participation. I want to commend everyone who gave of his time , and. energy to
make this thoughtful review possible. I do not expect that all of us will
agree with all of the ideas presented by the Task Force. But periodic
searching consideration of issues of this kind can only help us'find ways to
improve our profession. In particular, I know that the Agency Compensation
Task Force, now underway, will find this report a. rich source:of.important
ideas. I would ask each, of you to make the existence of this Human Resource
