The next CIPC meeting has been scheduled for 1600 hours, 15 November 1983. The primary agenda items are: * Recommendations of the NWG Subpanel on the use of classified intelligence in drug enforcement, together with a revisit, if required, to the Narcotics Study itself based on comments received from members. (Some from NSA still expected.) * Expansion of the China Working Group's TOR. With respect to the latter agenda item, the Working Group met on 21 October and developed a coordinated TOR. We will be forwarding 25X1 the new proposed TOR to the CIPC principals in a few days for their review preparatory for the meeting. 25X1 - All the inputs for the subpanel report have not yet been received. However, the outstanding organizations are working on their respective responses. At present we are very optimistic that the 25X1 subpanel report will be ready to forward to the CIPC principals for their review in sufficient time for the meeting. ? Arrangements have been concluded to have a sanitized version F---Iof the Cruise Missile Report published. - Between now and the end of October,) IC/CMWG, will make the necessary arrangements within NSA for implementing the sanitization process. ? We had an excellent meeting with the Working Group Chairmen on 24 October. You will recall the purpose of this meeting was to critique with the respective chairmen our modus operandi in running working groups. Some very interesting dialogue ensued, and we will share this with you when we meet. ? We have added to our action list the responsibility for developing appropriate responses to the respondees of the DCI tasking memo on the HUMINT 25X1 Plan for Narcotics. We will coordinate with the HUMINT Committee. U met with representatives of DEA, Customs Service and Coast Guard to discuss their present and proposed upgrading of procedures to handle and protect classified foreign intelligence received from Intelligence Community agencies. All confirmed that they are in accordance with Executive Orders and DCI directives. The meetings were held in connection with the NWG Panel on classification. CIPC China Working Group: ? The Working Group met for the second time on 21 October. Eighteen members were present for the two-and-one-half hour session (agenda attached). The Working Group will meet again on 8 November to finali7P subgroup to oe produced by a temporary "Methodology SubarouD" which will mPPt nn Lo uctober to integrate the several inputs that have been generated on method h aL is both consistent with the objectives of the CIPC and comfortable for, the substantive experts that compose the Working Group. CBW Future Monitoring Capabilities: ? The discussion paper drafted by CIPC has been reviewed and endorsed internally. The next step will be to present this paper to a select group of 25X1 substantive experts in CBW for their critique and advice preparatory to preparing the materials (including a draft TOR) necessary to introduce the proposed pursuit of this project to CIPC principals. The desired expert critique will be achieved the second or third week in November, when the selected specialists have returned from current travel. ? I forwarded her comments to the CRES action officer last week; he will 2bAl draft a response to the NI0/USSR-EE this week and send her a copy while in draft stage. The next meeting should be in about two weeks.
