SMEETON, ASSOCIATE COUNSEL On behalf of the House Permanent Select Committee on Intelligence, I would like to invite you to participate in hearings before the Subcommittee on Program and Budget Authorization. The attached schedule provides for consideration of the FY 1989 intelligence and intelligence-related budget requests. This schedule has been planned within a busy congressional schedule. I hope that we will be able to hold changes to a minimum. The schedule has been annotated to indicate whether you or the Secretary of Defense hold primary responsibility for the subject indicated, and you are invited to send such representatives as you deem appropriate. Because of space limitations in our hearing room, however, we do request that only witnesses and key participants attend. A similar letter containing this information has also been sent to the Secretary of Defense. As in the past, the Subcommittee will be interested in a very brief emphasis on the requirements basis for the various systems and programs which will be presented. We are interested in key intelligence questions and other top-level needs from which they are derived as well as the specific requirements to which individual programs are directed. We continue to be interested in program details and will attempt to advise program managers in advance of hearings of specific areas where special emphasis is desired. All hearings and briefings will be held in Room H-405 of the Capitol. The Subcommittee will begin its proceedings by considering a motion to hear the testimony in executive session. Committee rules require that all prepared or written statements be submitted at least three business days in advance of the appearance of a witness.
