THE 100TH CONGRESS
Reference is made to your memorandum dated July 24,
1987 in which you requested a listing and brief description of
various legislative initiatives which we anticipate recommending
during the second session on the 100th Congress.
ACCESS TO TAX RETURN INFORMATION IN FOREIGN COUNTERINTELLIGENCE
INVESTIGATIONS
To provide authority in foreign counterintelligence
cases to receive tax return and taxpayer information regarding
those individuals who are the subjects of those investigations.
NEW YORK FIELD DIVISION COMPENSATION
To provide authority for the Director of the FBI to pay
additional compensation or allowances to the personnel of the
New York Field Division of the FBI to the extent appropriate to
defray unusual living expenses associated with such employment.
