Morning Meeting of 9 September 1968
DD/I reported that Bruce Clarke worked with DIA over the
weekend to put together a coordinated statement on the state of Warsaw
Pact forces for use before Congress.
Godfrey noted that the reported possibility of a Soviet Central
Committee meeting should be received with care until more reports
are in on the movement of Central Committee members located
abroad.
Maury advised that, after discussions with various Government
supervisors, Congressman Henderson is inclined to eliminate the
right-to-counsel provisions in his and Senator Ervin's alternative
bills on the rights of Federal employees.
DD/S&T reported that an SR-71 flight went yesterday in 50 per-
cent cloud-free weather.
DD/S&T noted that it would appear the French hydrogen bomb
test was in the one-half to one megaton category.

The Director drew attention to recent articles by Peter Grose
in the New York Times and by David Lawrence in the Washington Star
about intelligence warnings prior to the invasion of Czechoslovakia.
The Director indicated that he wishes a USIB meeting to take place
this week in order that some of the issues prompted by the intelligence
post-mortem on Czechoslovakia can be raised in executive session.
The Director noted that the current composition and attitude of
the strategic weapons panel, formerly chaired by and now
chaired by seems to be most constructive.
