Chairman: DCl/ICS 85-3$66 21 March 1985 The FY 1985 Intelligence Authorization Act reduced Office kutanation mitiatives within the CCP by $5 million. The reason for the redui;tion loos ...based On the assessment that NSA had not selected an agency-stondard Station and the concern that the (TEMPEST-qualified) workstations were for Tidings 2A and 28 despite the buildings' TEMPEST protection.' S#nce that his, NSA has selected an agency-standard workstation which is TEMPEST - qualified and Cheaper than the GSA schedule unit price for the ponrTEMPEST Version of the same workstation. NSA believes that it is now more economfical to.procure exclusively TEMPEST-Qualified workstations inasmuch as Shey willl be Smstalled (md rotated due to maintenance) into both shielded and nonshietded buildings. 1 ! The purpose of this letter is to advisi you that NSA plans to 4se the remaining $4 million in FY 1985 CCP procurement funds, appropriate') for this Project, to purchase the standard workstation (see enclosure). Thq near-term acquisition of these workstations (and associated Alliance computer Iiiipherals) is especially Important as Operations Building 2A is ocheduled . initial occupancy later this year. Additionally, NSA would like to basin ifying its existing facilities to accept the standard workstation ts as these become available for installation. Finally, N th $A seek the 1::::::ess approval to reprogram $1 million of O&M funds within the FY 1985 CCP to arrange a 24-month lease purchase agreement with the vendor (Mang p::ratories Inc.) to obtain the Allianceomputer facilities needod to ide 401 integrated office system.
