SupeE:session. This letter supersedes: a. Letter, AEAGB-CI(P), Headquarters USAREUR, 26 December 1957, subject: Release of Counterintelligence Information to West German Agencies (U)(clas). b. Letter, AEAGB-CI(P), Headquarters USAREUR, 14 October 1958, subject: Release of Classified Information to Foreign Govern- ments (U)(clas). 2. References. See inclosure 1. f ? 3. Purpose. To furnish guidance and set forth procedures for the operation of the USAREUR Central Registry, hereinafter called Central Registry. 4.- Mission. To receive and file information of intelligence and counterintelligence interest to the United States Army, Europe, and to provide information in response to requests from the agencies in inclosure 2 authorized use of the Central Registry. 5. Responsibilities. a. Seventh Army. The Commanding General., Seventh Army, will provide the Central Registry photographic support in the reproduction of dossiers and reports. b. Southern Area Command. The Commanding Officer, Southern Area Command, will provide logistic support, including the transportation necessary for evacuating Central Registry files on the request of the Commanding Officer, 513th Intelligence Corps Group. Requesting US agencies may be furnished all pertinent information on file at the Central Registry with the exception of sensitive source information, references to special operations, information that would compromise military intelligence in- vestigative activities, or any other particularly sensitive information. b. in response to file-check requests from authorized US agencies, the Central Registry will not be bound by strict adherence to the "third agency rule." Generally, a requesting "third agency" will be referred to the source of the information; however, reference- type information (e.g., visa denials provided by the US State Department) may be released to a "third agency." Derogatory or classified information of the following categories will be released to a requestor only through the Deputy Chief of Staff, Intelligence, USAREUR: (1) Information concerning US citizens of such prominence as to create possible embarrassment to the US Army and information con- cerning anyone commonly referred to as a "very important'person." (2) Information concerning US citizens who are or have been of special operational interest to US Army Intelligence or to an agency other than the requesting agency. (3) Information concerning members or employees of the US Army, if requestor is not a US Army intelligence agency. d. Criteria for releasing information to allied agencies are given in the references in paragraphs 1, 2c, and 3a and b, inclosure 1. 8. Coordination. a. The Commanding General, Seventh Army, and the Commanding Officer, 513th Intelligence Corps Group, will take the action necessary to ensure the uninterrupted service of Central Registry. b. (U) NER222. To outline the responsibilities and procedures pertaining to the submission of information for integration into Central Registry files. 2. (U) Explanation of Terms Used. a. lit Sub One or more persons of intelligence interest. b. ImemenaLSaject. An act or activity of intelligence in- terest (i.e., incident, organization, enterprise, publication, address, telephone number, or special events). 3. (C) Criteria for Submission. a. General. Information integrated into the Central Registry will be limited to pertinent personal or impersonal subjects coming to the attention of USAREUR intelligence agencies in the course of development efforts and investigations. The criteria established in b and c, below. are intended as a guide in determining what information will have lasting value to the USAREUR intelligence effort. b. Personalities. Information pertaining to the following cate- gories of personalities will be submitted for carding and file in the Central Registry: (1) Subjects of investigative action, preliminary investi- gations, summaries of information, and letter reports, if the information contained is of present and lasting operational or security interest to USAREUR intelligence. (2). Persons suspected of activities of interest to USAREUR intelligence with reasons for the suspicions indicated. (3) Coded and otherwise confidential sources, excluding casual and overt official sources. Code names or numbers must be iden- tifiable with the real names of sources. (4) Dropped sources with an indication of the reason for dropping. (5) Identifiable intelligence peddlers, swindlers, and fabricators. (6) Visa applicants for travel to or from Soviet Bloc countries, if the visas are submitted with an indication of specific intelligence interest. (7) Visa applicants for travel to the United States or allied countries, if the applicants are of operational intellieence interest or if a visa is denied for security reasons, with the reasons indicated. (10) Defectors from or to Soviet Bloc countries. (11) Refugees from Soviet Bloc countries only if they are of specific indicated intelligence interest. e. Impersonal Subjects. Information pertaining to the following impersonal categories will be submitted to the Central Registry: (1) Subjects of investigative action, preliminary investigation, summaries of information and letter reports, if the information contained is of present and lasting operational or security interest to USAREUR in- telligence. (2) Principal illegal border crossing points or escape routes used by defectors to or from target countries. (3) Government agencies and principal subdivisions of Intel- ligence interest of target ceuntries. (4) Meetings, incidents, conventions, special events, tourist attractions, and other areas if special intelligence interest is indicated. d. Additional Information. Material categorized in b and c, above, for integration into Central Registry files must be completely identifiable by the submitting agency. Personalities identified only by their last names must be screened closely to be of intelligence value. At least one of the following must be included when submitting only the last name: (1) Date of birth or approximation. (2) An address of residence. (3) A position title and place of occupation (e.g., Hans Schmidt Co., 27 HaupstrasSe, Mainz, GFR). . 4. (u) Submitting Procedures. a. -Material submitted to Registry will be addressed to the USAREUR Central Registry(Prov Intelligence Corps Group, APO 154, US Forces. b. Requests for Central Registry checks received from intelligence agencies reflecting operational interest. This includes no record, non- derogatory, and summary replies resulting from these traces. b. Requests for Central Registry cheeks on all labor service personnel who are indicated as being of specific operational interest. 6. (U) Miscellaneous. When reasonable doubt exists that material may not fall into the categories listed in paragraph 3 but appears to have some retention value, the decision to card and file in the Central Registry files will be made at Central Registry.
