DIRECTOR OF CENTRAL INTELLIGENCE DIRECTIVE 3/15
FOREIGN LANGUAGE COMMITTEE
(Effective 5 March 1982)
Pursuant to the provisions of Section 102 of the National Security Act of 1947 and
Executive Order 12333, there is established a Foreign Language Committee.
The mission of the Foreign Language Committee is to serve as the focal point within the
Intelligence Community, and between the Intelligence Community and other elements of the
United States Government, for all matters dealing with recruitment, training, and retention of
personnel with requisite foreign launguage expertise to serve the needs of the Community.
Under the general guidance of the Deputy Director of Central Intelligence, the
Committee will:
a. apprise the DCI of the effectiveness of programs to recruit, train, and retain
personnel with adequate foreign language competence for elements of the
Intelligence Community;
b. recommend to the DCI new initiatives to be undertaken to ensure the continuing
availability within the Intelligence Community of requisite foreign language
competence;
c. coordinate replies to all queries from Congressional committees concerning the
Community's overall foreign language competence;
d. represent the Intelligence Community's interests in programs sponsored by other
United States Government agencies and departments outside the Intelligence
Community to improve foreign language studies in the nation's schools and
universities;
e. monitor approaches to the academic community for the training of intelligence
Community personnel in foreign languages to reduce unnecessary duplication and
ensure that these programs serve Community as well as individual agency
interests; and
f. perform such other tasks as the DCI or DDCI may direct.
3. Responsibilities of the Intelligence Community
Intelligence Community components will keep the Committee Chairman advised of
initiatives designed to facilitate the recruitment, training, and retention of personnel with
foreign language competence and collateral skills.
Individual Intelligence Community components will retain the responsibility for conduct-
ing their own language training programs.

4. Composition and Organization
The Committee Chairman will be appointed by the Director of Central Intelligence.
The members of the Committee will be representatives designated by the Intelligence
Community principals.
With the approval of the DCI, the Committee Chairman may invite representatives of rel-
evant United States Government entities with national security interest to participate as
appropriate.
The Committee will be supported by an Executive Secretariat.

TECHNOLOGY TRANSFER INTELLIGENCE COMMITTEE
(Effective 3 December 1981)
Pursuant to the provisions of Section 102 of the National Security Act of 1947 and
Executive Order 12333, there is established a Technology Transfer Intelligence Committee.
1. Mission
The mission of the Technology Transfer Intelligence Committee (TTIC) is to serve as the
focal point within the Intelligence Community on all technology transfer issues. The
Cc.Knmittee will coordinate Community activities and will be the principal source of
iatelligence support for those U.S. Government entities charged with the responsibility for
policy and action on technology transfer. issues. The Committee will work with other
Intelligence Community committees and appropriate agencies to ensure that intelligence
information collected on technology transfer is consistent with the DCI's priorities and
guidance and meets the needs of Community production organizations.
2. Definitions
Technology transfer encompasses all movements of advanced U.S. and equivalent
Western technology and equipment with implications for U.S. security by enhancing the
military and economic capabilities of recipient countries.
Technology transfer intelligence includes the collection, processing, analysis, production
and dissemination activities of the Intelligence Community designed to support U.S. Govern-
ment departments and agencies with policy and enforcement responsibilities.
Exchange programs and commercial contacts include all exchanges and visits by
nationals from designated foreign countries which provide the potential for an intelligence or
technological gain or loss.
Under the general guidance of the Deputy Director of Central Intelligence, the
Committee will:
a. advise the DCI on the effectiveness of the Intelligence Community's role in
support of U.S. Government policy on technology transfer issues;
b. as directed, prepare coordinated intelligence assessments on the significance of
technology transfers and, as appropriate, their implications for U.S. national
security;
c. advise appropriate U.S. Government departments and agencies of the technology
transfer implications and foreign intelligence equities involved in exchange
programs and commercial contacts with nationals from designated foreign
countries and recommend changes as appropriate;
d. provide foreign intelligence support on export control issues to appropriate U.S.
Government agencies;

e. monitor all technology transfer intelligence concerning foreign efforts to acquire
U.S. and Western technology and provide approriate analyses to U.S. Government
organizations concerned with protection and countermeasures, including counter-
intelligence organizations;
f. provide priority guidance to collection systems on technology transfer issues; and
g. establish an exchange of information with all departments and agencies concerned
with the technology transfer problem to ensure that the utility of the Intelligence
Community's activities is maintained.
4. Responsibilities of the Intelligence Community
a. On request of the Committee Chairman, Intelligence Community elements shall,
within established security' safeguards, provide information pertinent to the
Committee's mission and functions.
b. Intelligence Community components will keep the Committee Chairman advised
of their specific foreign intelligence equities and of actions which might provide
foreign intelligence collection opportunities.
5. Composition and Organization
The Committee Chairman will be appointed by the Director of Central Intelligence.
The members of the Committee will be representatives designated by the National
Foreign Intelligence Council principals.
The Committee on Exchanges (COMEX) will be a subcommittee of the TTIC.
Other subcommittees will be established as required.
With the approval of the DCI, the Committee Chairman may invite representatives of rel-
evant U.S. Government entities with national security interests to participate as appropriate.
The Committee will be supported by an Executive Secretariat.

