As Chairman of the Senate Permanent Subcommittee on
Investigations, I have authorized a preliminary inquiry to
ascertain the ability of the United States Government to protect
its personnel and facilities from penetration by hostile
intelligence services overseas. Recent events in Moscow, Vienna,
and elsewhere have raised grave questions regarding our abilities
in this area. I am certain that you share my concern in this
regard.
To enable the Subcommittee to obtain a comprehensive
overview of the counterintelligence situation overseas, I am
requesting that your agency provide Subcommittee staff with the
following:
A briefing, on a classified basis if necessary,
on the responsibility of the C.I.A. in the
protection of U.S. personnel and facilities
overseas from penetration by hostile
intelligence services, including the specific
role of the C.I.A. in protection of U.S.
Embassies from such activity;
Any existing Memorandum of Understanding
between the C.I.A. and the U.S. State
Department regarding the role of each in
Embassy protection from the hostile threat;
Facts about what official involvement, if any,
the C.I.A. has in a criminal investigation of
espionage matters involving U.S. citizens
overseas;

Details of the C.I.A.'s knowledge of the
investigations of Marines Bracy and Lonetree;
A list of the number and nature of instances
of potential espionage on the part of U.S.
citizens overseas which came to the attention
of the C.I.A. and were referred to the State
Department or other U.S. agencies for further
action for the period 1982-1987. Also, for the
same time period, any referrals from the
Department of State to the C.I.A. on alleged
instances of espionage by U.S. citizens
overseas;
Any recommendations for legislation in this
area which would enhance the ability of the
U.S. Government to protect its intelligence
data overseas.

appreciate a prompt response to this request. Please coordinate
your response with Eleanore J. Hill, Chief Counsel and Staff
Director, or David Faulkner of the Subcommittee staff (telephone,
