D.C 20505 Critical Intelligence Problems Committee 9 November 1983 DDW-36 Weekly Activities and Status Report for DD/ICS--10 November 1983 CIPC Organizational Activities ? Our primary attention this week has been focused on preparation for the CIPC meeting. ? We are now prepared for the meeting: - The necessary background material for the members has been delivered. Included in the material, inter alia: * Status Report from the C/Narcotics Subpanel; * Memorandum from VC/CIPC to the members recommending ways for moving the Narcotics Study; and * Amended TOR from the China Working Group. - We are now polling the members to ascertain their receipt of the material and attendance to the meeting. ? Our weekly meeting and CIPC dry-run meeting has been scheduled for 1030 hours, 10 November. All the working group chairmen will be on hand to review with you their respective area of responsibility. ? We have completed our interview process for the Senior Secretary position. There were some excellent applicants for the job. ws selected for the position; will move up to F--Iposition. - All concerned--ICS personnel and the applicants--have been informed of our selection. 25X1 25X1 ? The Cruise Missile Report has been forwarded to the DCI, CIPC principals, NFIB Secretariat and selected internal ICS recipients. 25X1 has completed his task at NSA in sanitizing the report to the level. Appropriate changes are being made to the basic Cruise Missile-Study. The print shop will be providing us copies of the sanitized version within the next several days. On 9 November, we met with L_ Ito introduce our thinking, as represented in the 12 October discussion paper, on the need to establish a CIPC working group to undertake a comprehensive, systematic review of ways to enhance the Intelligence Community capability to monitor Soviet capabilities for chemical, biological and toxin warfare. ? Both fully endorsed the concept, sharing our concern over the need to sustain momentum in this area long enough to achieve meaningful progress across a multitasking front. They promised to look over the discussion paper and provide critical comments quickly. The STAP initiative on improving analytical reaction time in the event of future Soviet use, as in Afghanistan and SEA, was briefly discussed. They agreed that, although this was important, it was only one piece of a much more fundamental gap in extant intelligence ca abilities.
