Baker Director, Public Affairs Office SUBJECT: Address of the Association of Former Intelligence Officers National Convention 1. This is background information for your address at the Association of Former Intelligence Officers (AFIO) National Convention on Saturday, 10 October, 10:30 a.m. - 12:00 noon, at the Tysons Corner Sheraton Hotel, 8661 Leesburg Pike, Route 7 and the Dulles Access Road. Phone: 448-1234. 2. Arrangements: You are asked to be at the main entrance of the Tysons Corner Sheraton Hotel at approximately 10:30 a.m. where you will be met by the Executive Director of AFIO, John Greaney, who will escort you to the Lord Fairfax Ballroom. Mr. Greaney will introduce you at 10:45 a.m. and you are scheduled to give 30 minutes of remarks. The suggested topic is the "Need for Cooperation between the Intelligence Community and the Academic community." After your address, Robert R. Simmons, an associate fellow at Berkeley College, Yale University, is scheduled to give 30 minutes of remarks on the role of the professor teaching a course on intelligence. Mr. Simmons wa will follow. You will be seated on the dais at a table with Mr. Simmons and Mr. Greaney. Although a microphone will be located on the table, you are requested to give your remarks from the standing podium which will also have a microphone. Adjournment is at 12:00 noon. Select Committee on Intelligence in 1981. (See biography and news articles opposite.) A 20-minute question and answer period moderated by John Greaney appointed Staff Director of the Sena e Approximately 250 - 300 AFIO members, spouses, and guests will make up the audience. THE NEW YORK TIMES' investigative reporter Steven Engelberg, NEWSWEEK's national security reporter Richard Sandza, and Joe Trento formerly of the WILMINGTON NEWS will cover the event. You will recall that Mr. Trento took advantage of John Paisley's death and embellished on the story to keep it in the public eye and make it look as though it was something more than a suicide. Reporters Kate Coe and Mitchell Kross from Los Angeles TV station KCET will be taping the program along with ABC and CNN. DCI Security also will tape your remarks for the Agency's historical records. Background: The theme of the 1987 Convention will be "Counter n e Bence". The topic will be explored from the perspective of a need for counterintelligence to meet the threat of the KGB. The specific topics which will be discussed include "Foreign Counterintelligence Outside the United States" as well as "Foreign Counterintelligence Inside the United States." The threat from domestic subversive groups and a wrap-up of the current reaction to the threat of foreign intelligence operations against the United States is also on the agenda. (For further information see PERISCOPE opposite.) General Richard Stilwell will be the luncheon speaker and General William Odom the banquet speaker. Since your section of the program covers cooperation between the Intelligence Community and the academic community, you may wish to note that AFIO has an active Academic Assistance Program of providing books to professors who teach courses related to intelligence. The AFIO National Convention will be held on Friday and Saturday, October 9 and 10, 1987, at the Sheraton Hotel, Tysons Corner, Virginia. We would be very-honored if the President and Mrs. Reagan could find time to visit our convention and hopefully, have time to give a few re- marks about his work in Intelligence. ? Our first choice would be to ask Mr. Reagan to speak at the banquet on Saturday night, 10 October. This banquet has traditionally been attended by the heads of the components of Intelligence Community, both civilian and military. The ballroom at the Sheraton Tyson has a capacity of 1,000 and I am sure the entire Intelligence Community would welcome an encouraging address by the President. If the President's schedule would not permit Saturday, we would be happy to adjust the convention schedule to meet his availability which could include changing the banquet to Friday night or addressing our group at either the Friday or Saturday luncheon. I am pleased you are interested in exploring this proposal and, in looking ahead, this may be an appropriate time to give a bit of encouragement to the Intelligence Community.
