SUBJECT: The Omnibus Diplomatic Security and Anti-Terrorism
Act of 1986
Attached at Tab I is a memo from Rod McDaniel to Ron Peterson
forwarding NSC concurrence and recommended changes to the Omnibus
Diplomatic Security and Anti-Terrorism Act of 1986 (Tab A)
forwarded by the OMB memo at Tab II.
Speaker O'Neil is looking to move quickly on Anti-Terrorism
legislation with a floor bill next week, possibly Tuesday,
March 18. The bill incorporates the Inman Panel recommendations
and many of the Vice President's Task Force recommendations.
On the negative side, the Anti-Terrorism Assistance (ATA) for
Latin America has been removed by the House Foreign Affairs
Committee. Also the Diplomatic Security portion of H.R. 4151
(Titles I through IV) was changed back to the original bill that
contained language that we opposed.
On the positive side, the Maritime Security Chapter was added and
authorizes $125M for port security activities. Representatives
Fascell and Mica are very concerned about cruise ship and port
security in Florida. They want our support on this measure. We
need their support to provide anti-terrorist training and
equipment to our democratic friends in Latin America.
In the memo at Tab I, we have supported the CIA concerns with
suggested additions and deletions in the language of the bill.
We support the Maritime Security Chapter for port security
programs. Both NSDD-200, "U.S. Port Security Program" (Tab III)
and NSDD-207, "National Program for Combatting Terrorism,"
support these measures. We also want additional language which
would permit the latitude to provide overseas anti-terrorism and
port security training and equipment to democratic governments
threatened by international terrorism.

SUBJECT: The Omnibus Diplomatic Security and Anti-Terrorism
Act of 1986
The National Security Council has reviewed the legislation and
supports its passage with the following comments:

The Maritime Security, Title IX, is supported and must
proceed. This is in concert with NSDD-200, "U.S. Port
Security Program" and NSDD-207, "National Program for
Combatting Terrorism." Title IX should be amended to permit
additional overseas anti-terrorism training and equipment
for democratic governments threatened by international
terrorism. This is an additional activity that should not
be considered within agency operations. It is the NSC view
that funding for this activity should be obtained from the
resources authorized in this legislation and not from
appropriations already available to DOT or the USCG.
State Department Authorities to Combat International
Terrorism, Title V, should have language added that
authorizes additional overseas anti-terrorism training and
equipment for democratic governments threatened by
international terrorism.
