This memorandum, with apologies, is to ask that you respond, as soon as is convenient, to the query in the attached letter from (as STAT Chairman, Interagency Group/Countermeasures [Policy]) that was intended for the Inspectors General of all executive branch institutions which handle classified material in significant quantities. 2. You did not get a memorandum because my office was using the Directory of Federal Audit and Inspector General Organizations, GAO, 1985, as t checklist for distribution, and you are not included therein. In our concern to be sure that we didn't miss any marginally concerned organizations, we overlooked the obvious. Sorry:: 3. This memorandum is to bring to your attention, and to request that you report on, an injunction contained in the President's Report to the Congress on the Nation's Counterintelligence and Security Countermeasures Plans, Programs, and Capabilities that was sent by the President to the Congress in November 1986 in response to PL 99-169. On page 18 of the report, the President states: o Adequacy of security training will be made an item of recurring interest for agency Inspectors General. 2. Concurrent with the delivery of the report to the Congress, the President, by letter, instructed the Chairman, Senior Interagency Group- Intelligence (Director of Central Intelligence), to take the responsibility for reporting biannually on implementation of the commitments made in the report. The Chairman, SIG-I, delegated this task to the appropriate SIG-I Interagency Group. Reporting on this specific task, consequently, falls to me. Further, I am charged by the Chairman, SIG-I, to have all tasks under way in time that each of them can be commented on in the second of the biannual reports to the President, due on 15 October 1987. 3. I request, therefore, that you forward to the IG/CM(P) Secretariat by 1 September 1987 either a statement of your compliance with the President's commitment (paragraph 2 above) or an appropriate statement concerning implementation plans or inability to compl .