CRITICAL INTELLIGENCE PROBLEMS COMMITTEE
(Effective 6 April 1983)
Pursuant to the provisions of Section 102 of the National Security Act of 1947, and
Executive Order 12333, there is established a Critical Intelligence Problems Committee.
1. Mission
The mission of the Critical Intelligence Problems Committee (CIPC) is to examine those
critical intelligence problems that are referred to the Committee by the Director of Central In-
telligence or the Deputy Director of Central Intelligence and to recommend specific remedies,
including the restructuring of collection, processing, and production efforts within existing
resources, or through new initiatives requiring reprogramming or supplemental funding
actions.
2. Functions
Under the general guidance of the Deputy Director of Central Intelligence, the
Committee will conduct timely, in-depth examinations of specific critical intelligence prob-
lems to identify:
a. the specific intelligence requirements and shortfalls associated with the critical
intelligence problem under review;
b. current and programmed collection, processing, and production resources directed
against the critical intelligence problem;
c. options for adjustments in collection, processing, and production efforts which
could be accomplished within existing resources, and the associated impact such
adjustments would have on the Intelligence Community's ability to respond to
other priority intelligence needs; and
d. recommendations for new initiatives which could increase collection, processing,
and production efforts against the critical intelligence problem, noting which
options would require reprogramming or supplemental funding actions.
3. Responsibilities of the Intelligence Community
Upon request of the Committee Chairman, Intelligence Community components shall,
within established security safeguards, provide information or materials pertinent to the
Committee's mission and functions.
Intelligence Community components will identify critical intelligence problems for
consideration by the DCI or DDCI and possible referral to the Critical Intelligence Problems
Committee, via the Director, Intelligence Community Staff.
4. Composition and Organization
The Committee Chairman will be appointed by the Director of Central Intelligence.
The Committee shall be comprised of representatives designated by Intelligence Commu-
nity principals.
This directive supersedes the DCI directive on this subject, dated 24 February 1982.

INFORMATION HANDLING COMMITTEE
(Effective 4 May 1982)
Pursuant to the provisions of' Section 102 of the National Security Act of 1947 and
Executive Order 12333, an Information Handling Committee (IHC) is hereby established.
1. Mission
The Committee will advise the Director of Central Intelligence (DCI) on the establishment
of common objectives for Intelligence Community information handling and coordinate the
achievement of these objectives through improvement and integration of Intelligence Commu-
nity information handling systems.
2. Definition
Information handling includes the furittions of receipt of information from collection
sources, dissemination, transformation, indexing, categorization, storage, retrieval and presen-
tation, automatic data processing, telecommunications, and teleprocessing related thereto.
3. Functions
Under the general guidance of the Deputy Director of Central Intelligence, the
Committee will:
a. formulate and recommend to the DCI policies and programs for the establishment
of an Intelligence Community information handling system;
b. monitor and coordinate implementation of plans and programs approved by the
DCI;
c. recommend to the Intelligence Community improvements in methods and
facilities for information handling that will eliminate unwarranted duplication of
files;
d. develop and promulgate within the Intelligence Community standards, proce-
dures, and formats for the representation of information to facilitate its exchange
among Intelligence Community components and establish procedures to promote
Intelligence Community compliance with applicable Federal Government data
standardization programs;:
e. monitor and report on research and development efforts in the scientific,
academic, and industrial communities in information science to ensure optimum
use of this research by the Intelligence Community;
f. identify Intelligence Community research and development needs and promote
interagency exchanges of information and cooperation in research and develop-
ment of information processing;
g. in coordination with the DCI SCI Forum', ensure that the security aspects of
information handling systems are given appropriate consideration; and
h. promote the establishment of education and training programs in information
science.
This directive supersedes DCIDs 1/4 and 1/15, effective 18 May 1976.

4. Intelligence Community Responsibilities
Upon request of the Committee Chairman, Intelligence Community components shall,
within established security safeguards, provide information pertinent to the Committee's
mission and functions.
5. Composition and Organization
The Committee Chairman will be appointed by the Director of Central Intelligence.
The members of the Committee will be representatives designated by Intelligence
Community principals.
The Chairman will establish subcommittees, working groups, and advisory bodies as
necessary to support the work of the Committee.
With the approval of the DCI, the Committee Chairman may invite representatives of rel-
evant United States Government entities with national security interests to participate as
appropriate.
The Committee will be supported by an Executive Secretariat.
