On this dateof SAFSS called on the secure line concerning the captioned su sec . recounted how SLAMMER began under SECOM sponsorship, what the program was all about, and what the objectives were. Over my comment that I was rather familiar with SLAMMER, continued talking, perhaps hoping to win his point by sheer weight o speech. His point was that SLAMMER needed a strong or i tional sponsor and it was felt that the program lacked that at present 2. said he was talking to me to enlist support for the concept that CCI CMO, as an element of the ICS, should be the sponsor as preferred by the principal person m. By way of explainina.th 's, said he had in his office and had expressed concern that FBI, NSA, and would all like to take over sponsorship of SLAMMER. According to were fearful that the program could change in character and direction if any one agency/department had the control of sponsorship. It was inferred that the present sponsorship (Personnel Security Committee under IG/CM[P]) was not strong or powerful enough to retain the sponsorship. It was stated that Chairman, Personnel Security Committee, did not evidence strong interest or enthusiasm for SLAMMER. ter I remarked that I had been present at the PSC meeting at which ed the pilot report on SLAMMER to the Committee members. I found remarks about the -program to be enthusiastically supportive. Fur er, A had provided in FY 88 for continued work on the program. That would seem to indicate a genuine interest. We know very well that SLAMMER is only through the initial stage of development and results thus far are not intended to be considered anything more than those of the pilot phase. Results have in faces passed to PSC members with just such a caveat. Messrs. and others working with SLAMMER are not ready to draw any firm and final conclusions on which they will put their professional endorsement. 4.said that there was a feeling that perhaps the sponsorship could be shifted on the basis that it was a technical effort. I told him we did not agree. We felt that SLAMMER properly belonged under the Personnel Security umbrella. It was acknowledged that certain technical (medical) measurements and computer-aided analyses were employea in the program, but the problem was one concerned with human behavior and motivation and was not a technical problem. For those reasons we felt that sponsorship under the PSC was the natural and logical place for SLAMMER. 5. I urged to talk to Executive Secretary of the PSC, and express the same feelings and convictions with him to get his reaction to a shift'in sponsorship. I agreed to make D/CCISCMO aware of the conversation and the suggestion for CCISCMO to sponsor SLAMMER again,, but I added that I would recommend against it. I reminded of the expression "if it works, don't fix it" and told him we saw nothing wrong with. PSC sponsorship that needed fixing. 6. D/CCISCMO was verbally briefed on this date regarding the above.
