mr. Marian Czarnecki,
Staff Consultant, House Foreign Affairs Committee, for Representative
Selden the press items clipped by Mr. Czarnecki
expressed Representative Selden's appreciation for this follow through by the
Chairman Selden's request during his trip.

5. Met with Mr. Robert Michaels, House
Appropriations Committee staff, and brought him up-to-date on the back-
ground and Agency position relating to the Hyland and Shryock forthcoming
book The Fall of Khrushchev.
Mr. Michaels provided a copy of the Comptroller General report
to the Congress "Difficulties Encountered in Arranging Air Support
Services for U. S. Contractors in Vietnam" for our information. Although
Air America does not appear to be mentioned by name, the costs of airlift
support for military activities across the board is questioned. Mr. Michaels
also provided a copy of a paper titled "Intelligence and National Security" by
William R. Harris, Center for International Affairs, Harvard University,
which was forwarded to Chairman Mahon by the author. Mr. Michaels
requested informal advice for the Chairman as to the completeness and
accuracy of this paper.
Mr. Michaels noted that one of the papers during the last two or
three days had carried a report on Soviet nationals in North Vietnamese uniforms
with North Vietnamese units in the vicinity of DaNang. I advised that I was
not familiar with the item but that I would check it for him. At the conclusion
of briefing Mr. Michaels on some thirteen items he noted that the Chairman
is in town but has not been in contact with the Committee staff. Mr. Michaels
does not believe that Mr. Mahon will be interested in any briefings while he is
here since he has not yet had time for any vacation. See Memorandum for the
Record for listing of briefing items.
6. Called Mr. Lee Williams, Administrative
Assistant to Senator J. W. Fulbright, to explain the background of the
Washington Post story regarding the publication "The Fall of Khrushchev"
(see Memo for Record).

7. Met with Mr. J. R. Blandford, House Armed
Services Committee staff, and discussed the background of the Washington
Post report this morning relating to the Hyland and Shryock book The Fall
of Khrushchev. Mr. Blandford was not too critical of the situation, but
rather appeared to appreciate the difficulties encountered by the Agency in
a case of this nature.
As a follow up to Mr. Maury's conversation with Chairman Rivers
last week, I delivered to Mr. Blandford a0 memorandum dated 29
November 1968, "Airplane Hijacking to Cuba. " After some discussion Mr.
Blandford surmised the Chairman's position that this hijacking seems to
have gotten completely out of hand. Any remedy that Mr. Blandford might
suggest at the moment, however, would look to the responsibility of the
Department of Justice.
Mr. Blandford is very interested in the press reports on Soviet
statements concerning Soviet desire for peace in the Middle East and
requested we look into the background of these press items for him. I
briefed Mr. Blandford on the following items: Soviet preparation for
testing of a space booster to be used in manned lunar landings, Chinese
Communist expanding road network into northern Laos, Chinese Communist
construction of air raid shelters in the northeastern industrial area, and
Rumanian resistance to economic and other Bloc pressures.

1. I Made final arrangements with Mr. James
Kendall, Chief Counsel, Senate Subcommittee on Preparedness Investigation,
for his luncheon visit to Headquarters tomorrow.
2. Met with William Woodruff, on the staff of the
Senate Committee on Appropriations, and discussed with him a number of
items including the proposed Bureau of the Budget bulletin on the subject of
reports on Government research contractors. Woodruff suggested that we
prepare the material described in the bulletin and transmit it to the chairmen
of our Subcommittees. He advised against submitting the material to the
Democratic Policy Committee.
I raised with Woodruff the possibility of a joint budget session
with Bob Michaels, of the staff of the House Appropriations Committee,
sometime during the week of December 16. Woodruff said this would be
fine with him. We are to advise him of a specific date.
I briefed Mr. Woodruff on the following items:

of new missile patrol boats from the Soviets; %
e. ChiCom preparations for another nuclear test;
f. Status of the Pueblo;
g. Fitter deliveries to Bombay;

guarding the Pacific approaches.
Woodruff was interested in this information, particularly the
item concerning Soviet shipments of SU-7's to India. He asked for a short
paper on the subject of the Soviet deals with India for both aircraft and
submarines for Senator Milton Young (D. , Ohio). Senator Young is
particularly interested in the details and financial arrangements of these
contracts.
Woodruff mentioned that Senator Milton Young's meeting with
had been extremely useful. He said in a brief
meeting had been able to put across some points with Young which
Woodruff had been unable to accomplish in several conversations with him
on the subject.

3. Talked with Darrell St. Claire, Assistant
Secretary of the Senate, regarding offices which have been set up for new
members of the Senate. St. Claire said that only a few of these new members
have checked in and he is not aware of their office arrangements as yet. He
said that he would advise me when this information was available however
(we are interested in making contact with these new members as soon as
it is practical to do so).
4. Met with Edward Bauser, newly appointed Staff
Director on the joint Committee on Atomic Energy, and alerted him to the
possibility of another Chinese nuclear test sometime before the first of the
year. Bauser was naturally very interested in this and said he would
appreciate any additional information we could provide him. Bauser showed
me a copy of a suggested letter which he had prepared for Senator John O.
Pastore (D. , R. I.) to send to Chairman Seaborg, of the Atomic Energy
Commission, expressing concern over the recent agreements with the
government of Romania regarding peaceful uses of atomic energy. The
letter is quite general in nature but Bauser expressed concern that the
consummation of such agreements between Romania and the U. S. could only
serve to create further unnecessary friction between Romania and the U. S. S. R.
and give the Soviet Union additional justification (in the Soviet view) for taking
action against Romania in a manner similar to that which occurred in
Czechoslovakia.
5. Talked briefly with Bob Michaels, on the
staff of the House Appropriations Committee, regarding the timing of a
briefing on the Agency budget during the week of 16 December. Michaels
indicated that he would be available other than Monday, the 16th. We are
tentatively shooting for Wednesday, December 18.
