SUBJECT: Establishment of a Special Senior Interagency
Group (SIG) on Low Intensity Conflict (U)
The President has approved the establishment of a Special Senior
Interagency Group (SIG) on Low Intensity Conflict, an attendent
Interagency Group (IG), and working group. (U)
The purpose of the SIG will be to develop by December 31, 1986 a
national-level policy and strategy for Low Intensity Conflict
using the guidelines and terms of reference contained in NSSD
5-86 which the President approved on October 23, 1986. (C)
The Special SIG will be chaired by the Deputy Assistant to the
President for Defense Policy and will require representation at
the Assistant Secretary or equivalent level. (U)
The Special IG will be chaired by the NSC Senior Director,
Political Military Affairs, and will require representation at
the Director or equivalent level. (U)
The working group, which will be chaired by an NSC Director,
Political-Military Affairs, will require full-time participation
and should be made up of worker-level people who are well versed
in the Low Intensity Conflict issue. (U)

A combined meeting of the Special SIG and IG will be held on
October 31 at 10:00 p.m. in Room 208 of the Old Executive Office
Building. Request only one representative at the SIG level and
one representative at IG level attend this initial session from
each addressed organization. Appropriate adjustments in
representation will be discussed at that time, as well as
specifics of working group composition. (U)
Please notify Ken Kissell at 395-4592 who will be attending from
your respective organization so that they can be cleared into the
building. (U)
