QUESTION: What is the origin, objective and future of the National Intelligence Strategy? ANSWER: The National Foreign Intelligence Strategy (NFIS) was requested of the DCI by the SSCI in the late summer of 1985. The DCI delivered it to the SSCI and HPSCI in January 1986. The objective was to provide an overall, top down view by the DCI of his view of the future, its impact on intelligence and his strategy for meeting the challenges presented. In doing the latter, it provided broad priority guidance for the construction of ongoing and future National Foreign Intelligence Programs (NFIPs) and budgets. The NFIS provided guidance from the DCI to both the NFIP Program Managers and to the Oversight Committees. At the time he presented the NFIS to the Oversight Committees, the DCI indicated that it was a dynamic document, subject to modification and elaboration in detail. He commissioned a follow-on effort which has recently produced the National Foreign Intelligence Strategy--A 1987 Update. This expands considerably on the NFIS goals and provides a good deal more detail in the prioritization of the program efforts. Advance copies of the 1987 Update were delivered at the ADCI's direction to the Oversight Committees earlier this month. The Update provides a useful bridge between the original NFIS and the annual, more programmatic, Congressional Budget Justification BOOKS (CBJEis) for both the Congressional Oversight Committees and the NFIP Program Managers. BACKGROUND: Mr. Casey was heavily personally involved in the construction of the NFIS. He made major contributions to the content, particularly the prioritization section. The final product of the IC Staff-lead drafting group was endorsed by the National Foreign Intelligence Committee (NFIC) before the DCI submitted it to Congress. Similarly, the 1987 Update was also endorsed by the NFIC in a slightly different format entitled "Objectives and Priorities." The final version of the Update was sent to the NFIC members for review and comment. Minor changes were made by the ICS/Planning and Policy Staff drafters to reflect the NFIC members suggestions. The current DCI Annual Report to Congress is structured so that it provides its Congressional readers with a progress report on the issues and concerns raised in the original Strategy.
