Subject: NOIWON Upgrade
1. Professor Bartee and I had an excellent meeting with the WHCA staff
involved in the secure voice upgrade for the White House. A MFR summarizing
this meeting is enclosed.
2. As you will note from the MFR, our conclusions were that, based on the
oral presentation, it appears that an upgraded NOIWON can be supported.
Therefore, we will proceed to analyze the documentation to verify this and
determine if there are any functional requirements as set forth in the 1983
IHC study which cannot be supported and point out any differences.
3. Since it appears that it is a very good possibility that NOIWON can be
upgraded through this means, it is important that we establish firm
requirements for a recording capability and the functional characteristics
which it should have so that we can identify the necessary equipment and the
way it can be incorporated in the new White House System in time to take
advantage of remaining White House funding should we finally conclude that
this is the way to proceed. The same is true of the speaker phone function.
We shall rely on your office to do the necessary coordination. I suggest that
this be done in writing with a minimum response date. If we can be of
assistance or if you have any questions please let me know.
