Dear Admiral Turner:
Presidential Directive/NSC-42 directed an interagency
study of options for integrating remote sensing systems
into an overall national system. Tre first phase of tY~at
study is near completion, and a draft report addressing some
of the technical and cost factors involved in different
levels of remote sensing systems integration is now being
reviewed by your representative. We expect to complete this
interagency review in the next few weeks.
I wish to stress that this draft does not represent the
full report called for in PD/NSC-42 and Jim McIntyre's
memorandum to me of February 1, 1979. We must now turn our
attention to the policy, management, and institutional
aspects of the nation's remote sensing programs, and take
into consideration as well the interagency work done on
public sector involvement possibilities, meteorological
satellite system convergence, and oceanic satellite
demonstration activities.
Since our overall deadline for a complete report to the
Policy Review Committee (Space) is mid-August, we will have
to streamline our remaining study activities and make the
most effective use of the time remaining. I have selected
Dr. Anthony ~. Calio, NASA's Associate Administrator for
Space and Terrestrial Applications, to head this effort.
I envisage him working with a small, high-level group to
examine the sensible significant policy directions the
United States might take in remote sensing, the several
basic management approaches that could be considered, and
the various institutional structures that would be responsive
to the defined national requirements.., To conserve scarce time
and manpower, we propose to first outline a "straw man"
document and then engage the group to assure that all pertinent
points are adequately treated. I feel this approach will
assure that there is no forced compromise of valid positions
and that the resultant report will be a proper basis for the
PRC(S) deliberations.

As directed by PD/NSC-42, in the FY 1980 budget review OMB examined
Shuttle operational management responsibility as currently planned by
the agencies. The only near-term issue identified in this area was
the extent to which the Department of Defense plans to make use of
facilities at the Johnson Space Center for monitoring Shuttle launch
and flight data. In this connection, we understand that DOD is currently
studying the possibility of adding a dedicated DOD Shuttle Operations
Planning Center to a backup Satellite Test Center. (C)_
Because of the potential cost savings from avoidance of redundant Shuttle
control facilities, I am requesting that DOD, NASA, and the DCI cooperate
with OMB in the conduct of the study to determine whether a joint mission
control center or separate DOD and NASA facilities should be used to meet
out-year Shuttle mission requirements. DOD should also address the need
for a backup facility to the current Satellite Test Center. The study
should be completed by August 1, 1979, with an interim report by April 1,
1979. (C)

Dr. Brzezinski. OMB's contact point in this effort is Mr. Daniel H. Taft,

SUBJECT: Review of Peteorological and Oceanic Satellite
Programs
As directed by PD/NSC-42, during the FY 1980 budget review OMB conducted
an interagency crosscutting review of meteorological satellite programs
and the ZBB priority ranking of the proposed new start of a National
Oceanic Satellite System (NOSS). Concerning the meteorological satellite
programs, I have concluded that significant savings appear to be possible
from converging the civil and military programs. In this regard, as you
know, we are approaching a critical decision period for the selection of
next-generation meteorological satellite systems which will be needed by
DOD and Commerce for launch by the Space Shuttle in the 1985 time period.
I understand that the Policy Review Committee (Space) is tasked to assess
the feasibility and policy implications of program consolidation. In
addition, the Polar-Orbiting Operational Meteorological Satellite Control
Board (POOMSCB) is proceeding with a study of future system convergence
and is expected to have a draft study completed shortly. We will be very
interested in reviewing the POOMSCB's assessment of convergence alterna-
tives (covering technical, institutional, cost/benefit, efficiency, and
policy issues). Should a single operational management system be directed,
the question of timing and which agencies would develop and/or operate such
a system would also need to be addressed. The policy guidance of PD/NSC-37
should be considered in developing the options, as should approaches which
maximize the cost-effective utilization of the Shuttle (e.g., on-orbit
testing, retrieval, and refurbishment). In addition, the study should
include the option of consolidating the operational management of the

existing polar-orbiting satellites. I would appreciate it if the draft
report on the subjects outlined. above could be provided to OMB staff by
March 1, 1979, with copies to NSC and OSTP staff and. the Integrated Remote-
Sensing Task Force.
Pending completion of the ongoing review, I request that the agencies
involved not take any steps which might contribute to divergence of the
civil and military meteorological programs (e.g., unilaterally committing
to acquisition of a particular system for a next-generation polar-orbiting
meteorological satellite). ~'
Concerning oceanic satellite programs, during the FY-1980 budget review
the proposed initiation of NOSS was deferred for further consideration in
the FY 1981 budget review. I am pleased that the participating agencies
took the initiative to implement the President's guidance on close
coordination among the sectors of the space program. However, we were
concerned about the high cost of the project compared with current
uncertainty over the project's benefits. In addition, the relative
priority of NOSS in the agencies' ZBB ranking was considered, as was the
proposed funding arrangements under which NASA would pay most of the
project's cost.
If you intend to request funds in the FY 1981 budget for a new oceanic
satellite system, I would like you to analyze options to reduce the total
cost of the system while still maintaining the most important potential
benefits. It would also be very helpful if you would review alternative
funding arrangements for NOSS which. would increase the proportion of the
investment cost paid by the user agencies. A report on the issues outlined
above should be submitted to the Integrated Remote-Sensing System Task
Force by March 1, 1979, with copies to Dr. Press, Dr. Brzezinski, and
myself.

SUBJECT: Integrated Remote-Sensing Systems Study
As directed by PD/NSC-42, during the FY 1980 budget review OMB conducted
for the President a crosscutting review of strategies for the future of
our civil remote-sensing efforts. In this connection, the Administration
decided to commit to the continuity of remote-sensing data for civil use
through the 1980's. However, issues remain on the appropriate technology
mix, organizational arrangements, and potential to involve the private
sector. I would greatly value your-ideas on these issues.
Concerning the appropriate mix of remote-sensing capabilities to meet
the priority needs of civilian users in the 1980's, I understand that
the Task Force on Integrated Remote-Sensing Systems will examine the
relative value and capabilities of aircraft, satellite systems (including
classified), and Shuttle-based systems for meeting identified civilian
data requirements. We will be interested in reviewing the comparative
costs, benefits, and operating efficiencies of the various options in the
Task Force's report.
Concerning the organizational issues raised by PD/NSC-42, I would
appreciate it if the interagency Task Force on Integrated Remote-Sensing
Systems could examine an alternative which would provide for the designa-
tion of a single lead agency within the Government that could assume
operating responsibilities for future civil remote-sensing activities.
The lead agency could, for example, be responsible for:
? aggregating and determining Government-wide priorities for civil
remote-sensing information;
? establishing necessary procedures for encouraging private sector
involvement in remote sensing, including possible access to classified
systems (based on the results of the private sector involvement study
recently amalgamated with the Integrated Remote-Sensing Systems Study);

? establishing operational procedures for civilian use of classified
systems and technology;
? operating and supervising future dedicated civil remote-sensing
systems if and when these become justified;
? implementing appropriate pricing and financing policies for civil
remote-sensing activities; and
? establishing appropriate operational procedures for any future
international participation in civil remote sensing.
In addition, I have requested that interagency studies on both the
meteorological and oceanic satellite programs be provided to the Integrated
Remote-Sensing Systems Study by March 1, 1979, for integration into your
overall study effort.
I think that by continuing to work together on these issues we can make
a great deal of progress this year. This request for your further
assistance has been coordinated with Dr. Press and Dr. Brzezinski. OMB's
