Meanwhile Jochem General Refinery manager received Thursday
from Berlin General Managing Director consortium Tehran
telegram saying dispute re flags completely settled. Khor-
ramshahr Port ,Authorities have teimporarily agreed cargo
ships beund Khorramshahr will fly Iraqi flag as far as
Bra imn ',!reek when Iranian flag will be raised and tankers
bound ABadan to fly Iraqi flag as far as Baward area then
Iranian. Berlin did not give source information.
?Comment: Embassy may be able clarify but from here appears
Tehran says agents have received official notification can,-
cellation earlier blackliAing tankers. PANINTOIL 20 de-
parted Khosroabad for Gulf 0900 local 14 PANINTOIL 21 ex-
pected Khosroabad night of 14th. Both escorted by one PC.
No incidents reported. PANINTOIL 22 still Khosroabad with
fouled screw. Next LSM to Khosroadad about six days hence.
