Security with a minor in Business Management. will
assume responsibilities of the position while is gone.

25X1 January. C/Development Group/OIT, briefed the group
on the OIT Distributed Office Support (DOS) program for providing
OIT programmers to work in DA Offices. He explained the reasons for
some of the structural elements of the program: OIT hopes to
replace rotational assignments of their people with the DOS
formulation. DOS will only affect the Personnel side of Security
.because PTS basically relies on in-house or contractor support for
its computer support requirements.
3. Work continues on the STARS facility. The raised floor is
being installed. Sound Soak has been installed on the walls, and
the location of the noise partition has been set so that the air
handler will be located on the machine side rather than the people
side. We have provided electrical capacity and plug requirements
for the Intergraph to the contractor. It's looking good.

1. The Information Security Policy Panel met on 22
/ January. Discussion continued on procedures for the secure
/ handling of removeable magnetic media within Agency facilities
and on the security ramifications of uncleared system
maintenance personnel. Project officers and working groups
have been established to study these issues and provide
recommendations to the Panel for further action.

2. On 21 January, two members of Industrial Systems Branch
(ISB) met with security representatives from OD&E/SPG, OSO, and
to discuss the procedures for
locating AIS equipment used for Agency projects in secure space
accredited by DOD.

2. Chief, Emanations Test Facility (ETF), attended the
Countermeasures Advisory Panel (CAP) meeting at NSA on
20 January. The major item of discussion was the CAP position on
the domestic TEMPEST threat. A working group was formed
consisting of DIA (chairman), CIA and FBI to write a position
paper giving the coordinated position of the CAP member Agencies
on the domestic TEMPEST threat.

and reviewed the workings of Polaroid's video identification
system. Further information will be forthcoming concerning
this system.
o The Badge Office personnel said farewell tc on

Badge Office is running shorthanded.
II. Critical Issues:
o HSD has learned that NBPO intends to install picnic type
furniture in the courtyards on the exterior of the North and
South connectors to the NOB. This in essence creates two
additional entrances to the OHB/NOB. These points of entry
were not planned and will necessitate additional SPO posts
and PASS equipment. The contractor estimates the PASS cost
25X1 at approximately $200K. PSD is monitoring via the ILSP.
o Installation of PASS is pending at GW Parkway Gate.
Installation of OTT communication equipment and SESD alarms
must be installed before PASS can be installed. DSB has
defined protection requirements and .rogress is in the hands
25X1 of SESD to install the alarms.
o Radio communications between the existing Headquarters
Building and the New Headquarters Buildings. C/SDO met
recently with the New Building Communications Program (NBCP)
focal point who advised that an upgraded design (which calls
for the construction of a shielded room and internal antenna
system in the New Office Building) has been selected. A
construction contract will be let on or about 1 February
1988. The project is expected to take 17 weeks and cost
$430,000. It was again stressed that the Office of Security
needs a fully working communications system by the time
employees begin to occupy the New Building. Barring
? unexpected additions requested by other components, the NBCP
focal point indicted that a working system should be in
25X1 place by June 1988.

o The Burns contract for guards terminated on 30 September.
Presently, HSD is on a 120-day extension at a cost of
approximately $45k. PSD has reconfirmed the need. An RFP
has been prepared to solicit bids from various contractors.
That RFP was released by LOG/Procurement Division to the
25X1 contractors for bids which are due on 15 February 1988.
o OIT and Contel representatives have advised that the OSDO
Veritrac Recording System is creating ,problems within the
telephone line system. The representatives are attempting
to correct the problems. Manufacturing representatives have
25X1 been consulted.
O GIC upgraded the VCC two-way communications system, but it
is still not acceptable. The quality of the audio is fair
to poor. GIC has submitted a proposal. SESD and HSD has
accepted the proposal and forwarded paperwork to LOG/Procure-
ment to contract the installation. Cost is approximately
25X1 $10,000.00.

III. Planned Activities:
o Security Services Branch intends to takeover the escort
requirements from FMD. This will give control of both
scheduling and analysis of the requirements by the Escort
Section. This will occur in the January/February time
frame.
