Analysis
-- The Office of Scientific and Weapons Research (0SWR) briefed General
Robert Herres, Vice Chairman of the Joint Chiefs of Staff, on missile
proliferation in the Third World.
The Office of European Analysis (EURA) prepared a typescript on Poland's
economic problems that was used in Secretary Shultz's briefing book on the
visit of Polish Deputy Premier Sadowski.
The National Photographic Interpretation Center (NPIC) began electronic
dissemination of the NPIC Executive Summary of imagery-derived information
on issues of high current interest. The summary has been distributed to
the Washington area community in video and hardcopy form for several years
and consists of selected items issued in earlier NPIC products. The
summary, which is intended for an executive-level audience, will be
available to cleared consumers worldwide Monday through Friday.
The Foreign Broadcast Information Service has been providing especially
useful service on two accounts recently: live coverage from Soviet
television of the unprecedented CPSU Conference in Moscow, and rapid
translation of Russian language documents submitted by the Soviets in
connection with the INF treaty and nuclear test monitoring.

Administrative
A team of college professors from the American Council of Education has
reviewed and approved for college credit two of the Office of Training and
Education's (OTE) courses on contracting. These are the first OTE courses
to be approved for college credit.
The Office of Logistics (OL), in cooperation with the Equal Employment
Opportunity Office and the Office of General Counsel, has inaugurated a
program to donate excess office furniture and furnishings to Historically
Black Universities. Sojourner Douglas University of Baltimore, Maryland,
recently received a truckload of metal chairs, desks, and accessories.
OL has begun reallocating parking to accommodate the move of the Office of
Technical Services to the New Headquarters Building next week. The
opening of Level 3 of the Parking Deck and West Lot 3, coupled with the
assignment of permits for the newly surfaced area of the South Parking
Lot, will add some 1,250 new parking spaces on the Agency compound.

Final action by the"authorization and appropriations committees on our 1989
budget request is not likely until September. In the interim, we are
preparing appeals to the cuts that we understand the House Appropriations
Committee is recommending. We also are providing Directorate components
with the Senate Intelligence and House Appropriations Committee reports on
the 1989 budget.
1990-91
The Comptroller's Office has provided Directorate staffs with fiscal
guidance for building their FY 1990-91 programs. The guidance is based on
decisions made by the Executive Director and the Executive Committee at
their offsite meeting 16-17 June.
Other
-- Office of Comptroller personnel have run the Budget Workshop course
during the week 27 June-1 July. Attendees include
plans and budget officers from throughout the Agency.

The Director has been away
all this week.
On Monday, 27 June, the DDCI addressed 33 senior military and intelligence
officers at a dinner meeting of ? t Conference on Intelligence in Senior

Perroots addressed the conference, and their joint appearance created an
atmosphere (If ramaradPrip. Agency Advisor to the Commander at the Air
125X1 University, I said the DDCI said all the right things. The
audience was very enthusiastic about the talk which was "right on the money."

Also on Monday, 27 June, representing the Director,
delivered an address at the Annual Conference of the American Society of
Corporate Secretaries in Colorado Springs, Colorado, and received the
Bracebridge Young Award in the Director's name.
Public Relations Unit
25X1 briefed the second group of military cadets to visit the
Agency this summer--in all, we will have some 170 of these visitors this
25X1 year. They are serving as summer interns in DOD. I has arranged
25X1 for the DDI Recruiting Coordinator, to speak with Dean Lois
Cronholm of Temple University about the DI campaign on recruiting more
minority and female professionals. Dean Cronholm is particularly concerned
about our minority and female hiring practices--she raised the issue during
the DCI Program for Deans and has since written to us about it.

meeting called by Ambassador Oakley, of the National Security Council (NSC),
to discuss prospects for post-Khomeini Iran.
NESA prepared a typescript on the Iraqi use of chemical weapons in the
Iran-Iraq war for State, NSC, and the Joint Chiefs of Staff.
The Office of East Asian Analysis (OEA) briefed an NSC staffer on the
status of the review of the US-Philippines military bases agreement.
The Office of Soviet Analysis (SOVA) briefed Deputy Assistant Secretary
of Defense for International Security Affairs David Wigg on Soviet policy in

The coordinated draft of North Korea: Prospects for the Succession and
Internal Stability was distributed and, with other issues, will be considered
at the NFIB meeting scheduled for 14 July. (NIO/East Asia)
A memorandum requesting permission to publish NATO and Warsaw Pact
Conventional Forces in the Atlantic-to-Urals Zone, 1988 was forwarded to the
Chairman, National Intelligence Council; the Terms of Reference (TOR) for The
Likelihood andImplications of a .Soviet conventional Arms_ Control Gambit, were
forwarded to 6e National Foreign Intelligence Board (NFIB) Principals--
coordination of the TOR is expected 11 July; coordination continues on the
Soviet nuclear doctrine portion of Trends and Developments in Warsaw Pact
Theater Forces and Doctrine, 1988-2_007; and the draft of Soviet fia_Vaf Programs
and Strategy Towards the glst Century, will be forwarded to NFIB principals and

presentation covered Iran, the Hizballah, Syria, the Palestinians, Libya, the

Deane Hoffmann attended a Community meeting headed by Stephen Danzansky,
Senior Director for International Economic Policy, NSC. The Administration
wants to agree on a set of data to give to Congress to convince them that the
Administration and the Intelligence Community are sufficiently monitoring

American Studies, Council on Foreign Relations, on Cuba, Mexico, and Central
America. She is completing a new book on Cuban-US relations that will be a
realistic assessment of possibilities for bilateral improvements; she seems to
take a middle position between those who place a, high priority on normalizing
ties and relative hardliners who believe that US policies are presently just

David Einsel and Al Shirley met with Tom Rona, the Senior Science Advisor
to the President, and his staff on the Soviet obscurant issue; discussions
focused on the impact of the fielding by the Soviets of the obscurant on US

interviewed E Service officers and conducted the business of
the Task Force on the E Service, including meeting with Executive Director Jim

David Einsel and net with the Director, Arms Control Disarmament
Agency (ACDA), on chemical warfare use in the Iraq-Iran war and its impact on
treaty negotiations. The Intelligence Community has recently reported that
chemical weapon use in the war has been effective and even decisive in the
three recent campaigns; the successful integration of chemical weapons into a
conventional program probably indicates Middle East countries will attempt to
retain their chemical warfare programs making negotiations for a worldwide
chemical warfare ban very difficult or impossible. (Nb O at Large/Nuclear

Officers Seminar on the "Changes to the Prompt Pay Legislation and New
Invoicing Procedures" as part of its educational program to assure compliance
with the Prompt Payment Act.

6. The Office of Information Technology (OIT) last week began telephone
service using the New Headquarters Building (NHB) switching equipment. OIT
also moved secure voice equipment -- including Secure Telephone Units
(STU-II), custom interface equipment and voice attendant operations
equipment -- from the Original to the New Headquarters Building with no
service interruptions.
