RE: Invitation to Speak at the Annual Meeting of the
Grand Jury Association of St. Louis

President of the Grand Jury Association of St. Louis, Thomas Mullen has
invited you to address members and guests at their annual dinner meeting on
October 21st which is the preferred date, or the 14th or the ?Rth, a? the
Missouri Bar Association Building, #1 Mercantile Center in St. Loris.
According to Mr. Mullen, "The Relevance of the Grand Jury System in the
United States Courts and Reinforcement of Preserving This System" is the topic
of particular interest to this group or one relating to your position as
Director of Central Intelligence. The proposed format is ?_O minutes of
remarks followed by 10 minutes of Questions and Answers. Yoia could expert an
audience of approximately 150 judges of the twenty-second judicial circuit and
their wives, and members of the organization who have served on a gran~i.iury.
The print and TV media will cover the evening. In addition, "The Good Citizen
of the Year Award" will he presented at the end of the program to an exPmp~ary
adult and juvenile.
According to the organization's records, you spoke to the Association in
1973. Other speakers have been Director of the Missouri Bar Association
Educational Program Steven Jenkins and Chancellor of St. Louis University
Reverend Paul C. Reinert.
I recommend that you decline this speaking invitation. I see a nee~1 to
cut back on invitations from legal groups and concentrate more on
organizations interested in foreign affairs, international economics,
terrorism and those subjects related to your role as Director of Central
Intelligence. If you agree, I have attached a letter of regret to Mr. Mtallen
for your signature.
