You have requested that we review a Senate-approved amendment to referenced bill which would require that funds expended for certain consulting services during FY89 not exceed 85 percent of the amount expended during FY87. 2. We strongly object to this amendment. It would have a severe impact upon this Office's contracts with consulting services. We are at a crucial stage in automating myriad personnel processes and in reviewing personnel structures and benefits. All these require in-depth assistance from experts in automation, management, and benefits. We thus request that the Agency be exempt from this provision. 3. As we understand it, Senator Pryor has offered this same amendment to all appropriations bills considered and passed by the Senate. This amendment, therefore, would affect all federal departments, agencies, and instrumenta- lities. In light of this extensive coverage, our request to be exempt may be difficult to support. Nevertheless, we would appreciate any help you may provide in protecting the equities of the Office of Personnel, as well as of the Agency in general, in this matter.
