SUBJECT: Flue Plate Articles
1. I have reviewed the Blue Plate suggestions prepared by
IMSS and compared them to last year's submission and the
guidance provided in the Program Call. Blue Plate articles are
expected to provide intelligence highlights emphasizing how
different components of the Agency interact to address an
intelligence issue or support the policymaker. With this in
mind, I concur in recommendations a,b and c. Recommendation f
has possibilities but it may be more effective if we discussed
all intelligence related publications rather than focusing on
the Red Book. Recommendation h was proposed last year and not
accepted. I do not believe the other recommendations are
strong enough to support a Blue Plate article.
