Suite 540 Washington, D.C. 20005 Dear Mr. Odeen; The Senate Select Committee on Intelligence poses no objection to your request for deferment from August 1 to September 1, 1988 for the second interim report on Intelligence Community personnel management and compensation systems. Your indication of a more substantive report is a sound basis for such delay. The Committee understands that any pending personnel management or compensation actions of the several intelligence agencies will be addressed in this report. The first interim report stated that a personnel review of the Department of State Bureau of Intelligence and Research (INR) would be limited due to its small size and mix of civil and foreign service systems. It is the Committee view that while INR plays a very important role in the Intelligence Community, it appears not to be attracting and retaining the quantity and quality of personnel necessary to the accomplishment of its mission. Therefore, the Committee believes that INR should be fully included in the NAPA study. For your information, the Committee also is requesting that the DCI task NAPA to include in its final report a review of NFIP manpower costs; and to make whatever recommendations deemed appropriate on ways to constrain such costs without adversely impacting intelligence missions. The Committee does not view this as any new major undertaking by NAPA, but rather an inclusion of its observations and findings on compensations. 414410 David L. Boren Chairman, Senate Select Committee on Intelligence SH-211 Hart Senate Office Building Washington, DC 20510 Dear Chairman Boren, Section 701 of the Intelligence Authorization Act for Fiscal Year 1988 calls for a study by the National Academy of Public Administration of personnel management and compensation systems affecting civilian employees of the intelligence community agencies. The final report of this study is to be completed by January 20, 1989. The Conference Report to the act calls for two interim reports, on May.1 and August 1,-1988. Our May report provided information on the organization of the study and the results of our preliminary analyses. -Based on this work, it is clear that the NAPA Panel can provide the Committee with a far more substantive second interim report if the date for this report is deferred from August 'l to September 1, 1988. This matter has been discussed with Mr. Battaglia of the Committee staff and with Mr. Latimer of the staff of the House Permanent Select Committee on Intelligence. ,Both gentlemen indicate that this change is possible.
