CIPC Organizational Activities
? The "Exchange meeting" sponsored by the Chairman, WSSIC, has been
scheduled for 4 December, and, per you request, Ray and Steve will
accompany you.
? On Friday, 15 November, Ray attended a meeting which Executive Director,
held for those participating in the Executive Development
Forum. Ray departed for the forum immediately after the CIPC meeting on
Monday and will return 25 November.
? and Steve visited the Crisis Management Center at the NSC for
contents ofvthe President's Book and Selected National Security Issues.
George is preparing an interim report on terrorism per Lilt U111-J fcyucat,
which should be available shortly.

? George is also working on input to for tomorrow's luncheon
meeting with D/ICS and Jon Thomas, State Department's Assistant Secretary,
INM.
? This week, Goldie is working in COMIREX.
Narcotics Intelligence:
? George conferred with the A/NIO/Narcotics on the provision of budget
figures for the Intelligence Community for the next meeting of the
National Drug Enforcement Policy Board (NDEPB). The OGC had already

Collection Strategy Evaluation Method (CSEM) Concept:
? comments on the CIPC discussion paper introducing the
CSEM-FIRF concept were received. John complimented the paper's quality,
but questioned whether it would be acceptable institutionally. This
prompted him to suggest a more modest objective. Dialogue with other
elements of the ICS continued; the VC/HUMINT and a senior analyst from the
SIGINT Committee were briefed during the week. We shall consolidate all
of the reactions to the discussion paper and provide a set of options
concerning the future of this project.
Candidate Topics for CIPC Study
? The VC/CIPC has prepared a memorandum to the Acting DCI for your signature
seeking his endorsement of the Committee's recommendations. Staff members
were briefed on the results of the 18 November meeting and asked to
indicate their preference concerning topics they wish to work on. We do
not plan to proceed further until we receive the A/DCI's response.
