Mr. Kelly noted that an NSPG meeting on Moscow would occur on 28 July with the Secretary of State as the principal presenter, but that the Secretary of Defense and the DCI would also be expected to have inputs. He noted that the PFIAB report had been briefed to the President and is available, as are the Laird and Schlesinger reports and damage assessments from State and DIA. CIA and NSA reports were also either available or will soon be available. Dave Major made distribution, one copy per agency, and few of the attendees had seen the stuff. Major offered to make additional distribution if xeroxing help were provided. (NOTE: ICS Registry is sending on 7/16 to provide that help.) 2. There were no further indications that Kelly would be expecting ICS assistance in putting the material together in a manner that the NSC Staff could use as a summary. He may still, however, ask when the time gets close. 3. There was considerable discussion of the State damage assessment in that it concluded that the review of compromised and possibly compromised cables did not suggest major damage to US foreign policy. FBI, CIA and DoD all took issue with the findings, and the State attendee (Bob Lamb) promised a relook and a new draft in a couple of weeks. 4. There was, a long discussion of some of the technical findings concerning the DoD evaluation of the damage from the Walker, et al, cases, with the result that some of the more positive statements were softened, primarily by deletion of adjectives, at the request of NSA and Navy.
