DCI - SDCSTATE Meeting

Moscow Embassy
ISSUE:
o State needs Intelligence Community help in developing a strategy for
presenting the Administration position to Congress on the State-DCI
approved plans for a secure embassy in Moscow.
o We are willing to assist State in developing the strategy and in
discussing the best way to achieve the fullest security possible at a
reasonable cost but will not provide NFIP funding for embassy
construction.
DISCUSSION:
o In the development of options for dismantling and rebuilding the New
Office Building, security considerations have been paramount.
o There is no question that a secure facility is essential and the
Intelligence Community is committed to assisting State in developing
secure options.
o The fiscal realities are such that neither State nor the Intelligence
Community can afford a $300 million building.
o The cost figures we have now are soft and better ones will not be
available until spring. Even so it may be time to bring other
experts to the table to weigh the alternatives.
o Expertise from both the security and budget areas of the Intelligence
Community will be necessary as we move toward refining the options
for the New Office Building.
o There is an immediate need for State to identify the funding profile
necessary for the New Office Building for their FY 1990 budget
request.
o We are prepared to assist State in working out a reasonable approach
to presenting a funding request for the New Office Building and will
assist in gaining Congressional approval.
