On 15 September 1988, C/ACSI met with Gary Sojka and Ed Levine in SH219 to discuss Committee requests from briefing and other support on monitoring a START agreement as well as a Peaceful Nuclear Explosions Treaty and a T?reshold Test Ban Treaty. was present. 2. Mr. Sojka said that the Committee had been briefed by on ONIR's contribution to monitoring a 75X1 START treaty. made several statements concerning ONIR's 25X1 ability to collect against ASAT and numerous collateral targets. Mr. Sojka asked for a briefing on the implications of ONIR for collateral missions such as I&W and support for tactical missions. Program A would undertake the briefing. 25X1 3. Mr. Sojka asked for a briefing on ONIR monitoring the full range of space weapons systems as that would relate to monitoring a START agreement. A third briefing would involve ONIR collection against non ballistic missiles. apparently nas a briefing on this topic prepared. 4. Tne discussion turned to TNET and TTBT. Mr. Sojka said that the Committee needs a work schedule for a series of briefings--three to six--on the two treaties. He requested to lay out a briefing scneduie, said that he would provide the Troika Report which appraises the historical capabilities to monitor Soviet nuclear tests. Each monitoring source was examined and baseline capabilities were laid out. also discussed the response to the HPSCI report on the issue. Mr. Sojka said that the Committee has been told that the Intelligence Community is not properly staffed to make monitoring judgments about the Treaties. said that he was properly staffed. Mr. Sojka said that there are people in the policy process who want decisions made outside the Intelligence Community. Mr. Sojka said that the Committee wants the data passed to the Community. 8. Mr. Sojka asked for a paper on monitoring the Nuclear treaties. He said that the Foreign Relations Committee will hold hearings. He asked that all agencies sign onto this paper even if it is only 10 or 15 pages. He said that George Tenet is concerned about this. Tenet will ask the Chairman to mention it to the DCI. work program. said that we would do a paper with NFIB approval. He also said that we would do a strawman on nuclear treaty monitoring November. 9.
