.SUBJECT: Letter from Senator Helms
I have drafted a'proposed response to Senator Helms'.
letter and sent i.t to John Hotis at the FBI. Bill Baker is
out of town. See copy attached.
I have also asked for a review of compliance with the
Helms aaer~dments. The response is attached, and it looks
quite goon`.
During a telephone conversation this morning, Dave
Sullivan said that he dfd not expect Senator Helms to raise
serious objection to Judge Webster': nomination. However, he
did advise a courtesy call, and I passed his suggestion on to
Ron Sable, who advises they have been waiting for an
appointment for some time. Sullivan told me to expect a
letter on Panama, one of the items mentioned in the Helms
amendments.
I have alerted Sven Holmes to these developments.

This responds to your April 9, 1987 letter in which you
expressed interest in strengthening counterintelligence, arms
control monitoring, competitive analysis, and efforts to
overcome Soviet deception. Let me assure you that if
confirmed, I plan to look into all the issues raised in your
letter and to discuss them with you at an appropriate time.
In the meantime, if I can be of any assistance to you or
your staff please do not hesitate to contact me.

I too have have long been interested in strengthening Counter-
Intelligencef overcoming Soviet camouflage, concealment, and
deceptions and institutionalizing competitive intelligence
analysis. I proposed two successful amendments to the FY 1987
In elligence Bill in order to improve CIA's.performance, and I will
co~tfnue to oversee CIA's fulfillment of~~the Senate's directions.
The Committee has oversight of the?Arms Control and Disarmament
Agency and budget. The Arms Control and Disarmament Act of?1961
makes ACDA the only agency in the Executive Branch with the legal
responsibility to make verification judgments on Soviet compliance
with arms control treaties. This Act was amended in 1977 by then-
Congzessman Derwinski (see Section 37) to stren t~ hen ACDA's role in
verification, and to require regular verff cat on reports to the
Committee.
