Webster Director of Central Intelligence Washington, D.C. 20505 Dear Mr. Webster: L3069X47 The purpose of this letter is to bring to your attention and that of the Agency Rule 4 of the Rules of Procedure of the Permanent Select Committee on Intelligence. That portion of the Rule relating to sworn testimony provides that: "Oath or Affirmation.-.. stimony of witnesses shall be given under oath or affirmation which may be administered by any member of the committee, except that the chairman of the committee or of any subcommittee shall not require an oath or affirmation where the chairman determines that it would not be appropriate under the circumstances." From this date forward, I intend to insist that those officials who appear before the Committee testify under oath. Although I will continue to consider exceptions to this practice under unusual circumstances, it is my expectation that the Committee uniformly will receive all testimony during hearings under oath. The Committee will continue to receive regular briefings on classified intelligence topics without requiring sworn testimony.
