MEMORANDUM FOR: Deputy Director for Administration

SUBJECT: Weekly Report for Week Ending 23 January 1987
*1. OIT personnel assisted the staff of the Counterterrorist
Center (CTC) in a briefing for Mr. Fred Harrison, chief of the
Intelligence Community's Information Handling Committee (IHC).
The briefing provided an overview of the Decision Support and
Information System for Terrorism (DESIST) describing the kind of
data in DESIST as well as the system's capabilities. Mr. Harrison
indicated that he was impressed by the system, noting that it had

*3. The MCI fiber optic system between Headquarters and Reston
was completed last week on schedule. The end-to-end performance
far exceeded the contract specifications. The system has been
turned over to Ford Aerospace for the installation and testing of
the termination equipment. MCI is now engaged in the engineering
of the alternate route which includes a connection

*4. The Support Analyst File Environment (SAFE) Delivery 2
System experienced a six-hour outage on Friday, 16 January. The
outage was caused by a software problem and resulted in a lar :e
25X1 backlog in the processing of data into the Delivery 2 System.

*5. The 14-year old Automated Communications Terminal (ACT) in
the Message Handling Facility (MHF) was replaced on 18 January.
The new system, known as Automated Communications Terminal
Originating Replacement (ACTOR) processes messages originating in
Headquarters. No significant problems have been encountered with
the new system. The ACT system has been placed in a standby
configuration until the data base in the new system is sufficient
to allow the shutdown and removal of the old system.

operation, administration, and auditing procedures of a
