SUBJECT: Withdrawal of Troops from Cambodia by Vietnam
At the weekly luncheon at State Department on 7 July,
John Whitehead asked us for a review of certain questions and
implications arising from the withdrawal of troops from
Cambodia by Vietnam. (I had hastily summarized the talking
points, but believe he was looking for a somewhat heavier
